Huey,
Although I disagree with solicitor decision's, I've given up trying to fight it. As I said "You can't fight City Hall."
But that wasn't what what you said the first time and not the question that I posed. If that's what you meant the first time, I misunderstood it because a 20% threshhold could easily be part of the procedure for filling a vacancy in the any type of legislature if that's the way the law was written. |

Sorry for not being clear. My point was that the intention of the law seems to be written in retrospect to the new form of government. A 20% threshold could easily work for any type of legislature like you said. |

WOW WOW WOW.
What a bogus meeting on the residency requirements. So many contradictions and whether anyone is for it or against it…that was the biggest farce to be seen yet. The majority of people in the city wanted this and everyone knows who it was that was responsible for shooting it down.
This mayor has historically NOT hired Everett people. Hires are from Boxford, Middleton, Danvers and on and on. Our tax dollars are paying for those people to live in their nice quiet homes in the suburbs. I would rather my tax dollars go to Everett residents that live and work here.
That’s right Dominic… the voters and taxpayers wont forget. Who cares what the mayor thinks and wants. It’s not about him….it’s something that was right for the city of Everett…not so the mayor can hire people that have left Everett (with name recognition)….. to secure another election.
All of a sudden when this is coming to fruition it becomes a “political dogfight.” Just make sure you keep the mayors name clean DJ….Are those jokers serious! It was nothing but an excuse to kill the ordinance and it’s more evident now why there are so many open positions.
All the months of hard work put into this and no one could lay it over to hear Sergio’s opinion? WHY?? Because…. he’s another FLIP FLOPPER for the mayor that did not have the guts to even be there.
This was really a let down to the people that live here. Those flip floppers have no confidence in people that live in Everett so they should just hang it up and get the hell out of Everett politics. Everyone was played for a fool by these flip floppers and 1-½ years can’t come fast enough.

It always happens; just when you think you can miss a meeting because the agenda looks so boring, it turns out it to be more interesting than most. So I just had to make use of the videos on the city web site to see what actually went down for myself.
Before I go on though, to be totally honest, I'm actually on the fence about all of the city's residency ordinances; I can be on the fence because I don't need to vote on them. I don't think that they'll really have the impact that the supporters of the ordinances claim that they will; but on the other hand, I'm not sure that it isn't worth a try. I also don't think that Everett's residency ordinances, as written, are all that strong; it wouldn't really be all that hard for any administration that didn't really believe in a residency requirement to turn their heads the other way if they really didn't want to enforcement them. Take a look at the Revere residency ordinance, where the "controversial" amendment came from. It's much tougher and it also looks like it requires all employees to live in the city for as long as they work for the city, unless they get the "controversial" exception. And, BTW, Revere is a much better comparison to Everett than Boston.
Who woulda thought that there would be so much controversey at this point? The two public safety residency ordinances have been in effect since January. This new residency ordinance made it thru the Common Council on a fairly comfortable vote on its first reading in that body (10-5, I think). The aldermen made two amendments to the piece. One was strictly procedural so it wouldn't conflict with the public safety residency ordinances; the other was requested by the administration and just agreed with by the aldermen, not their invention. Why would anyone think that these amendments would be so controversial? I know that I rarely have anything nice to say about Leo McKinnon; but he hit this one right on the head. The amendements were nothing more than an excuse to hide behind.
Anybody know where Sergio Cornelio is working now that he couldn't show up because of a "work commitment"; I don't believe that the place that I knew where he work(s/ed?) is even open at that the time of the meeting.
But the other shining star of the night was Rosa DiFlorio, who pulled an absolutely brillant move by requesting that "controversial" amendments be removed, calling the bluff. Even Mike McLaughlin, who said that he wanted his name removed from the piece because of the amendments, "had" to vote for the piece then. Can't wait for Rosa to let the voters of the city know why all this went down the way it did, as she stated she would last night.
Not sure what happens now; I believe that last night's vote was an ordainment vote. So if the aldermen pass it next week, as is , the city will be left an ordinance that is more restrictive than it could be, effectively tying an administration's hands in certain cases; and it could be in conflict with other ordinances already on the books. Is this any way to run a city? Let's hope that a single branch legislature can do better than this. |

Didn't that used to be a bad thing? If building up the stabilization fund is so important, why hasn't it been done much for the last few years? At least in some years, there's been excess levy capacity to do so. In fact, if anything, I recall the administration initially wanting to take over $2 million out of stabilization a little more than two years ago to offset the FY11 tax levy before they changed their minds. And as part of that discussion it was stated that taking that money out of stabilization wouldn't have had a negative impact on the bond rating. What are we supposed to believe?
That was some meeting last night. I'm not certain but I think that it's possible that they screwed up with the reconsideration vote that they took on the budget. |

The common council screwed up royally!!! Where was the city solicitor or the Chief of Staff...aka "acting mayor" to advise them what the heck they were doing wrong. DOPES.
Unless the mayor is on his death bed (which I seriously doubt) he should have been there - NO EXCUSES. Where has he been to miss these important meetings that have gone haywire? It's obvious his people have no control.
I believe the administration wanted to take 4 million out to offset taxes during the election year. Was it not the same DJ Napolitano who grandstanded the point that it's "pouring out" and we needed to deplete those funds now? Boy the tables have turned and they were all wrong.... and thank goodness the Board of Alderman had enough sense back then to vote that down!
I'm sick of Rosa DiFlorio too. What happened to all the screaming that the taxpayers cant afford it? She keeps bringing up 2007 and it could not be more evident now that the 2007 budget was nothing but political games and unnecessary posturing. You X $25.00 to every taxpayer in this city and you have over a million dollars saved on the tax levy, at least. Those are the cuts the alderman made and rightfully so. I dont care if it's $1.00, it's an increase on the levy, that we are already maxed to! The increases are unnecessary. Huge raises, added positions and political jobs to mayors contractor friends. People have had ENOUGH.
I also want to know how Melissa Murphy thinks that the city is going to save money by the school department cutting down on staff. How is that possible when enrollment numbers keep increasing? I think it was more malarkey coming out of her mouth. |
