To appropriate the amount of $410,387.28 from the Budgetary Fund Balance to the following accounts, in the following increments to satisfy the City's negotiations with Local 25 and the Police Union: Parking Clerk Salaries Account $1,570.07, Facilities Maintenance Salaries Account $15,363.43, Recreation Salaries Account $4,491.32, City Services Salaries Account $130,965.24, 911 Salaries Account $40,525.43 and Police Salaries Account $217,471.79. The purpose of the amendment is to place no parking signs on east side of Christina Circle; with favorable recommendation to amend to the one-side no parking on east side, from the Traffic Commission.(Enrolled in concurrence, as amended, sent down for ordainment, as amended.)

COMMUNICATIONS
12. C0068-07 Communication
Traffic Commission Notice that they will hold one more meeting in June then recess for July and August. Regular meetings will resume in September as in previous years, and Report on Ordinance offered by Councilor James Keain to place 20MPH speed limit signs on Woodlawn Ave due to complaints of speeding motorists; with a request for further time in the Traffic Commission.

13. C0158-07 Communication
Invite to all City Council Members for Memorial Day at Woodlawn Cemetery in Everett on Thursday, May 24th at 10:30 a.m. from Michael Resca, Commandant at the Soldier's Home in Chelsea. Requests RSVP. Copies in mailboxes.

14. C0115-07 Communication
Response back on Resolution offered by Councilors Matewsky and M. Cardello relative to Mystic Valley Services for Elderly consider looking into possibility of providing a once a month food pantry at the Golden Age Community Center, at residents request. (Copy in mailboxes).


COMMITTEE REPORTS
15. A0085-07 Committee Report
Celebration Committee Report from 5-15-07 with updates on celebration plans for July 4th festivities on June 30th, 2007 at Glendale Park; with a recommendation to report back to City Council for informational purposes.



UNFINISHED BUSINESS
16. C0064-07 Resolution/s/Councilor Leo McKinnon
Mayor Hanlon speak on the A E D Machines that where suppose to be put in place for public safety at the Everett Stadium, Recreation Center and at local sport events that are held in all parks in the City by all sport organizations.

17. C0117-07 Resolution/s/Councilor John Leo McKinnon
That the Chief of Police appear this meeting to explain what happened up at the Everett High School on 4/23/07 and 4/24/07. Written response submitted by the Chief of Police Steven Mazzie, copy in mailboxes.

18. C0276-06 Committee Report
Public Safety Committee Report on Resolution offered by Councilor Leo McKinnon-Relative to Fire Commissioners provide the financial materials that were requested from them by the public safety committee on the reserve fire fighter list; with a recommendation to refer to the Fire Commissioners to provide the Finance Committee with the financial information requested at the April 10, 2006 Fire Commissioner's meeting.

19. C0024-07 Resolution/s/Councilor John Leo McKinnon
That Chief Steven Mazzie and Chief David Butler appear this meeting February 5th relative to discussing the evacuation route designation from Boston into Everett and why we do not have any designation of an evacuation route for the City of Everett.

20. C0072-07 Resolution/s/Councilor Leo McKinnon
That Code Enforcement appear at this meeting to give us updates on all current boarding houses in the City of Everett, and what has been done to make them conform to our laws in the City. To also give updates on new non-legal boarding houses starting up all over the City, and how to combat them from starting.

21. C0093-07 Resolution/s/Councilor Leo McKinnon
That Representative Stephen Smith appear this meeting to talk on Bryant Street and Rich Street drainage areas for DCR and MWRA, also invite Julius Ofurie, City Engineer to attend.

22. C0006-07 Resolution/s/Councilor Leo McKinnon
That the City of Everett consider adding on their next bills, that we have a box to give ($1.00) one dollar for Everett Youth Organizations.

23. C0063-07 Resolution/s/Councilor Leo McKinnon
CETF Chairman, Mr. Frank Champi, appear this meeting to give the Common Council an update on code enforcement in the City, to explain how the new nine employees are working out under his direction, and to also set up a process of getting the Council a written report on all properties within the City that are being investigated with updates on progress made at said properties.

24. C0050-07 Resolution/s/Councilor Catherine Tomassi Hicks
That the Police monitor the no parking here to corner state law at the corners of Parlin Street and Main Street due to numerous complaints from the neighborhood, and citizens using the MBTA bus stops, as it is a safety issue for them having to get on the buses, all along Main Street.

