According to next Monday's CC agenda, the joint convention scheduled for Monday May 19th at 6 PM will be the presentation of the Mayor's budget.

Must see TV starts Monday, May 19th at 6:00 PM.

If there are positions to be cut and there are people in those positions now, I hope the budget process won't be the first these employees are hearing about it. That just wouldn't be the right thing to do.

In picking up the Leader-Herald again in order to check out the sporting goods "error" on the back page, I noticed in the "What to Watch on ECTV" box that three Committee of the Whole budget hearing meetings have already been scheduled. The currently scheduled sessions are Thursday May 29th at 6 PM, Saturday May 31st at 8 AM and Thursday June 5th at 7 PM. All of these meetings are scheduled to be televised live and repeated. If the past is any indication, the first meeting will be for the school department budget, the second will begin the process of reviewing the city side of the budget with department heads and the third will be a continuation of the second meeting if necessary. That is how I interpreted the mayors words on Chamber Chatter (paraphrasing)"The budget is pretty muych done, there are just a few more cuts to be made"

I guess that could mean cuts to accounts, not jobs. We'll know for sure soon though.

The budget sessions with the school department usually aren't all that interesting. Since the budget submitted by the school department for FY09 was supposedly only $36 over the state required foundation budget, there probably won't be very much debate on it.

Please notice the starting time adjustments for the 5/31 meeting (7:45 AM) and the 6/5 meeting (6:30 PM).

Wish we had gotten some information on the size of the budget. Oh, well, I guess we'll just have to wait and see. (I'm saying that too much lately!)

I can't confirm this, but I heard that the Budget Director, Mr Carlisle, is not certified and the Everett taxpayers are paying for him to go to classes. Anyone know anything about this? As I think about this post, I am pretty sure I am confusing the Budget Director's position with the Purchasing Agents position. Is Mr Carlisle also going to be the Purchasing Agent? I am definitely confused.

Now my question is, what classes are Mr Carlisle attending?

As it was last year (and maybe before that but I can't be certain), this session is just a formal turning over of the budget to the CC and is probably the first time that most of them are seeing the document. Therefore, questions on the budget itself are probably not appropriate at this meeting. However, a motion was made and passed that the mayor, the budget direct and the auditor appear at all of the subsequent budget hearings.

Massdee and Tails must have also heard the same rumor that I did about the purchasing office, the one that I dismissed last week when I saw that Mr. Pedulla had returned. There was a rumor going around when Mr. Pedulla first went on his medical leave that Mr. Carlisle would be taking on the purchasing office as well as his budget director duties. The rumor made some sense as Mr. Carlisle was reported to have been responsible for procurement duties in Southbridge. However, since the source of this rumor could never confirm for me if this was intended to be a temporary situation or a permanent one, I decided to take a wait and see attitude on it. As a part of my post-BOA meeting commentary last week, I vaguely referenced that the rumor was most likely just that because Mr. Pedulla had returned. Maybe I was wrong to dismiss it so quickly.

I probably shouldn't even be talking about this in this much detail since the rumor hasn't be 100% confirmed yet but justme is usually a pretty good source for this type of information. The new part of the rumor, that Mr. Carlisle does not have the certifications required for the purchasing agent position, kind of surprises me. I would have thought that since he was doing that job in Southbridge that there would be no issue with that. We'll just have to wait if any or all of this is true; I'll save any further comments for then.

Mr Carlisle was the Town Manger in Southbridge, would that make a difference on certification?

Dave Ragucci is the Town Manager in Stoneham, does he have any certifications? I don't know, just asking.

Not sure but, I would believe that certifications required for a purchasing agent would be independent of any other job title that you may hold. Don't know about Ragucci either. Just because Southbridge's administration is structured in that way doesn't mean that Stoneham's has to be the same way just because they are both towns.
