Same here. I think, or at least what I've heard is that the main task is just to more or less change the wording of all the city ordinances to ensure that they do not conflict with the new City Charter. (Ex. Changing words like Alderman, to City Council.)
It seems like an lot of work and a time consuming process. I appreciate the new members taking part in it. |

I am confused after listening to last night CC meeting. Exactly when does or did the new Charter take effect? My understanding the change was to take place immediately after the voters passed it. Can anyone clarify that? |

The way I interpeted it, the new city charter does not take effect untill 2014. I could be wrong, but that seems the most logical. If it had already taken effect, The Mayor would be in a four year term and there would only be 11 council members. Also, why would the Mayor have close to 3 years to develops an administrative code? And why would it be this Mayor and not whomever is elected in 2013? Remember, the public comment portion of the meeting was something the city council adopted early and were not required to do so. Maybe they should consult members of the charter commission to clarify the issue. |

I was looking over the new charter and it really isn't clear. There is a gray area there and seems to be left up to one's own interpretation. Of course, the election part doesn't take effect until 2013's primary, that is spelled out pretty much. The Administrative Code area seems to have a gray area. Section 10-6 says, "no later than September 2014", it doesn't say how soon it could be implemented. I personally don't have a problem with it either way. It is just not clear. I hope the BOA address this issue so it will be clear for those of us who pay attention to city government. |

Why the heck did we (the taxpayers) pay 10 grand for a consultant to write the charter and now things are "unclear". I think he needs to clear it up. |

Agreed. It may be wise to request Steve McGoldrick or Paul Schlosberg to appear to clarify the gray area. |

I think that it is clear that the new Charter has to be in effect before January 2014. An election under the new rules has to be held in 2013; how can that happen unless the document that authorizes it is in effect?
If I had to hazard a guess, I'd have to come down on the side that the new Charter is in effect now. That seems pretty black and white. What is gray to me though is how the city transitions from the old charter to the new. The new charter gives the Mayor and the City Council the authority to work out those issues. Even if the CFO issue still doesn't pass the BOA this time, perhaps some good can come out of it anyways. |

It will be very interesting to see how this all plays out. I think Baby Huey might be right and the City Council should invite Mr McGoldrick up to explain things in a more clear manner.
Tetris, when I was reading over the Charter this morning, I too felt the new Charter is in effect now. Actually, that had been my understanding since even before the vote in November. That is why last night's meeting confused me. |
