COMMUNICATIONS FROM HIS HONOR THE MAYOR
1. C0027-11 Resolution/s/Councilor Sergio Cornelio, as President Authorizing the Mayor to seek funding (grants) for master planning to create new commercial and mixed use districts that tie the City's industrial past to an emerging future of commercial, retail, residential and recreational use.
2. C0028-11 Ordinance/s/Councilor Sergio Cornelio, as President To delete Section 20-15 of Chapter 20 of the Revised Ordinances of the City of Everett, and replace it with the following: Section 20-15. Meters and Meter Testing. This will allow us to take ownership over all water meters within the City of Everett, as well as, to ascertain that meters are being properly used and are working properly.
3. C0029-11 Order/s/Councilor Sergio Cornelio, as President Authorizing the appropriation of $500,000.00 (Five Hundred Thousand Dollars) from the MWRA for the purchase and installation of commercial water meters.
4. C0030-11 Order/s/Councilor Sergio Cornelio, as President To accept donation of $100.00 from the Carmen Schiavo Club to the Department of Veteran Services Gift Account.
PAPERS FROM THE BOARD OF ALDERMEN
5. C0007-11 Ordinance/s/Councilors Daniel Napolitano, Sergio Cornelio, Kenneth Giannelli, Peter Napolitano, David Rodrigues, Rosemary Miller, Adam Ragucci, Rosa DiFlorio, William Cardello, Cynthia Sarnie, Carlie Smith, Aldermen Michael Mangan, Sal Sachetta and Robert Van Campen That the City of Everett establish a Water and Sewer Enterprise Fund in accordance with Mass. General Laws, Chapter 44, Section 53F 1/2. (Enrolled in concurrence, sent down for ordainment)
COMMITTEE REPORTS
6. C0134-10 Committee on Rules & Ordinances Report On Resolution offered by Councilor Rosa DiFlorio That all city employees, including teachers, firemen, policemen and city employees, starting the year 2011, in order for them to be hired, they need to live in the City of Everett, and all above employees, offered a promotion, would need to live in the City of Everett; with a recommendation to grant further time until the Personnel Director and Superintendent of Schools could be present.
7. C0161-10 Committee on Rules & Ordinances Report On Ordinances offered by Councilor Rosa DiFlorio, as President To delete Chapter 13A, Section 13-88 (d) Penalties for offenses and replace with new Section 13-88 (d) regarding illegal lodgings and illegal lodging houses in dwelling prosecutions for illegal residential occupancies and illegal over-occupancy in dwellings, with a recommendation for favorable action pending appropriate changes and legality of fines.
UNFINISHED BUSINESS
8. C0167-10 Resolution/s/Councilor Leo McKinnon Sgt. Jedrey appear and explain statistics on new grant for children from Cambridge Health Care Alliance.
9. C0154-10 Resolution/s/Councilor Jason Marcus That Mayor DeMaria consider appearing this meeting to discuss the infrastructure of all the new roads/streets to be done in the City.
NEW BUSINESS
10. C0013-11 Resolution/s/Councilor Lou Sierra To request the City place a 20 mph sign and a slow children sign on the even side of Nichols Street, from the vicinity of Our Lady of Grace Church to the intersection of Nichols and Lawrence Street lights.
11. C0014-11 Resolution/s/Councilor Rosa DiFlorio To request Senator DiDomenico and Representative Smith see if they can create something similar to the cedar program to assist the unemployed.
12. C0015-11 Resolution/s/Councilor Carlie Smith To have the Everett Police Traffic Division conduct a two week traffic study with the intent to count the number of taxi and livery service vehicles traveling south on Route 99 (south of Robin Street) on a daily basis. To refer to the Traffic Commission and request that they invite Representative Smith to attend.
13. C0016-11 Resolution/s/Councilor Jason Marcus That the City of Everett supports casino and slot gambling.
14. C0017-11 Resolution/s/Councilor Jason Marcus That the Police Department check for vehicle with New Hampshire plates left on Alpine Road for about a month.
15. C0018-11 Resolution/s/Councilor Rosa DiFlorio That City Services removes all chairs two days after the snow storm.
16. C0019-11 Resolution/s/Councilors Daniel Napolitano, Cynthia Sarnie, Lorrie Bruno and David Rodrigues That the City look into the feasibility of a dog park in the 7 acre park area.
17. C0020-11 Petition/s/Councilor Adam Ragucci To invite the Director of City Services to update what has been spent to date over the recent storms specifically on the line items of salt and outside contractors in regards to the city budget, and to discuss snow removal before temperatures increase, which could cause eventual flooding. Also, that communication be sent to the city council on what outside contractors have been used for snow removal.
18. C0021-11 Resolution/s/Councilor Adam Ragucci To invite the City Solicitor to this meeting for questions regarding who is responsible for removal of snow at bus stops. As this has become a public safety issue with residents having to stand in the street to wait for the bus.
19. C0022-11 Resolution/s/Councilor Adam Ragucci To invite Director of Libraries Deborah Abraham, a Representative from the Mayor's Office, and Director of Public Works to next meeting to begin conversation now looking forward to this year's city budget in regards to the Shute Library and the cost of keeping this building up and running.
20. C0023-11 Resolution/s/Councilor Peter A. Napolitano That a representative from Wood Waste of Boston appear at the next committee on public safety meeting to provide an update to the residents of Everett on the building of a permanent structure on the current site of their operations.
21. C0024-11 Resolution/s/Councilor Peter A. Napolitano That the Director of City Services and the Fire Chief appear to explain what is being done by the City of Everett to ensure that the City's fire hydrants remain clear and accessible during these heavy snow months.
22. C0025-11 Resolution/s/Councilor Peter A. Napolitano That the Mayor's Office conduct a survey as to the feasibility of establishing a red light camera network in the city to offer a cheaper and safer alternative to officers enforcing red light running, as well as, reduce the risk of fatal crashes.
23. C0026-11 Resolution/s/Councilor Leo McKinnon In anticipation of the snow thawing, that the Director of City Services have all the low lying area catch basins cleaned out.

