I think they were pointing out that many people read here and never respond. I would imagine many of these people are city employees.

| Well, Lynda, I'm glad you decided to stay in spite of what you feel was a hostile welcome. Most of us out here welcome all newcomers; just because we don't always agree with each other's opinions doesn't mean that the opinions aren't an important part of the discourse. |
