I understand wanting to get our fair share of the lottery monies but I still question what happened to the 5 million+ that we received in FY11? The exact number that Everett received from the lottery was $5,843,460
Below is a Boston Globe article that says while the record numbers are good news, it does not necessarily mean that it goes to municipalities.

The Massachusetts State Lottery announced Tuesday that it had set a sales record, grossing $4.74 billion over the last fiscal year.
The lottery credited a variety of factors, including savvy management and a warm winter for the record sales.
The lottery made $981 million in net profits, breaking the past record of $951 billion set in 2006, said Treasurer Steven Grossman, who heads the State Lottery Commission.
“Thanks to new game introductions, strategic marketing, and prudent management, we are marking fiscal 2012 as the highpoint in the lottery’s 40-year history with an all around record-breaking year,” Grossman said in a statement.
One driving force for the record-breaking sales was an 8.1 percent increase in instant ticket sales, officials said.
Instant tickets accounted for $3.251 billion, or 68.6 percent, of the lottery’s total revenues in 2012.
Other factors related to the lottery’s growth include expansion of MassCash to a nightly drawing, which spurred $71 million in sales, and raising the cost of Powerball tickets to $2 from $1, which led to a $22.2 million increase in sales, officials said.
Officials also said that the unusually warm weather meant that ticket sales remained high during the colder months.
The record profits are good news to the state’s 351 cities and towns, which receive lottery proceeds in the form of local aid.
Since 1972, the lottery has returned nearly $19 billion to the state.
In April, Andrew Bagley of the Massachusetts Taxpayers Foundation said lottery funds are an important subsidy for municipalities, but that record sales and profits do not always result in more local funds.
“It’s good news, but it doesn’t necessarily mean it’s going to the cities and towns,’’ Bagley said in response to the news that the lottery was projected to break records.

The city doesn't necessarily get the amount listed on the cherry sheet for lottery aid since the cherry sheets also contains charges that the city owes the state. If you look at the bottom of the Everett's cherry sheet for FY11 (which you can find on the state web site), the total net amount that the city received in state aid for general government was actually only $1,988,236. And what happens to that money? It used as an offset to the budget. If you look at a tax recap for the same year (again, on the state web site), you will find the cherry sheet totals listed as a part of the calculation that determines how much of the budget needs to be funded by property taxes by netting out the other sources of funding.
Normally, I’d lump the alderman’s piece into one of those self-serving pieces that I ranted about last week. Even though the distribution of lottery aid is supposed to set by formula, this piece seems to show up on the agenda every year. Unless the alderman has some idea how to change that formula in a way that the state legislators would find equitable, what purpose does it serve to even bring this up? I’ll be a little bit more lenient this time around though. For some reason, the amounts on the Everett cherry sheets for Unrestricted General Government Aid (of which, lottery aid is the biggest, and maybe the only, part) for both FY11 and FY13 are $5,843,460. What are the odds of that happening unless it is by design? So that question bears asking at least this time around. |

Are you sure it was used to offset the budget? I never heard that and the the lottery says cities and towns can choose how they spend the funds. I'm just curious what was done, since anyone I ask does not have the answer. One councilor told me streets and sidewalks, but we are bonding so much money for that...so who knows. The funds must go into a certain account.
Lottery revenues are distributed to the 351 cities and towns of the Commonwealth according to a local aid formula established by the Legislature. Lottery funds are not earmarked for any specific programs, allowing cities and towns to choose how they would like to spend the funds.

Absolutely sure. Just look at a tax recap; the figures used as offsets tie directly back to the cherry sheets. The money goes to the general fund. Chapter 70 aid (schools) are handled in the same way, as a offset to the entire budget.
It is not untrue that they can be used for anything; the "anything" just has to be something that is in the budget. They are not allocated to specific purposes by the city or restricted in use by law like Chapter 90 monies are.
Sad to say but, who are you going to believe, me or some random city councilor? I'm sure that there are at least a couple who understand how this works though. |

LOL...Of course I believe you. It's evident that the "councilor" who told me the monies were earmarked for streets and sidewalks was not too knowledgable. I just did not understand how much money was getting earmarked for streets and sidewalks. Seemed overboard to me and possibly not too truthful. |

