That the City of Everett consider adding on their next bills, that we have a box to give ($1.00) one dollar for Everett Youth Organizations.

That the Police monitor the no parking here to corner state law at the corners of Parlin Street and Main Street due to numerous complaints from the neighborhood, and citizens using the MBTA bus stops, as it is a safety issue for them having to get on the buses, all along Main Street.

18. C0133-07 Resolution/s/Councilor Catherine Tomassi Hicks
Police Traffic Division monitor Baldwin Ave corners as cars parking on both corners obstructing views for motorists causing alarm for neighborhood, as well as, concerns in event emergency apparatus need access to Baldwin Ave.

19. C0152-07 Resolution/s/Councilor Stephen Faia
To address the city's current position in terms of the city projects and repairs.


20. C0153-07 Resolution/s/Councilor Catherine Tomassi Hicks
Police monitor the Meadows Park due to numerous complaints, especially of a broken fence and kids climbing behind 22 Oakes Street.

21. C0160-07 Resolution/s/Councilors Matewsky, M. Cardello and Leo McKinnon
Park Department take immediate steps to rectify the unclean conditions at Lynde Street Playground.

22. C0198-07 Resolution/s/Councilors Cynthia Sarnie and Kay Hicks
Mass Highway/DCR place a "NO ENGINE BRAKING BETWEEN THE HOURS OF 9 P.M. AND 6 A.M." sign on Route 16 Santilli Highway by May Street.

NEW BUSINESS
23. C0169-07 Resolution/s/Councilor Stephen Simonelli
That the Mayor and someone from his Administration appear at this meeting to give the Common Council and the people of Everett a detailed and updated explanation of the criminal investigation at the Recreation Department.

24. C0170-07 Resolution/s/Councilor Stephen Simonelli
To have the City Engineer and Community Development seriously look at Francis Street, Franklin Street, Pleasant View Ave, High Street, from Ferry to Foster Street and Lexington Street, as these streets are in deplorable condition and need to be place on a priority list to be considered for repaving this year. No street in Ward Two has been repaved in two years.

25. C0175-07 Resolution/s/Councilors Lorrie Bruno and Rosa DiFlorio
That the Parking Clerk/Hearing Officer, Mr. Paul Kelly, appear this meeting for an update on the night time parking enforcement.

26. C0176-07 Ordinance/s/Councilor Joseph Hickey and Alderman L. Charles DiPerri
That any junk or second hand dealer in receipt of any military plaques or memorbilia who fails to notify law enforcement will be fined with permanent revocation of license according to the Ordinances of the City of Everett.

27. C0177-07 Order/s/Councilors Michael J. Mangan, Millie J. Cardello and Rosa DiFlorio
In accordance with the provisions of Chapter 17, Section 17.1 (b) of the Revised Ordinances of the City of Everett, “Names & destinations; erection of signposts”, that the intersection of Green Street and Mansfield Street be dedicated and named the “Joseph Vetrano Square”. Mr. Vetrano was a World War II Veteran.

28. C0178-07 Order/s/Councilors Michael J. Mangan, Millie J. Cardello and Rosa DiFlorio
In accordance with the provisions of Chapter 17, Section 17.1 (b) of the Revised Ordinances of the City of Everett, “Names & destinations; erection of signposts”, that the corner of Argyle Street and Harris Street be dedicated and named the “Francis Gallagher Square”. Mr. Gallagher was a World War II Veteran.

29. C0179-07 Resolution/s/Councilors Wayne A. Matewsky and John Leo McKinnon
That Mr. Pietrantonio of the Parks Department and Mr. Sheehan, the Director of City Services appear this meeting relative to the conditions of playgrounds in the City of Everett and their overall performance.

30. C0242-06 Resolution/s/Councilor James A. Keane
Be it
Resolved: To the Common Council, that the introduction of candidates for public office as such, at televised meetings may be in violation of Massachusetts General Laws, Chapter 55.

Why don't they just invite the chief up once a month to inquire why the police consistently don't enforce motor vehicle violations? Standing and/or moving violations are passed by time and again by the majority of our officers. I realize it's not as much fun as chasing after people, but it is part of the job! If they had been doing that part, we'd be paying a few less people!

Okay . . . can someone explain why they're already taking money out of the Budgetary Fund Balance (free cash) to cover expenses in fiscal '08 -- the fiscal year that doesn't begin until JULY 1???? Why is this $70K not part of the fiscal '08 budget that the mayor just presented to the city council? Is he already starting fiscal '08 off at a deficit?

How could the BOA allow this to be passed? Are they that suseptible to emotional blackmail that they allowed a "we need this money for the kids" approach to sway them to pass this funding? I'm all in favor of the Summer Youth Works Program, but this isn't a new program -- why wasn't it budgeted properly for this year and included in the budget for fiscal '08?????

I was wondering the same thing. Also, why is June only $10,000. and July and August $70,000. I figure June is only a partial month but that's a $25,000. difference for each of those two months. Seems high to me. Has this program ever been in the budget? If so, why are they asking for 10,000. for June, if not, then it should be.

They're doing it because so many people whine that it's a good program for the kids. In point of fact, it's a waste of our money. If we're lucky, one in ten actually do some meaningful work. That 70k can do a lot of things that will benefit the whole city, not just a few kids whose parents have an "in" with someone in the city.

The explanation given for the $70,000 was that the adminstration needed a commitment that the money would be available for the program before they started it. They also stated that the program has always been funded from free cash. Please don't shoot me, I'm only the messenger.

How long have we had this program? Maybe, this is one of the places we can cut, it's nothing against the kids, It's time for these guys to bite the bullet and reign in the spending, then add back programs as we can afford them. This is one expenditure that will not hurt city services if cut. Of course, the first thing I would cut, is Dave Rav's position. He certainly doesn't do the city any good.

LOL . . . no worries, tetris. Thanks for the info.

However (you had to know there would be a "however"), I agree with massdee. Ragucci had to cut this program a few years back, and took no end of grief for it, but he did it anyway, because it was one of those things we just couldn't afford. I think the mayor said it's 100 kids that they hire for the summer. I'm sorry for those hundred kids, but . . . that's the way it goes. Of course, we could keep this program if, as massdee said, we cut Rav's job and maybe get rid of Don Andrew as a consultant, the city could afford the summer program.

I knew that there had to be a "however"; that's why I didn't add my opinion to my original post because I just wanted it to contain what I remembered being presented at the meeting.

I agree that this is a program that should only be considered if the city can afford it. Even we could afford it, it also has the problem of being a very "political" program. I personally don't know of any kids who ever got one of these jobs who didn't have some type of connection to city government (both now and in the past). On top of that, I'm not sure we really get much bang for the buck. With all the outcry lately about how dirty the parks, there needs to be a major improvement in their condition by the end of the summer or there will no justification for continuing this program in the future.

I think you're on the money about which kids get the jobs. And, from a financial standpoint, in many instances they need the money less than others that are never even considered.

In my opinion, it's a waste of money that the city can't afford be spending! We've got employees that can, and should, be ensuring the parks are clean. I don't think the funding should be approved.

You're probably right. Don't forget, it's an election year and there are people out there that think providing jobs for a handful of kids is more important than lowering our taxes.

They'll come up with a line like......... How much of a difference can 70 thousand make to the tax bills> The answer, of course, is not much so they go with it. The fact is, if it lowers my tax bill 5 cents, it's better than giving it to the over-privileged children of people with connections!
