A tour of the city yards was also on my walk tonight. An amazing transformation in less than a week's time. The city should be ashamed of themselves for the state of disrepair that the place fell into. And also for the fact that buildings weren't properly secured. You would be hard pressed to find a place on the interior walls (the first floor anyways) to add a fresh "tag".
On the Boston Street end of the discontinued portion of Fourth Street, it appeared that some type of structure(s) had been built, a wall or something similar; appears to be at least partially knocked down. So the "street" couldn't have been accessed from Boston Street anyways. On the other end of Fourth Street, it appears that there is a small section of sidewalk. Really strange.
I can confirm what has been reported about the blocking of East Elm Street. However, the residents who live in the house closest to the barriers don't seen to mind as they have used it as an opportunity to park in the street. It appears that the lot on the other side of East Elm Street was also part of the city yards. It is also newly cleaned, with only a large shed left standing on it. So, what's up with East Elm Street. Hard to say.
I can't say that I've been down there enough to know for certain but it appears to me that the used car business has been squeezed onto a smaller lot. I can't see how they have enough room to operate with the number of vehicles that are on the lot.
Definitely not as much on an eyesore any more but it still has a long way to go. We'll have to wait and see what happens over time. |

I think the fact of the matter is, where did these barriers come from, who put them there, and why? They were not there a week ago. Thibeault was awarded Fourth Street. I hope he's not taking over the entire precinct.

We typed at the same time again, Tetris.... Did you happen to notice if a fire apparatus would be affected, if it was called out to one of the homes? Of course I would love to see the old city yards cleaned up (I'm concerned about what's going there) but.....If the city put those barriers there for a reason, then that's fine. I just hope it's not Thibeault that thinks he can do what he wants. |

The unblocked portion of East Elm Street would have to be accessed from Boston Street.
Is it possible that a portion East Elm Street was discontinued before the city yards went out to bid? I can't recall. With portions of the city yards apparently on both sides of the street, it would make some sense do that in order to make the parcel more attractive to a developer. |

I don't recall ever hearing about East Elm St.....just Fourth Street. Since I'm not privy to the P & S, I guess I'll never know.... |

We only heard about Fourth Street in recent years because of the problem with the original discontinuance. However, at the meeting last Monday, it sounded to me as if someone (can't remember who) was speaking as if multiple streets had been discontinued. Didn't put a lot of stock in it at the time. But with these recents events, maybe it is true. Just wish there wasn't such a gaping hole in my memory. It should be easy to find out what's going on though. |

If, and that's a big if, part of East Elm Street was discontinued before the city yard went out to bid, how did they get that right the first time and have to redo the Fourth Street discontinuance several times? Wouldn't they both have to be done the same way? |

The problem with the Fourth Stret discontinuance was that originally it discontinued the entire street. Some of the abutters objected and won an easement in court. That voided the first discontinuance of Fourth Street. The second discontinuance of Fourth Street may have been OK but the paperwork got lost prompting the third and final discontinance.
If a portion of East Elm Street was approved for a discontinuance and no one objected to the discontinuance in a court of law, it would not have had the same type of on-going saga attached to it. As I said, I wish I didn't have such a gaping hole in my memory. |

I don't remember anything about East Elm Street either. That is not to say that it wasn't done, I just don't remember it.
Does anyone know? |

I'm sorry that I need things spelled out in layman's terms. Perhaps this whole issue being so confusing from the beginning was the reason.....fourth street, lower Broadway....the old city yards.....Wood Waste. Seems like all issues where thrown into one.
In any event, can a city legally discontinue a street with houses on it? What does that mean for them (if that's the case) which it looks that way. Would the city still service the street like snow plowing, street sweeping, potholes, etc....

Let's not discount the fact that this forum and forums like this are partially responsible for all of those issues being thrown into one. Anyway...I have a couple calls in to see if I can find out what the deal is with east elm. |
