I don't think that the mayor can stop the city council from taking the summers off. I believe that under the new charter, there needs to be an ordinance that sets when the city council meets. But it could be written so that they still have an option to take summers or a portion thereof (hey, a legal reference!) off. The mayor could veto that ordinance when it comes before him if he doesn't like it; but that sounds like an easy override.

BTW, anybody realize that there's a scheduled CC meetimg tomorrow night? What could they be discussing then? Loans? Resignations? Filling empty seats? I guess that I'll have to call the Psychic Friends Network to find out.

I talked to a CC member who tells me the agenda for tonight was sent to them on Thursday. Absolutely NO excuse not to have that posted for the public, but for the fact I've been told there are 2 vacant seats to be filled. Ward 1 and Ward 3. Both to go on to city positions and totally disregarding the 6 month rule as did Adam Ragucci, Joe Hickey and so on and so on.

I was also told that 9 people are being given special employee status to work the elections. Is someone trying to take over the elections now....just like the common council?

Signs will be replaced on all main arteries. Signage on secondary streets will be addressed on an as-needed basis; and $120,000.00 Vehicles. The four vehicles are needed to replace the (3) smart cars purchased in 2009, as there is only one smart car on the road. The others in need of significant repair. While the smart cars were eco-friendly, they were not built to handle the amount of driving required by this department. The new vehicles would also be equipped with all-wheel drive, which is necessary for the winter months. (Passed sent down for concurrence.)

In addition, the President of the Everett City Council shall receive an additional stipend of $2,500.00 annually for the performance of duties of said office. Favorable response from Veteran's Officer, to dedicate a square in honor of James Brickley, WWII Veteran and Korean War Veteran, at the intersection of Mt. Washington and Alpine Road.

UNFINISHED BUSINESS
13. C0113-12 Resolution/s/Councilors Cynthia Sarnie and Michael McLaughlin - That Code Enforcement look into the corner of Tileston and Williams Street relative to the business to see if they can put some kind of slats or mesh in the fence. I would like a response back at the next council meeting.

14. C0136-12 Resolution/s/Councilors Leo McKinnon and Wayne Matewsky - That Rule 24 be enforced at all Common Council meetings. (Reconsideration, Debate Limited: Debate on the motion for reconsideration shall be limited to thirty minutes, in total, and no member shall speak more than 5 minutes.).

15. C0141-12 Order/s/Councilor Daniel J. Napolitano, as President

That $7,015,767 is appropriated to pay costs of the following capital projects:

Glendale Park Improvements $2,100,000;
Crosswalk Installation $200,000;
Roadway Reconstruction $3,771,767;
Sidewalk Reconstruction $64,000;
Fire Department Repairs and Design $250,000;
Parlin School Masonry Repairs $500,000;
911 Stairs $50,000; Police Station Renovations

$80,000 including the payment of any other costs incidental and related thereto; that to meet this appropriation, the Treasurer with the approval of the Mayor, is authorized to borrow said under and pursuant to Chapter 44, Sections 7 and 8 of the General Laws, or pursuant to any other enabling authority, and to issue bonds or notes of the City therefore.

Further Ordered: that the Treasurer is authorized to file an application with the Municipal Finance Oversight Board to qualify under Chapter 44A of the General Laws any or all of the bonds authorized by this Order and to provide such information and execute such documents as the Municipal Finance Oversight Board may require for these purposes.


16. C0142-12 Order/s/Councilor Daniel J. Napolitano, as President

That $7,652,000 is appropriated to pay costs of the following capital project:

Residential Water Meters (Non-MWRA)$3,000,000;
Water Main Replacements (MWRA) $4,172,000;
Water System Repairs (Non-MWRA) $350,000;

We are also requesting to extend the guardrail going up Spring Street, as trucks are driving up on the sidewalk.

20. C0149-12 Resolution/s/Councilor Michael J. McLaughlin
That Senator Sal DiDomenico and Councilor Sal LaMartina give a written response in one month for a new measure put in place for odor control at the Boston Water and Sewer Sludge Plant.

I wonder exactly how many members of the city council are actually property tax payers in this city? In our own homes, we reduce spending to bring down our budgets not spend the money we save on something else. I would rather see our tax rate come down, not remain the same. This may not have an impact on our taxes but I am sure other costs will arise in other areas that will impact our taxes. I honestly don't see our tax rate remaining the same.

That the Traffic Commission respond in writing on the results of the traffic study that was requested in March to see what can be done to slow down vehicles on Everett Street and Prescott Street.

9. C0164-12 Ordinance/s/Councilor Sergio Cornelio
That in accordance with the provisions of Chapter 2, Section 2-102, “Compensation” of the Revised Ordinances of the City of Everett, the salary of the Clerk of Committees shall be increased from $27,000.00 to $35,000.00 annually, effective July 1, 2013.

