I was going to pull a "Topix" and start a new thread called "Don't Believe Everything You Hear or Read". But I found this thread instead and since it it only had last year's Water and Sewer (W & S) Budget posted in it, I posted the meeting report from this year's W & S Budget joint convention so that we could do a little budget analysis. I would have used the budget documents that were presented last Monday night but those don't seem to be available to the general public. So I apologize in advance if I don't match those numbers contained in those documents exactly.
There's a couple of other pieces of information that would be good to be aware of for this discussion. Here is a link to a document on the MWRA website that shows actual assessments from FY12 and estimates of FY13 assesments (You must be logged in to see this link.). The other thing that would probably be good to know for this discussion is that the City Council cut $120,000 from last year's W & S budget, $100,000 from Emergency Repairs and $20,000 from Extra/Unforeseen.
Using the numbers we have available, the W & S FY13 proposed budget is going up almost $2.1 million or 16.51% from the actual FY12 W&S budget approved by the City Council. The assessment from the MWRA is going up by either 5.12% or 5.4%, depending on how you look at it, but not the 10% that was mentioned Monday night or in the Advocate.
The percentage the assessments are going up depends on the numbers that you compare the FY13 premilinary assessments to. If you compare them to the numbers that the city budgeted for in FY12, the percentage is less because the city budgeted for almost $30K more than what the actual MWRA assesments turned out to be.
Again, comparing the FY13 MWRA preliminary assesments to the city's FY12 city budgeted assesments, the assessments are going up almost $568K. But the total proposed FY'13 W & S budget is going up almost $2.1 million from last year's actual W & S budget. In round numbers, that means that the city is responsible for almost $1.5 million of the increase. The MWRA assessment increases are responsible for "only" 27.25% of the proposed increase.
As I said earlier in the post, don't always believe what you hear or read; spend some time to do the analysis yourself.
The other thing that bugged me (as it always does) about the Water and Sewer Joint Convention is the idea that replacing water meters means recouping lost revenue. Replacing water meters is more about fairness than anything else. An accurate water meter means that you pay your fair share. The only way that a new water meter becomes a way to increase revenue is that when you set the water rate knowing that you will be replacing meters and you don't make any type of adjustment for the additional amount of usage that you expect to meter by replacing a large number of water meters. Admittedly, that doesn't sound like a very easy task but I can't imagine that there isn't a way to do it somewhat accurately. |
