I'd have to say that this is pretty disappointing news.
The Open Meeting Law only requires that notice of a meeting like this to be posted on a bulletin board in City Hall for 48 hours prior to the meeting. But this should have been a big deal. It should have been in all the papers this week, on the ECTV bulletin boards (perhaps it is and I just haven't seen it) and on the city web site (I haven't been able main site for two days now, only the E-Gov portion of it.) And the meeting should be broadcast live on ECTV. I guess I understand where two items on next Monday night's CC agenda are coming from now. I understand that the commission has to hold a meeting within 45 days of the election but this just seems to be the wrong way to go about it.
Off to a bad start. I wish I could say that I was surprised. |

Charter Commission to hold first meeting Monday, Nov. 16 at 6:30 PM
A charter commission for the City of Everett was elected on Tuesday, November 3, 2009 and the nine candidates receiving the highest number of votes were elected.
The question of electing a commission to revise the charter was placed on the ballot and the majority of the votes cast upon the question of adopting or revising the charter was in the affirmative.
The city clerk has notified the nine candidates elected to the charter commission of the initial charter commission meeting which will be held on Monday, November 16 at 6:30 PM in Hearing Room B on the second floor of Everett City Hall which is located at 484 Broadway.
At this initial meeting the charter review commission will organize by the election from any of its members a chairman, a vice chairman and a clerk and shall file a notice of organization with the city or town clerk.
The Everett Charter Commission meetings will be open to the public held in accordance with the state’s “open meeting law”.
The charter commission will adopt rules governing the conduct of its meetings and proceedings and may employ legal, research, clerical or other employees.
The City of Everett shall provide its charter commission, free of charge, with suitable office space and with reasonable access to other facilities for holding public hearings, may contribute clerical and other assistance to the commission, and shall permit it to consult with and obtain advice and other information from city officers and employees.
The city treasurer shall credit to the account of the charter commission, with or without appropriation, the sum of five thousand dollars. The city may appropriate such additional funds for its charter commission as is deemed necessary.
The charter commission must hold a public hearing by December 18, 2009. All public hearings before the charter commission shall be held within the city at such time and place as may be specified in a notice published at least ten days prior to the hearing in a local newspaper. |

I for one, AM extremely excited about Monday evening's Charter Review meeting. I've been waiting for this opportunity for three decades. That being said, I am also apprehensive about those members of this Commmission's who's ability to walk and chew gum at the same time is questionable .
From what the rumor mungers have been saying around the Big Blue this week, Schlosberg and his merry group have already been calling around ECTV and other City Departments demanding television time. He claims that he "IS" Charter Review and wants to be the Chairperson. There's another scenerio that says that two other individuals want the limelight and do a co-chairmanship.
Although this next statement won't be popular, I need to say it.......it's accurate and for my money; the true way it should be. John Hanlon, not only got the most votes in the city for this Commission, he also happens to be the ONLY member with experience on the subject matter. He should be made Chair.
A majority of the members who were large in former administrations have said they "want to teach him a lesson, its' their commission." I dont know about anyone one else but I feel THIS IS CERTAINLY NOT THE TIME OR THE PLACE FOR THIS!!!!!!!!
Should the Commission members forget thier solemn oath to the good people of Everett and forget to work for the betterment of our city instead of their petty political differences; it may be time to do away with them and get another Commission. The Sec of States pamphlet that TETTS happily made available to us, clearly states that we can replace the Commission members.
Everyone's talking how they're going to do this and do that and that "the old man, will be put in his place". How ridiculous and petty can we be? To be so shortsighted and not to rely on an individual so gifted with the knowledge needed is on its face ignorant and shows the lack of professionalism and ability these people have.
After many years of waiting, we have an opportunity to make the changes WE so desperately need and want yet these few ignoramaces are going to sabbotage the Commission with their ignorance and ego centric, one dimensional thinkng. Their faces on ECTV are whats important to them, not the changes we desperately desire.
Hopefully Dotty Martin Long and John can hold off the Indians while they are applying their war paint.
Stay strong good members and remember, we do appreciate your time and effort. Do us proud.

Schlosberg was made Chairman?
I wonder what happens now? He's not one to bend, it will be his way, or the highway. I want to hear pro's and con's concerning the common council. He just wants to eliminate it. |

Paul told me himself that the only issue he will even consider is a unicameral form of government. If they want any other changes he wants the members to get signatures from the residents issue by issue before he would do anything.
In my opinion the Charter Commission is off to a bad start.

Anyone know what rules of order the Charter Commission adopted? I hope they can control Schlosberg from speaking from the Chair. He needs to know his place and he needs to know it quickly. This Commission isn't about him. It's about looking at the complete charter, not just one issue.
I think I would have preferred John Hanlon as Chair, at least he knows the Charter backwards and forwards. There are some strong personalities in this group. I hope they can work together.

I was not able to attend the meeting last night Massdee so I can't answer your question about rules.
Hanlon would have been a good choice for chairman from a procedure prospective as I'm sure he knows that inside and out. But my real choice for chairman would have been someone who does not have their own agenda. To be totally honest though, I'm not 100% certain if any of the members truly fall into that category. Unfortunately, only time will tell.
Can anyone provide any information about what, if anything, happened last night beyond the election of the commission leadership? |

I heard the meeting went on until after 9:00PM. So I would think they should have done more than to elected their leadership. I wonder if all the members were present? Did they set a date for their next meeting? I hope they move them off of Monday nights.

Hard to imagine what they were doing at an initial meeting for more than 2 and 1/2 hours. I'm not sure if that bodes well for the future or not. |

It’s going to be a joke and two years of wasted nonsense and nothing will come out of this. Schlosberg & Sansone were let go by Hanlon during his term. He also let Al Bergonzi go, and that spun Jason Marcus into a tail spin. Lantanzi’s company was part of the audit so there are four people on that commission with a grudge. Schlosberg does not follow rules or protocol. All the ones that had a grudge against Hanlon were the ones that nominated “Mr. One Minded” so…….I blame them. They were not thinking of the best interest of the city or the commission. |

The Commission will be meeting on Monday, November 30 at 6:30p.m.
The first Public Hearing is scheduled on Wednesday, December 16th. Both meetings are open to the public. |