10. C0165-12 Ordinance/s/Councilor Sergio Cornelio
That in accordance with the provisions of Chapter 7, Article VI. Salaries, Sections 7-161 and 162, and all applicable Ordinances of the Revised Ordinances of the City of Everett, the salary of the City Clerk shall be increased from $68,328.00 to $78,000.00 annually, effective July 1, 2013.


11. C0166-12 Ordinance/s/Councilor Sergio Cornelio
That in accordance with the provisions of Chapter 7, Article VI. Salaries, Sections 7-161 and 162 of the Revised Ordinances of the City of Everett, the salary of the Assistant City Clerk/City Messenger shall be increased from $53,409.00 to $58,000.00 annually, effective July 1, 2013.


12. C0167-12 Ordinance/s/Councilor Sergio Cornelio
That in accordance with the provisions of Section 43 and 52 of the City Charter, the City Council, and all applicable Ordinances of the Revised Ordinances of the City of Everett, and Chapter 71, Section 52 of the General Laws of Massachusetts, the salary of the Members of the School Committee shall be increased from $5500.00 to $10,000.00 annually, effective January 1, 2014.


13. C0168-12 Resolution/s/Councilor Wayne A. Matewsky
That the Code Enforcement Department do a complete inspection of the business of SELECT GRANITE & MARBLE at 18 Thorndike Street due to the many complaints from the residential neighbors. There is late and early working hours, supplies left in open view and just generally uncooperative business in the neighborhood.


14. C0169-12 Resolution/s/Councilor Michael J. McLaughlin
To request City Services Director appears next meeting to discuss the trash program to be implemented in the fall.

Is it me or are the salaries & raises at city hall getting out of hand? Don't the City Clerk & Assistant City Clerk get increase when the other employees do?

I would say YES justme, but then again ask yourself, can the mayor get rid of these two? and if so he might be setting up to put two more friends in their spot, always a method to his madness he is creating in the city. Now that September is here wonder if he will show up for work this month or still run the city from his house and cell phone. by the way, have you all gotten your new trash regulations in the mail, read carefully and look at all the spelling mistakes this is the kind of mayor we have running the city, I will admit I am not the best speller, but, you doing mailings to the taxpayers and can't even get that right.

gone are the days that Carlo leave office if not we are so screwed

The new charter makes it clear that the city clerk's office works for the city council. So it would be difficult, especially after January 2014, for a mayor to get the city clerk or the assistant city clerk removed unless the mayor also "controlled" the city council. And the two current office holders in the city clerk's office have lifetime appointments which are grandfathered under the new charter. That won't change until they step down and their successors are appointed.

I think the real answer lies earlier in the agenda. The city clerk was assigned the task of doing the research to compare salaries of school committees and clerks of committees in other communities in item #4. Wouldn't you use an opportunity like that to point out that you may also be underpaid in relation to what other communities pay? Not saying that I necessarily agree with that type of thinking though; I'm more of a merit type of guy.

I trust nothing the charter says or does, he is the mayor and he does as he wants/needs as far as I am concern No one is safe,charter, rules, regualtions, grandfather in, there are always ways.

The City Clerk & Assistant City Clerk are untouchable by the mayor. David Ragucci tried to get rid of Hanlon & that ultimately bit him in the butt.

But............ I agree that the task of obtaining salary information could have been the catalyst here. It's pretty hard to tell the person trying to confirm you deserve more money based on salaries in other communities that he doesn't! I have a really hard time when I see $5,000 & $10,000 raises. It's hard to swallow when so many are lucky to get 3% which doesn't come anywhere near those numbers! Then again, maybe I'm just jealous............

You can be jealous justme....but the fact is what you say is true. So many are lucky to get 3% out there, but we are giving 10K + increases but the problem here is it's taxpayer dollars. Your supposed to be more prudent when you handle other people's money, not spend it how you feel because it does not belong to you. Carlo is acting like he has an unlimited credit card with our dollars and no one is holding him accountable, so they are no better.

Well...I think Everett city government should be working diligently with MassDOT to make sure all work on the bridge at 99 cease and desists immediately! If there's a GAS LINE like Jason said, and they cant find it...obviously either their plans are wrong and they have no idea where it is. Common sense tells me it's there since plans were drawn.

Work is still being done there (ever so slowly) but one of those construction people will never know where that "mysterious" gas line is, and can hit it at anytime. I dont think it will go off but the State is so dumb to mishandle something like ...right next to LNG. So much for all those new streets and sidewalks Carlo wants when that thing goes off. LOL.

Another great job for our wonderful Governor's memoirs.
