He worked there eight years ago. Ragucci had to let him go because he couldn't do his job, as simple as it is. So he supported Hanlon.

Sooooooo....now he's back and still can't do his job. Used to be crossing guard at Ferry and Cherry. No one replaced his position, so the kids are at risk crossing the street now.

Not sure his name is Harper, though....The Pup will investigate....

I'm sorry to say that he is very slovenly in his appearance.

Another great addition to the city hall workforce.

I wonder how the other taxpayers feel when they see him in the hallways?

Getting "lots of bang for their bucks".