People are struggling and to have to repay potentially 3 quarters of water and tax bills as well as excise taxes is quite daunting. Most seniors probably have copies of every receipt they ever received, but what about those that don't or can't find it easily. Unfortunately state law is on the side of the city when it comes to the payments. It is the residents' responsibility to prove they paid. I hope that once the authorities get into the investigation, we get more info. It's not just cash & it must be pretty big since they're actively pursuing proof of payment from people. Why not wait for late notices to go out & have me go to them instead of the other way around?
It really doesn't sound like it's only someone's hand in the til. If payments weren't processed, which is what was indicated, then checks were being destroyed or disposed of. How does that happen & no one notices?
Lots of questions here. 12. A0266-12 Ordinance/s/Alderman Sal Sachetta and Councilor Rosa DiFlorio - In accordance with the provisions of Chapter 3, Section 1 of the City of Everett Charter and Chapter 7, Section 7-163 of the Revised Ordinances of the City of Everett, the salary for the position of Mayor shall be as follows: Effective January 1, 2014, the salary for the position of Mayor shall be $105,000.00. Thereafter, and on January 1st of each ensuing year, the salary for the position of Mayor shall be adjusted by applying the most recently reported three year (calendar year) average of the un-adjusted Consumer Price Index ("CPI"). Said calculation shall be based on applying the aforementioned three year average to the salary in effect as of December 31st of the immediately preceding calendar year. All ordinances or parts of ordinances in conflict with the foregoing are hereby repealed. (Enrolled in concurrence, sent up for ordainment (reconsideration failed).

That Rule 8 – Order of Business be replaced with the following;
Board of Aldermen Rule 8-Order of Business At every regular meeting of the Board of Aldermen the order of business shall be as follows:

That Rule 10A – Public Participation be inserted after Board of Aldermen Rule 10 as follows: Board of Aldermen Rule 10A-PUBLIC PARTICIPATION
1) Each formal session of the Board of Aldermen shall include, subject to the provisions of Board of Aldermen Rule 8, a period of public participation which shall last up to ten (10) minutes. The subject matter of the public participation shall not be limited to the items before the Board of Aldermen at the present formal session. For the purpose of this rule, the term “public” shall be construed to mean any member of the public at large and not limited as to restrict any individual from participation.
2) Each member of the public shall place their name, address and brief description of their topic on the sign in sheet prior to the start of the formal session of the Board of Aldermen.
3) Each member of the public shall be limited to no more than two (2) minutes of participation without unanimous consent of the members present. Large groups should designate a spokesperson to speak on a particular issue.
4) This rule does not limit or replace the provisions of the Board of Aldermen Rule 16, which remains in full effect.
5) All comments are to be addressed to the President. Participants shall not promote or oppose any candidate running for office. Participants shall not use Public Participation to Exploit, or for Political Purposes. Participants shall not advertise. Participants shall not make personal attacks on council members or elected officials. Anyone making out of order comments or acting in an unruly manner shall be subject to removal from the meeting.
15. A0297-12 Resolution/s/Aldermen Robert Van Campen and Michael Marchese-That the Mayor appear at this meeting of the Board of Aldermen to provide a status report as to the timeline for the commencement of operations by L. Knife & Son in the City of Everett.

A0298-12 Resolution/s/Alderman Robert Van Campen-That the DeMaria Administration provide an itemized breakdown of the City's FY12 free cash certification, to include an itemization of those reported savings in the City budget resulting from "stringent budget management" and "strict spending policies" as recently announced in the local media.

A0299-12 Resolution/s/Alderman Robert Van Campen - Effective in FY14, that the DeMaria Administration eliminates the Mayor's Reserve Fund from the City's operating Budget, and establish a contractual stabilization fund as the proper method for funding increases associated with negotiated collective bargaining agreements.

It was pathetic.
The mayor wants the gang piece in “executive session” (why hide it from people?) but then rambles on and on about MS-13, Honduras and El Salvadorian gangs. That was so dumb.
I know a couple of police officers and one I’m close with one that is still on the force. Millie Cardello was absolutely right, and telling the truth. There are only 2 officers in the gang unit. I’m sick of being lied to and the mayor is in total denial. HE is the one that is PLAYING POLITICS on the matter and HE is the one that’s going to get an innocent person killed with his denial.
Just know this, gangs love it when a community is in denial.
This gives them more opportunity to develop its power base by recruiting more of our local youths, which frequently gives the gang a means to expand its territory and its criminal activity.
This city lacks the training and experience to recognize their own gang infestation.
Gangs have a foothold in Everett and as ugly as that may be it is reality. Denial to me suggests the mayor has not learned the appropriate behavior to cope with it and is now willing to have the Chief come in with his misleading statistics. They all ought to be ashamed.
The only thing that I would have questioned on the piece was - why it was sent to the Board of Alderman FROM the Common Council? Why waste the time....just send right to committee. That's the only thing that did not make sense to me. |