25. C0109-07 Resolution/s/Councilor Leo McKinnon
That the Mayor consider putting a committee on cleanliness throughout the City of Everett together, as requested by Citizen Peter Marino who attended a Ward by Ward meeting, and that the Mayor appear this meeting relative to discussing this topic.

26. C0110-07 Resolution/s/Councilor John Leo McKinnon and Alderman L. Charles DiPerri
To request that the Mayor direct the Board of Health and Health Department to enforce the current Certificate of Habitability Ordinance and that the proper notification be provided to all Real Estate Brokers and that the requirements of the Certificate of Habitability be advertised in local publications and on ECTV with a further request that the Board of Health consider reducing the current $25.00 fee.

27. C0133-07 Resolution/s/Councilor Catherine Tomassi Hicks
Police Traffic Division monitor Baldwin Ave corners as cars parking on both corners obstructing views for motorists causing alarm for neighborhood, as well as, concerns in event emergency apparatus need access to Baldwin Ave.

1. Park Department plant tree in front of
131 Bell Rock Street, as hole dug a
while back and never got around to
the tree planting-Councilor Hicks.

2. City Services clean up the bottom of
Elton Street.-Councilor -Councilor Hicks.

3. City Services Department cut the grass
and clean all areas of the skating rink
property, including the parking lot and
around the perimeter of the building.-
Councilor DiDomenico.

4. Park Department plant trees along
Nichols Street.-Councilor Sierra.

5. Park Department respond to Sponsors
on how many times they clean the parks,
and that they put this on a maintenance
program to be cleaned twice a day.-
Councilor Sarnie and Councilor Hicks.

6. City Services Park Department be made
aware that if the summer program
comes into effect that they have
summer help clean the parks daily,
possibly requesting same of park
instructors.-Councilor Sarnie and
Councilor Hicks.

7. Park Department remove and replace
the tree at 36 Woodville Street due to
continuous damage and to avoid
someone else getting hurt, with a
request for a response to matter to

the catch basins on corner of West

10. City Services Sign Division place a
"NO ENGINE BREAKING BETWEEN

11. City Services Highway Department
repairs the drains, street and sidewalks
on Hawthorne Street. -Councilor

high voltage junction box at 38 Carter

13. City Engineer and Highway
Department inspect and have the water
damage repaired to sidewalks, street
and curbs on Heath Street. -Councilor

14. Sign Division place a "NO TURN ON

of Bellingham Ave and Main Street. -

15. Park Department take appropriate
steps to clean all areas of Lynde St.

Cable companies consider stepping up and improving their placement and removal of cable wires in the City of Everett, as there are numerous areas where there are wires all over the place which are unsightly and posing a fire hazard.

33. C0152-07 Resolution/s/Councilor Stephen Faia
To address the city's current position in terms of the city projects and repairs.

34. C0156-07 Resolution/s/Councilor Cynthia Sarnie and Catherine Tomassi Hicks
B & M Railroad clean all tracks starting down Main Street behind Charlestown Lofts and continue down through the Village and behind the Madeline English School, and respond with a time frame for completing this request to Sponsors.

35. C0153-07 Resolution/s/Councilor Catherine Tomassi Hicks
Police monitor the Meadows Park due to numerous complaints, especially of a broken fence and kids climbing behind 22 Oakes Street.

36. C0157-07 Resolution/s/Councilor James A. Keane
Member of the School Building Commission and/or Representative from Suffolk Construction appear to answer some recent concerns from residents of the neighborhood around the new high school.

I wouldn't count on it, massdee. I don't think they'll have a majority to deny it. I think the only two who will vote against it are McGonagle and Smith.

Doesn't Chuck usually leave the room when there's a vote having anything to do with the schools because of a conflict of interest? That leaves Marcus who could go either way depending on how his rug is sitting.

Do they not let Simonelli talk at home? It appears that when he has someone, anyone, who will listen to him he just keeps on blabbering and blabbering about nothing. The only one that appears to listen to this guy is Leo. Uh... enough said?

LYNDA Please the only reason you say that is because he knows all the wrong doings about the stolen money from the rec center and there is more to come on that story and Simmonelli knows it. What's wrong with following up on a crime.

Simonelli comes across as angry, I agree. Billy Cardillo acts like a moron up there! I am no fan of Vetrano, but the way he "questioned" he and never let her respond, or did not seem to hear her answers was crazy. He does not even make eye contact he plays with his waistband and looks at the ceiling. And Simonelli was correct when he said Billy said there were no problems at the rec center back in the winter, then Billy denied it. Go back and watch the meeting Billy. I hope he does not talk to his wife and kid like that.
