It certainly is Tails but the City Council gets to set the rules for it:
From Section 2-6 (c)(i) of the new charter:
"All regular meetings of the city council shall provide for a period of public comment, provided however, the city council may promulgate rules that regulate such period of public comment as deemed appropriate."
The real question is when do the new charter changes begin to take effect?
From Section 10-6 (12) of the new charter:
"So much of this charter as is possible shall take effect following its adoption by the voters."
I'm glad that public comment is being addressed so quickly; I know that there are other sections of the new charter that I'd like to see implemented ASAP too.
Who gets to decide that? From Section 10-6 (11) of the new charter:
"The mayor and the board of aldermen and common council, in office at time this charter is adopted, and the mayor and successor city council elected pursuant to this charter, shall have the authority to adopt measures that clarify, confirm, or extend any of the transitional provisions in order that such transition may be made in the most expeditious manner possible." |

This should be interesting when and if it happens. I heard today if it passes that in all probability, the casino could go to Patriot Place in Foxboro and not Revere. |

I thought 5 police officers were supposed to get sworn in? What happened to the other 3 positions? These positions are federally funded. |

What happens to that federal money and the 3 positions if people walked away?
As for the mayor, you are right. It's one of the very few times he shows up for a meeting.
He needed to knock that chip off his shoulder at the MRF meeting....and.....put his phone down for 5 freaken minutes to concentrate or at least pretend to care! There should be no cell phones during a meeting.
He was clearly agitated at people asking questions... yelling out.....what did they do before? The questions that get asked from councilors are not necessarily from them, but from their constituents. I don't care if you repeat yourself year after year.....new people move in and the process should be explained from A to Z. |

4. Looks like the FY'12 Water and Sewer rates needed to be adjusted to support the FY'12 expenses of the enterprise fund. Does this deficit include the additional income that was supposed to be raised by replacing the commercial water meters. Exactly where is that project? And what additional funds (if any) have been raised by replacing these meters? As I stated in the Common Council thread last week, supporting the enterprise fund from money raised by other means defeats the stated purpose of what the enterprise fund was supposed to be all about.

2. I think that the City Council needs to post the rules for public comment somewhere, in the papers, on the city web site or both. We seem to get a different intereptation of the rule every week. Personally, I think that comments on only what's on the agenda makes sense; but if there was any time remaining in the ten minute period once all agenda comments were made, I wouldn't be against using that remaining time for other comments.
4. Well, what was said about this item makes a lot of sense. Given that the proceeds of water bills being paid for prior years have to be credited to the general fund rather than the enterprise fund, there should be some free cash available next year to make up for at least some of the free cash that may be needed this year to make the enterprise fund whole this fiscal year. But I guess that the question that I still have is this: why didn't city government understand what the impacts of this change would be before they approved and implemented it?
8. I agree with Alderman DiPerri. It wasn't really truthful to bury the error in transferring Auto Hire money to the new department in a union settlement transfer. Everybody makes mistakes; just own up to them.
10. So I guess the the extra buyback money must be for retroactive buybacks. But $97,000 seems to be a lot given the percentages of the raises that the City Solicitor quoted. But who knows what other terms may be in the contract and how many days were paid out over the period. BTW, the way that this item appears on the calendar would make you believe that these transfers are only for an FY12 settlement. This just an example of how these items should probably be written with more specifics since public comment on the agenda is now available. |

I heard he's not an Everett resident and lives far out and even past the 10 mile radius. Did we not just pass a residency ordinance? I know it's not 2012 but it's cutting it kinda close and is a slap in the face to all the work that was done. I find it very hard to believe there was no one closer that was available and had the same training. |
