Are they filing the seat tonight? I know that the agendas for the special organizational meetings are usually pretty standard but here's a case where it would have been informative to see these agendas before the meetings.

The city needs to find another way to get its web site updated. There will never be any significant type of public participation at these meetings if all you can comment on is agenda items and the agendas don't get posted at all or they aren't posted until the day of the meetings.

Maybe it's me, but if it was passed by the aldermen... then what next step is there to take? If it's procedure, then it's just a vote. All the other stuff can be worked out afterwards.

The problems concerning the shortfall stem from the state. Right now, the irrelevant questions and finger pointing serves no purpose. We all know it's not the city (so calm down Carlo) If people are so concerned then it's the Senator you should be contacting and asking him what he's doing about it. As stated previously by Tetris, this is just a bandaid, and if changes are not made on a State level, there will be a repeat.

It's the State that needs to stop inconveniencing cities and towns with their dumb mandates that drain the budget. That's something the Senator and State Rep should be working on.....not the city council. That's great that the Senator is trying to secure funds, but he should also try to make changes on a state level so the funding is secure in the future. My opinion... most important is the busing. One compromise would be - bus those students for the calendar year ONLY.... not years and years of free busing on Everett's dime just because a child lived here when they were 5..... and now we pay to bus them until age 18. That's crazy. ONE calendar year and then enroll in school where they live. That's it. I've also heard that other cities do not offer Special Ed like Everett does. That's ludicrous. Now...that's something that "should" be a state mandate.... that ALL cities and towns offer Special Ed in their public schools.

From the words of one of my comrades (although we disagree here) ENOUGH IS TOO MUCH.

I believe that the "busing" mandate is a Federal requirement. Interesting editorial in the Leader Herald today about mandates, BTW.

I have not commented on Monday's "festivities" until now because I was only recently able to watch the part of Monday night's meetings that I missed. (6 PM meetings are very inconvienent for some of us) My comments would have been a little different without seeing the whole thing, i.e., I didn't really understand where Mr. Ela's "Constitution" remarks at the end of his presentation until I saw the whole thing. They made more sense once I saw the whole thing but I still think they were over the top.

It's good to know that the state recognizes the flaw in setting a school district's foundation budget in regards to enrollment; but, it's sad to hear that they haven't bothered to fund the account that is intended to take care of the issue.

It is also good to know that the state contributes something to the pre-school program but I still really would have liked to have seen a full presentation of how all aspects of the school budget are funded.

As far as the average per pupil expenditure used to show a $3.5 million deficit goes, that number is usually nothing more than the amount of the school budget divided by the number of students. It is whatever it; it is not a fixed amount.

As far as the School Department having to add 53 new positions, my question is why was it such a surprise to them? One could reasonably assume that the regulations for this type of staffing are available and the School Department should have been on top of them. If they don't keep of top of their staffing requirements, how can they ever develop a realistic budget?

I thought Councilor McLaughlin made a good point about the timing of this issue. I should; it's the same point I've posted in one of these threads. However, he was overmatched going up against the Superintendent. The issues of why the transfer was necessary could have brought to the City Council earlier so that they could be fully discussed and questioned. The exact amount and timing of the transfer could have been a separate issue.

I find it humorous that, in the past, the School Department would dig in their heels and not allow for any modification of the Medicare Reimbursement agreement with the city that would be to their disadvantage. But now, they just want to ignore it.

Overall, the outcome of this issue was about what I expected it to be, and this case, I feel that it was probably the right decision. I did think that one or two aldermen might have voted against it; but I not totally surprised that the vote turned out the way that it did. A band-aid for sure but one that was sorely needed. If a similiar request is made in a year though, I'm not sure that I'd feel the same way.

The biggest problem with the School Department's budget going forward that I see is that the money used to supplement their foundation budget (grants, medicare reimbursements) is drying up. The answer that I thought I heard to that problem was the city needed to step up and do more for the School Department. Sad to say, I just don't see how that is possible on a regular basis. Even the state recognizes that the city doesn't have that capability, that's why they fund the School's Department budget to the extent that they do. Let's hope that some other permamnent solution can be found.

If the route they want to go is with a Chief Financial Officer, then other financial positions need to be cut. You have to merge other duties to the CFO. I hate to hurt anyone, but you cant keep all the positions you have, and just add a CFO. I'd like to know what the CFO will be responsible for, i.e. budget, treasury. We've heard the mayor say before that the budget director is not a full time position.

After listening to the mayor's explanation, my understanding is, additional duties will be added to a department head. He listed five different department heads, Auditor, Treasurer, Assessor, Procurement Officer and Budget Director and said that the change would take place with one of them. Does that mean one of those department heads will be leaving and a new person brought on board or will they just be expanding the duties of an existing department head? I don't think that was very clear. If I understood the mayor correctly, that department head's salary will increase from about $80K to $110K. (it also sounded like Marcus was trying to make points looking for an increase in the mayors salary)
