Adam Ragucci is former Alderman John Ragucci's son. I have no idea what a "directed patrol" is.

Adam Ragucci is also the other person that was up for the vacant Ward 4 City Council seat. I believe that a "directed patrol" is a patrol with a designated purpose. In reference to the letter, the patrols he was talking about were intended to keep the kids from hanging around the parks after a certain hour. I think that the use of such terminology only tends to reinforce my original point.
