Finance Committee February 10, 2010

1) The Committee on Finance met on Wednesday, February 10, 2010.

The meeting was audio taped for the record.

Members present were Alderman L. Charles DiPerri, presiding, Aldermen Michael Marchese, Sal Sachetta, Councilors Sal DiDomenico, Daniel Napolitano, Carlie Smith and Cynthia Sarnie. Also present were Aldermen Robert Van Campen, Michael Mangan, Councilors Rosa DiFlorio, Peter Napolitano and Jason Marcus.

Member absent was Councilor Sergio Cornelio.

The Committee considered an Order offered by Alderman Robert Van Campen, as President: To accept the anonymous donation of $15,000.00 to the Mayor’s Office of Human Services to provider for Elder Services.

Mayor Carlo DeMaria was also present.

The Committee was in receipt of a correspondence from Carolyn Lightburn, Director of Human Services providing the Committee with information on who the donor is with a request that this not be published so as not to upset other agencies that they have
supported in the past.

The Committee recommended favorable action on acceptance of the donation.

The Committee voted: To report back to the Board of Alderman with a recommendation for favorable action.

2) Finance Committee February 10, 2010

The Committee on Finance met on Wednesday, February 10, 2010.

Members present were Alderman L. Charles DiPerri, presiding, Aldermen Michael Marchese, Sal Sachetta, Councilors Sal DiDomenico, Daniel Napolitano, Carlie Smith and Cynthia Sarnie. Also present were Aldermen Robert Van Campen, Michael Mangan, Councilors Rosa DiFlorio, Peter Napolitano and Jason Marcus.

Member absent was Councilor Sergio Cornelio.

The Committee considered an Order offered by Alderman Robert Van Campen, as President: To accept the anonymous donation of $5,000.00 to the Mayor’s Office of Human Services to support the Office of Human Services Bread of Life Pantry.

Member absent was Councilor Sergio Cornelio.

The Committee considered a Resolution offered by Councilor Jason Marcus: That the Finance Committee study a pay raise for the Mayor.
Mayor Carlo DeMaria was also present.

City Clerk :Michael Matarazzo provided the Committee with the salaries of the Mayors in the Cities in Malden, Medford, Melrose and Somerville.

Councilor Marcus acknowledged that every year it was a hard time to give the Mayor a Salary increase, but noted based on what other communities pay their Chief Executive it was the right thing to do now. He suggested that the Committee consider increasing it by $20,000 to $25,000 in steps similar to what was previously done the last time an increase was done.

Alderman Van Campen suggested that if the Committee was to do this seriously it should be tied into a merit pay scale based on educational background. However, Alderman Van Campen reminded the Committee that there was no appetite in the City for an increase without justification. Councilor DiFlorio remarked that it was never a good time to do, but stated that the members were elected to make tough decisions. Alderman Sachetta agreed that the Mayor should make more based on other City employees receiving more than that position, however he felt it was the wrong time to do it.

Councilor Sarnie suggested doing it with the next budget cycle on a tiered format and suggested including the City Council with an increase at that time as well. She noted that she would be opposed to a merit pay proposal. Alderman Mangan concurred with Councilor Sarnie had indicated that there were more than 50 City employees making more than the Mayor.

Councilor Peter Napolitano told the Committee that it needed to take a step back on this discussion. He also concurred that the position was worth more but stated that it was definitely the wrong time in the
current financial situation and would send the wrong perception to the public that the City Council was looking out for themselves.

Alderman Marchese agreed with Councilor Napolitano and reminded the Committee that the Charter Commission could set the parameters of the Mayors salary in a few years. Mayor DeMaria remarked that sometimes we try to save a buck but it winds up costing more and referenced the jobs of a few City employees as examples where they were worth more than their salaries based on the savings they provided to the City.

The Mayor stated that he didn’t run for the position for the money since he was fortunate to have other income. However, he suggested that the Committee look at the position to get qualified people to run in the future.

He asked the Committee to not look at the increase as if
Finance – 2/10/10 - #3 Page 2 it was just for him. Councilor Smith stated that the Committee needed numbers in front of it to make an appropriate decision.

Alderman DiPerri asked the Committee if it wanted to consider the
raise for Mayor and if so questioned for how much. He expressed concern that the Sponsor had not provided any numbers or information on the matter and left it to the Committee to do.

