Both cities need to make sure that National Grid lives up to their obligations to restore the street properly, instead of their usual M-O, which is to use the cheapest material and unskilled labor. (Ot the results at least appear to be perfomed by unskilled labor!)

Sally, you have to understand the frustration...people have been waiting years for Belmont Street to be fixed and now it's been ripped up again. And whether it's an emergency or not, National Grid has the obligation to restore the street to its previous condition, which was brand new.