Karyn Polito was a better choice. Grossman is just one of the boys, just like Dimaria. It's funny that snow removal happens at 3:00AM in the morning on Webster only to clear the way for parking for his speech. He needs to get his head out of his ass. |

Untrue..there was significant snow removal on Main Street last night as well. |

Ah yes, and of all the two-way side streets that are so dangerous with accumulating snow...."Webster Street"....just so happened to be a priority last night? I think there's a total of three houses on the street and the Larovere Building has underground parking. I can think of a few other two-way side streets that needed the removal more, other than people that already have underground parking. |

It must be a duck Tails, cause I agree with you people need to get off their blackberrys on our dime. Mike and Molly are in Everett now, just watch the meetings.
I live in the Parlin house and I can tell you, waking people up at 3 in the morning removing snow is just not fair, there are ordinances in this city, aren't there??? I can't understand why between the hours of 11-7 why tag cars, tow cars, and make money in this city, we pay taxes, what is wrong with during the day 7-4 at least people are awake. Most citizens in Everett don't read english, so to posting signs, Special Event is a disgrace to us. So the city will make the money and wake up the residents in the middle of the night, I just don't get it but then again, I don't get anything in this City. |

Were there "special event" signs put up for the "state of the city address"? Is that what the city does every year when a mayor gives his "address"? |

Massdee, there was a "No Parking Special Event" sign on every tree and every poll on Webster Street and in front on Broadway. The signs were there the night before. They did snow removal at 3:00 in the morning, and the signs stayed up. You know what it sounds like when they plow....can you imagine snow removal for people at 3:00 in the morning, then having to get up and go to work or watch children. No regard what so ever. It's all about the Carlo show. |

Tails, are you sure? It sounds a bit extreme to me. People couldn't park on Broadway to go about their business in the square and residents of Webster Street couldn't park in front of their homes? Why, for a twenty minute speech? It seems a bit ridiculous that city services was removing snow at 3:00AM in a residential area. It's understandable under an emergency situation but not for a speech. I bet there are other parts of the city that crew could have been put to better use for public safety. The bottom line to all of this, doing stuff like that only adds to the overage in the snow removal account. |

Yes, I saw the signs. I think just wondering was implying that it was for snow removal. Regardless, the signs should have said "Snow Removal" and I don't think anyone would like it.... if they had no idea what "special event" meant.....only to get woken up at 3:00 in the morning from snow removal noise. I believe we do have a noise ordinance in this city. The signs stayed up even after the snow was removed and how convenient..........just so happens to be the evening of the speech. It was just plain inconsiderate. |

So they should have a different sign for every reason that they need to ask people not to park in a certain area? That same sign is used whenever a parking spot is being closed. Road repairs, snow removal, parade, construction...all the same sign, 'SPECIAL EVENT'. |

I can tell you my street can use some of those special event thingys. It's a big mess. We would even put up with the 3AM noise. Of course the mayor isn't speaking on my street so it's not getting done. It will be a mirical if someone doesn't get killed on these streets. The city is a mess. |

We are having an extremely snowy winter. If you want to see real bad streets drive through Malden. Considering the amount of snow we have had, the residents of this city need to have more patience. No one is happy with the conditions, but we need to be realistic about the circumstances as they are. I really don't understand the need to only complain. I think that under the extreme snow levels things are so bad. |
