I was just re-reading the audit, a couple of things on page 3, Background, caught my eye. It states that having the audit done came about when they were putting the 2007 budget together. Wasn't having an audit done part of Mayor Hanlon's 12 Point Plan during his campaign? The other thing I noticed was The Mayor stated at one of the city meetings that Melanson and Heath selected the departments to be audited. On page 3 it clearly states that at the order of Mayor Hanlon, computers and files were confiscated from these departments by the Everett Police Department. That was well before Melanson and Heath were hired to do the audit. Am I reading this correctly or have I missed something?
Another question, the 5 Million Dollar figure, is that the amount of the fraud or does that amount include the actual services done and the over payments? If it includes both wouldn't that drastically reduce the 5 Million figure? |

It read fiscal year 2007 budget which would run from July 1, 2006 through June 30, 2007. The bugget process started in Jan. 2006
On a side note, there is a Fran posting on the Mirror. Please know it's not me. |

| Fran, that is exactly how I read it. My point is that the Mayor had already stated during his campaign that he would do an audit. It wasn't something new when they started putting the budget together after he took office. |

| When did the Hardware Store (in the audit) start doing contractors work? I thought they were just a retail store for household supplies. |

They are just a retail store which is why I think lawsuits are sure to follow. How can you name them when all they did was sell supplies?

| In one of the papers, I think it was the Globe, the owner of the Hardware Store is quoted as saying that he has been in business for 46 years and NEVER once bid on any City Jobs. |

Exactly, so why would they slander him? I hope all of these people have lawyers ASAP. Not that I want the city to be stuck with more legal bills, but it is inevitable.

From the Globe - Alfred J. Lattanzi, owner of Everett Supply, said he is confused about why he is being lumped with companies that bid for major contracts. His hardware store does not do contracted work, so it has never bid on city work in the 46 years Everett has been doing business with the store, Lattanzi said.
"All we do is sell supplies, hardware supplies," Lattanzi said, adding that for years city workers have come in to purchase items such as a gallon of paint or a paint brush. "I don't bid. All my business is off the street."

There are too many inconsistencies.
That is why the audit is not signed by a legal representative of Melanson.
I am convinced that something is very wrong here. A critical step has been overlooked by the auditors.

| I was talking with Tony Latorelii (Fleet Manager) and he told me his name, his dept. and none of his vendors are mentioned in the audit. In his letter of suspension it doesn't even mention the audit, why did Hanlon put his name in there and why the clerical people, what contracts do they sign. |
