Position is responsible for the management and administration of the City Services Department. Work includes ensuring for the efficient and effective use of equipment and personnel, developing and administering budgets, policies and procedures, ensuring for the safety of employees and the public, performing procurement and contracting functions, responding to personnel management issues, and ensuring compliance with all applicable laws and regulations pertaining to department and division operations. Organize, direct, plan and administer all public works functions through subordinate Directors and Deputy Directors, foremen and other personnel for the coordination of activities and the proper functioning of units or departments; and to interpret, implement and coordinate major objectives, policies and programs; discuss and establish subordinate policies and programs as they affect the operations and coordination of the respective department and interrelationship with other divisions and functions. The successful candidate will have a minimum of 10 years supervisory experience on a variety of projects, principally in the field of public works construction with demonstrated knowledge in the principles of construction and operational experience. The city of Everett seeks an experienced professional for the full-time position of Executive City Planner to be its principle planning and technical resource to the Community Development Department. The successful candidate will have a proven track record in planning, community, and economic development. Reporting to the mayor, he/she will be responsible for working with various boards, committees, departments and the community. Responsible for day-to-day oversight of the department, the CDBG program, city’s zoning ordinance and regulations; assisting and advising persons seeking interpretation of the city’s land use and development regulations; coordination with other city departments including inspectional services, engineering and fire; conducting planning and land use related research; and grant writing and administration. Qualifications include a bachelor’s degree in urban planning, land use planning or related field, working knowledge of Massachusetts’ zoning and subdivision laws and regulations and a minimum of three years experience in municipal planning with direct involvement in administration of zoning regulations. Master’s degree and/or AICP certification is desirable. It is anticipated the successful candidate will have advanced organizational, excellent customer service, ability to work well in a team setting, and strong written and oral communication skills. GIS experience is a plus. Salary will commensurate with experience. Excellent benefits. This position sounds like Marzie Galaska'a job, unless one is being created that's higher than her. I have not heard anything about it.

I've heard that at the "visioning" session for Everett Square that was held last week, the Mayor mentioned that he thought that the Community Development department was understaffed and that he may be asking the City Council for additional funds to beef it up. I just don't see a request like that being approved at this time. And unless there's already some additional grant funding (Community Development's usual source of funding) available, why advertise for the position before the funding is secured?

There are three positions that I am aware of that need filling. That's the Purchasing Officer, City Service Director and the new one, Executive City Planner. I was also surprised to see a new assistant city solicitor.

Health and Wellness Program Director

The Health and Wellness Program Director for the city of Everett is a new public/private management position created through a collaborative agreement between the city of Everett and 24 nonprofit organizations serving the health care and social service needs of residents through the Joint Committee for Children’s Health Care in Everett (Joint Committee), a 501-C-3 nonprofit organization established in 1994. The new position will have the oversight and management responsibilities of Executive Director of the Joint Committee, under joint supervision of the Mayor and the 12-member board of directors of the Joint Committee. As the practical visionary hired to fill this new position, you will have a unique opportunity to define this management level position as you build on the firm foundation these 24 organizational partners have established, and integrate and oversee expansion of the groundbreaking public/private model established by the Joint Committee for community wellness education and health insurance outreach and enrollment, now being replicated across the state. The Joint Committee is a leading example of successful local implementation of the groundbreaking Massachusetts health reform law of 2006, the model for the federal Affordable Care Act, because of the integral role it played in the movement that led to passage of the 2006 law, known as Chapter 58. The Health and Wellness Program Director for the City of Everett will serve as leader and chief administrator of the interdependent public/private partnership outlined above, which promotes and advances wellness practices within Everett’s diverse community, nearly half of which is made up of recent immigrants and diverse ethnic population groups, alongside long-time residents of primarily Italian and Irish decent. It is important to note that as a result of the work described above, Everett residents of all backgrounds have experienced the rewards of working together to build new bridges to enhance community health for all residents by finding new ways to create affordable access to health care, health care awareness and education, as well as access to healthy food, exercise, and ways to address racial discrimination, health disparities and create collaborative civic projects to improve air and water quality. Responsibilities: Provide leadership and oversee operations of the Joint Committee for Children’s Health Care (Joint Committee) in Everett; Provide skilled fiscal management to oversee development and implementation of Joint Committee operations and budgets; Supervise, manage and evaluate related staff, volunteers and interns; Develop and maintain formal and informal communications with community stakeholders and board members, in person and through print, broadcast and social media modalities; Develop and maintain positive relationships with foundation and corporate grant makers, as well as individual donors; Work with the fundraising/development committee of the Joint Committee’s board of directors and the Joint Committee’s development consultant to develop grant applications and maintain foundation and corporate relationships; Work with the Joint Committee’s board of directors and fundraising/development committee to initiate, develop and maintain financial support relationships with individual donors; Monitor program implementation and oversee report writing; Oversee data collection of program outcomes and provide appropriate evaluation analysis; Develop and monitor strategic plans and other duties as assigned. Qualifications: three-five years of progressively responsible administrative and executive management experience in public or nonprofit program leadership; Excellent, proven writing skills; Experience with developing individual donor programs and fundraising events; A minimum of a bachelor's degree from an accredited college or university with experience and/or major study in public, nonprofit, health/business policy and administration, or a related field (a master's degree in one of these areas may substitute for fewer years of applied executive experience); Knowledge of the health and social service needs of Everett residents, as well as the principles, practices and methods used in the delivery of health and human services in the context of state and local government and community-based organizations; Strong leadership, collaboration and time-management skills; Knowledge of and experience with strategic plan development and implementation; Demonstrated ability to select and train staff, understand and work with a broad diversity of colleagues and community members, develop mutually beneficial partnerships with private and public agencies, and build consensus and resolve conflicts using interest-based approaches; Experience in evaluating program outcomes and making recommendations for improved program effectiveness; Bilingual skills in English and Spanish, Portuguese, or Haitian Creole a plus.
