Went to City Hall and got a copy of tonight's meeting since no one will put it out on the city web site

1.
Ordered: that $7,015,767 is appropriated to pay costs of the following capital projects:

Project Amount
Glendale Park Improvements $2,100,000
Crosswalk Installation 200,000
Roadway Reconstruction 3,771,767
Sidewalk Reconstruction 64,000
Fire Department Repairs and Design 250,000
Parlin School Masonry Repairs 500,000
911 Stairs 50,000
Police Station Renovations 80,000

including the payment of any other costs incidental and related thereto; that to meet this appropriation, the Treasurer with the approval of the Mayor, is authorized to borrow said under and pursuant to Chapter 44, Sections 7 and 8 of the General Laws, or pursuant to any other enabling authority, and to issue bonds or notes of the City therefor.
Further Ordered: that the Treasurer is authorized to file an application with the Municipal Finance Oversight Board to qualify under Chapter 44A of the General Laws any or all of the bonds authorized by this Order and to provide such information and execute such documents as the Municipal Finance Oversight Board may require for these purposes.

Ordered: that $4,480,000 is appropriated to pay costs of the following capital projects:

Project Amount
Residential Water Meters (Non-MWRA) $3,000,000
Water Main Replacements (MWRA) 4,172,000
Water System Repairs (Non-MWRA) 350,000
Water Dept.Vehicle Replacement 130,000

including the payment of any other costs incidental and related thereto; that to meet this appropriation, the Treasurer with the approval of the Mayor, is authorized to borrow said under and pursuant to Chapter 44, Sections 7 and 8 of the General Laws, or pursuant to any other enabling authority, and to issue bonds or notes of the City therefor.

To authorize and approve a proposed 4-year Special Tax Assessment (STA) Plan and Agreement, pursuant to MGL Chapter 23A, Section 3E, between L. Knife & Son, Inc. and Affiliates, and the City of Everett for property located at 201 Beacham Street within the Parkway/Island End Economic Opportunity Area, substantially in the form annexed hereto, and to authorize the Mayor to execute and submit same for approval to the EACC. The STA will apply an exemption from taxation on the full assessed value of the Property, with the following exemption rates: 100 percent in the first year, 75 percent in the second year, 50 percent in the third year, and 25 percent in the fourth and final year.

To approve the acceptance of proposed Certified Project application by L Knife & Son, Inc. and Affiliates pursuant to MGL Chapter 23A, Section 3F and 402 C.M.R. 2.00, and authorize the Mayor to submit same for approval to the EACC.

To take such other actions as are necessary or appropriate to implement those documents.

Carlo is doing this so he can buy people off because he fears Van Campen. He does not care about the budget or the implications on the budget in the coming future years. He sticking it to all of us. We are all doomed if the common council keeps giving him the store. Another mayoral election cannot come fast enough. Lets just hope the right person runs against this spendthrift.

Did you have a typo in #2 or was it City Hall? The non MWRA items add to $3,480,000, not $4,480,000.

I spoke with someone from the mayors office who says they want to act on this quickly to take advantage of the construction season. Using that lame excuse to shortchange everyone and not give anyone enough time to carefully understand what they are doing is the most absurd thing. And, if Dave Rodrigues and Ken Gianelli vote on this tonight, I will have an ethical problem with that. Just add to all the other complaints to State Ethics about Dave Rodrigues. Oh, that's right....he has an "in" at State Ethics and those complaints will probably get "filed" away somewhere. It is criminal what is allowed to go on.

I'm not surprised but wanted to check. It seems accuracy is not a requirement & people don't have a problem presenting the general public with proof of that regularly!

Lots of questions, so little time to consider something of this magnitude.

Gianelli and Rodriques shouldn't even show up tonight if the rumors of them stepping down are true. The state's fabulous ethics commission probably wouldn't find them guilty of anything if they voted for these items tonight. But to me anyways, it would be morally represensible it they did so.
