Obviously, you have more knowledge or faith in what goes on at city hall than I do.
I can't argue with your second point but I would like some help in understanding it. From a city revenue standpoint, what is the purpose of even having a parking department? Do the unused parking funds collected just sit there forever? |

Boy, I really confused things, didn’t I?
The meter revenue account is used only for meter revenue. Money from handicap violations goes to a line item for the ADA and only the disability commission can authorize its use. Ticket revenue goes to the general fund. |

No problem. Thanks for the clarification. One more question just to satisfy my own curosity. Would you know if thee meter account is considered a revolving account? From the little bit of research that I did into MGL, it would seem to fit that description. The ADA line item would seem to be something else that can be set up for commissions, boards, etc. under MGL but since I wasn't aware of that at the time, I didn't pay a lot of attention to it when I came across it. |

I’m not sure how a revolving account is defined. What I do know is that meter money is deposited and the balance carried from one year to the next. The account is not brought to zero at the end of a fiscal year and, as I said previously, the money is used strictly for things directly related to parking. (Lots, staff, equipment, supplies, etc.) |

Again, from the little bit of research that I did, that seems to be how a revolving fund is defined under MGL. But I saw something else when I was doing that research that would make it better to know for sure if the meter receipts accounts is a revolving account. It would make logical sense but I just want to be sure. Can anyone help? |