Councilor Marcus agreed to provide the Committee with the information it needed at the next meeting. Alderman DiPerri requested that it include population and size of City budget. The Committee voted:

To report back to the Common Council with a recommendation to grant
further time and to invite the Sponsor to provide salary information in conjunction with population and size of City Budget.

The Committee considered a Resolution offered by Alderman Michael Marchese: That the City investigate whether the 20% homeowner discount is still effective in Everett.

Mayor Carlo DeMaria, Board of Assessor Bill Hart, Chamber of Commerce representatives Robert Laquidara and David O’Neil were also present.
Alderman Marchese stated that it was his contention that at a certain level the 20% exemption was not effective. He remarked that it was not the intent to use the exemption every year only in years
of high assessment. He informed the Committee that the City of Everett had the highest tax rate in the Greater Boston area. He stated that people would be skeptical about buying homes in Everett
based on the tax rate itself. He suggested that maybe the exemption should have been reduced to 10%.

Mr. Hart asserted that the exemption was actually a perk in selling real estate in Everett. Alderman Marchese countered that he believed lower tax rates were more beneficial.

Mr. Hart explained that the premise of the plan is to keep families here by providing the owner occupied exemption. Alderman Marchese expressed concern that Property Owners whose rents increased would not spur any investment or improvements in their property. Mayor DeMaria noted that the State Legislature was currently discussing a Home Rule Petition that would allow communities to place liens on properties not maintained or abandoned.

Alderman Sachetta indicated that a lot of people had approached him and were concerned that the City would do away with the exemption.
He remarked that non owner occupied properties should pay more since these properties are usually left in shambles and require more Police and City Services.

He concluded his remarks by stating if the non owner occupied individuals didn’t like it then he suggested that they sell their
property. Upon questioning from Councilor Sarnie, Mr. Hart provided the Committee with an overview of how the tax formula was derived.

Councilor Sarnie expressed concern that the commercial taxes were the highest in the State. The Mayor explained that residential values had
dropped but noted the commercial values had remained the same. He explained further that even though the commercial tax rate may be high the actual commercial tax bill was still lower than other communities.

Alderman Mangan commented that he was in favor of more owner occupied homes and believed it was good for the City.

Finance – 2/10/10 - #4 Page 2 Alderman Marchese requested that the Board of Assessors when presenting the exemption package to the City Council next year include all possible options showing no exemption, 10% exemption and 20% exemption to allow the City Council to determine what is the best for the City. Mayor DeMaria and Mr. Hart agreed to do.

The Committee voted:

To report back to the Board of Alderman with a recommendation to refer
back to Sponsor.

I just want to comment that it is my opinion that Cynthia Sarnie was given a BS answer according to this quote " Councilor Sarnie expressed concern that the commercial taxes were the highest in the State. The Mayor explained that residential values had dropped but noted the commercial values had remained the same."

The businesses are paying much higher than ever before and second highest in the State..........in a blue-collar community like this. It's absurd....and that is the bottom line. Good families and companies that have been here for years are packing up and getting out of Dodge and all you have to do is see the numbers right here - You must be logged in to see this link.

All I heard was that the Mayor's raise was referred back to Jason Marcus to reduce the amount. IMHO- I thought 40,000.00 was a high number for a raise, so that leads me to believe that the figure was high.........deliberately

The Committee on Finance met on Wednesday, March 2, 2011 at 6pm.

The meeting was audio taped for the record.

Members present were Alderman L. Charles DiPerri, presiding, Alderman Michael Marchese, Sal
Sachetta, Councilors Daniel Napolitano, David Rodrigues, Rosa DiFlorio, Carlie Smith and
Cynthia Sarnie. Also present were Non members Aldermen Michael Mangan, Millie Cardello and
Robert Van Campen.

The Committee considered a Resolution offered by Councilor Peter Napolitano: That the Mayor
and the Director of City Services appear to explain a recent Globe article listing the cost of Public
Works per resident in 2009 with Everett being listed in the top 20 highest communities at $481.61
per Everett resident while the State median was $178.00.

Mayor’s Chief of Staff Melissa Murphy was also present.

The Sponsor was invited but was not present.

The Committee noted that the matter was in Committee back on October 2010 and that the Mayor
had sent a correspondence prior to that time addressing the matter. As such, the Committee
recommended that the matter be referred back to Sponsor.

Ms. Murphy informed the Committee that she had spoken with the Sponsor the previous night and
noted that the Sponsor requested that the matter be laid on the table.

The Committee voted: To report back to the Common Council with a recommendation to refer
back to sponsor.
