NEW BUSINESS 22. A0004-08 Resolution/s/Alderman Wayne Matewsky That the Code Enforcement Task Force investigate 82-84 Summer Street for possibility of a congregation being assembled there on a regular basis. There is no parking in the neighborhood and residents concerned as to the activities at that residence.
23. A0014-08 Resolution/s/Alderman Jason Marcus That the Mayor's Office consider establishing a list of High School Kids that are willing to shovel people's homes.
24. A0015-08 Resolution/s/Alderman Michael K. Marchese That the Police Department enforce the violation of cars parked on front lawns, sidewalks and twenty feet from corners.
25. A0016-08 Resolution/s/Alderman Michael Marchese To refer to Community Development and CETF for a response in two weeks on their recommendation that all Real Estate Companies in the Community consider being required to know parking and sanitary rules, and that there is a Code Enforcement Task Force, so that they may tell all future homeowners, as well as informing homeowners of the CETF Webside.
26. A0017-08 Resolution/s/Alderman Michael K. Marchese That the Mayor's Office and the City Engineer consider the repair of the following Streets and Sidewalks: Abbott Ave, Shirley Street, Harvey Street and Spruce Street.
27. A0018-08 Resolution/s/Alderman Michael K. Marchese That all new public safety employees be sworn in in front of the Board of Aldermen or Common Council so that we may have a chance to meet and identify them for any emergency.
28. A0019-08 Resolution/s/Alderman Michael K. Marchese That the City enforce the signage and the Litter Law on all City property, poles, lawns, et cetera, used for advertising purposes.
29. A0020-08 Resolution/s/Alderman Michael K. Marchese That all public safety employees hired after 1-1-09 be required to live in the City of Everett. Refer to Mayor and City Solicitor to see if we need a home rule petition to enforce this, with a request for a response back from them in two weeks.
30. A0021-08 Ordinance/s/Alderman Michael K. Marchese That all windows have shades, blinds or proper window dressings to outlaw the blight caused by blankets, flags and sheets.
31. A0022-08 Resolution/s/Alderman Michael K. Marchese That the City Solicitor and the Board of Assessors give a definition for an absentee landlord.
32. A0023-08 Resolution/s/Alderman Michael K. Marchese That the City consider a user fee to all landlords that overload their apartments with high school age children who overload our schools, parks and streets.
33. A0033-08 Resolution/s/Alderman Wayne A. Matewsky That the Park Department remove possible dead tree at resident's request at 45 Shirley Street due to safety concerns of falling branches knocking down wires.

So we consider changing the rules so that the city solictor doesn't have to live in the city but new public service employees do? What kind of mixed message is that? |

I don’t generally feel a need to comment on the agenda when they’re posted, but this is crazy!
24. Marchese wants the police to do the job they’re being paid to do and enforce parking regulations. They say they’re too busy but won’t allow the parking enforcement people to do the job. Therefore people can, and do, park wherever they want and are not ticketed. The police have not enforced most parking violations with any regularity for many years. This resolution isn’t going to change that.
25. How on earth does Marchese expect to implement and enforce this?
29. Marchese wants to require all new (after 1/1/09) public safety employees to live in the city. If we can’t find enough qualified people to fill the solicitors position(s) living in the city (#8 by Van Campen), how are we going to keep police and fire adequately staffed?
30. While I agree blankets, flags & sheets look awful; can we legally make this an ordinance? Can we tell someone what they can/can’t use as window dressing? If the answer is yes, how on earth will it be enforced?
32. Yes, by all means, let’s charge a fee to people who rent to families with high school age children. Why not grammar school? Maybe we should restrict all residents to a maximum number of children? Why not any family with more than 3 children should be fined? Or shall we make them move before their grammar school age children reach high school? If a landlord knowingly rents to people who will be exceeding the maximum capacity of an apartment, something can, and should be done. As it stands, this is a waste of time and [I believe] discriminatory.

I believe #8 is a "Communication From His Honor The Mayor," and needs to go through the BOA president to get on the agenda. That being said, it would seem to me, Carlo is looking at a non-Everett resident as our next City Solicitor.
What a bunch of crap on that agenda. |

Well, Carlo better rethink that, because according to our own ordinances, I believe, the City Solicitor has to live in the city.

If I am reading #8 correctly, it looks like Carlo wants to have the ordinance amended to allow a non-Everett resident to be our City Solicitor. |

All of you are of course correct.
Marchese's agenda is to bust them on Chief Mazzi, make him look inept so Carlo can replace Steve with a chief candidate who surprsingly lives in Everett, like Christiano. see #29 that is directly aimed at Mazzi, who lives, I believe in Georgetown.

When Ragucci would not fire the Police Chief…Marchese jumped to Hanlon. When Hanlon wouldn’t fire the Police Chief…he jumped to McGonagle.
Now that Joe did not get elected he will jump to Carlo. And for assurance…he ran for Alderman.
That’s just the type of person the City needs on the board. Someone with a vendetta against a Police Chief whos an honest hard working man and very helpful to people.
Marchese was warned. He chose not to listen.

I think the one about the children is crazy! Tenants pay taxes too. Their 1200.00- 1500.00 rents pays the lanlords taxes thats for sure.

Yeah, good luck to them getting around the discrimination laws with that one.
Honest to God, I was hoping we'd get through at least one meeting without the inmates trying to take over the asylum. I guess it was too much to hope for.

I think a user fee would be tough to administer.......even tougher to get passed through the council. A better option may be to take steps to encourage landlords not to overcrowd their apartments in the first place. |

At the risk of being thrown off the bus, I believe that some of Marchese's resolutions/ordinances make sense. I do not live in his ward so I have never been a supporter. I also did not give any thought to this being a political vendetta and I hope it isn't. As Taylor mentioned, I realize that Mike has jumped ship many times and I do not like that type of politics. Even so, Everett is a mess. We need tough, take-charge people to point us in the right direction. I would like to see someone put on the agenda the parking situation. New stickers are being made but I believe that we should have 24 hour resident stickers. I heard today that the Tobin Bridge repairs will be starting soon. What will that do to parking in Everett and the traffic on our streets? Parking is already at a premium during the day. People from out of town park their cars and hop on the bus. We as residents have to stay on top of our elected officials. No more games and stop the nonsense. If our officials start bullsh..ing around, we have to let them know that we as residents will not tolerate it anymore. I believe that we must give the new administration the benefit of the doubt. Carlo appears to be serious about turning things around. Lori Bruno and Robert Van Campen, in the roll as President of their respective boards, made it clear that they will not tolerate the grandstanding and nonsense that we have seen in the past. Everett is at a crossroads. There are quite a few intelligent and caring people who take part in this forum. I have learned a lot from you and look forward to learning more. I shall now get off my soapbox. |

If they are serious about being no nonsense presidents of their respective boards, they should run a timer with a large digital readout for everyone to see when these other blowhards rise on a point of "personal privilege" or just go on forever about some trivial point of discussion. Hold everyone to the same amount of time.
They have two minutes.
Time them.
Shut them up when the buzzer rings.
Vote, then move on to the next piece of business.
