I don't think this program is a bad thing. The cost is equal to 1 of the mayors assistants or two of the new hires. In the end it's a good thing because it does not add to the retirement burden. I would be more concerned that all the money given to the program makes it to the program and does not get diverted off to something else. Maybe they should do this as a lottery because I see football players and favorites of Triple F getting the jobs. But bottom line this is about the kids.

I agree that this is a good and worthwhile program if it is run correctly. Just giving jobs out won't teach them anything. There has to be a clear assignment of duties for them to complete in order to get paid. It should be just as much about teaching them a days work for a days pay as it is about keeping them occupied or putting spending money in their pockets. Too bad I have so little faith that it will be run in a responsible manner.

CETF Chairman, Mr. Frank Champi, appear this meeting to give the Common Council an update on code enforcement in the City, to explain how the new nine employees are working out under his direction, and to also set up a process of getting the Council a written report on all properties within the City that are being investigated with updates on progress made at said properties.

12. C0072-07 Resolution/s/Councilor Leo McKinnon
That Code Enforcement appear at this meeting to give us updates on all current boarding houses in the City of Everett, and what has been done to make them conform to our laws in the City. To also give updates on new non-legal boarding houses starting up all over the City, and how to combat them from starting.

That the Police Traffic Division place speed traps on Tileston Street, Everett Street, Clark Street and Oakes Street.

No person shall operate a motor vehicle in excess of 20 miles per hour on Lynn Street, at the Malden line, for southbound drivers only. The purpose of the ordinance is to reduce the speed limit from 30 MPH to 20 MPH in the interest of public safety, due to increased amount of traffic on that street.

18. C0189-07 Resolution/s/Councilor Stephen Simonelli
To invite the City Engineer to this meeting to update the City Council of how much money we are getting from the State in Chapter 90 Funds to do streets and sidewalks, and what streets the City plans to do this year, especially in Ward Two (2).

19. C0190-07 CC Worksheet
1. Councilor Catherine Tomassi Hicks-City Services clean lower part of Appleton Street, as it is a dumping ground.

2. Councilor Catherine Tomassi Hicks-Parks Department trim grass and weeds on Valley Street.

3. Councilor Wayne A. Matewsky-Wire Department consider returning to the fixed lights, rather than blinking lights after 6 p.m., where there were three recent accidents at the intersection of Cottage and Clinton Street.

To make Freeman Ave a one-way street, in a northwesterly direction from Elm Street to Abbott Ave.

To amend Order Number A0216-07 relative to the Summer Youth Works Program by rescinding the $70,000.00 for Fiscal Year 2008 Summer Youth Works Program.

That the Common Council suspends their meetings in the summer session for the entire month of August, 2007, due to many members on vacation, which attributes to a lack of quorums, and is unfair to members who make the effort to attend, and in collaboration with the Board of Aldermen who recently ratified same for their summer session.

Well, I guess that item 22 will give us some insight to where we are headed with budget. Also, I wonder what happened to Simonelli's item that was suppposed to get to the bottom of what happened at Rec Center?

It will be interesting to see what will happen with item 22. I think that vote will be setting the tone on how the budget hearings will go. I am curious who will bite the bullet on this one and make an unpopular vote. Remember that $70K isn't even in the bottom line number of the FY08 budget, so it really pushes that $125 plus million up by another $70K.

As you know, I'm not an advocate of the program but with the budget issue, I don't see how anyone can expect the program to move forward. I feel bad for the kids that were planning on the jobs, but I do hope it's cut. If it's not, I know I won't be voting for any of those who vote to retain it!

Massdee,

I know that the $70K wasn't included in the FY08 budget but it is currently funded by a transfer from 2007 Free Cash. Therefore, it really shouldn't affect the FY08 budget's bottom line if it makes it out alive.

At this point does it matter where the money comes from, FY2007 or FY2008? It is another $70K added to this years or next years budget. I don't see how they can go forward with this program. I'm not knocking the program, but it is a place to conserve.

I agree that the program shouldn't go forward. All trying I'm trying to say is that when someone from the adminstration gets up and says that it will not affect the FY08 budget, they are not lying. They're definitely not telling the whole truth, either. To most people, that's the same thing; in politics, I'm not sure it is.

Tetris - you're right about the money not affecting FY08, but given that 08's budget is so overloaded right now, it makes sense to cut the program and allow that funding to go to free cash. We're going to need it next year. City Government can't have blinders on, especially this time around.

I concur. Even though I feel the program can serve a worthy purpose if administered properly we just can't afford it after the rampant overspending the last 18 months.

Folks, I clearly agree.

My feeling on free cash is that it is money that the city has collected thru taxes and fees that was not needed not run the city in the prior fiscal year. Although I don't mind that the city keeps some of this money for unforseen expenditures (as long as it is not spent by drunken sailors), I think that some of this money should be earmarked (in the good sense of the word) every year directly for the tax payers by lowering the tax rate. Fat chance of that happening this year. Free cash should also not be used to plug holes in the budget either but I'm pretty sure that it will happen this year.

I know that we have debated the summer jobs program to death but I think have a little bit of different spin to put on it that I had forgotten about until today. I'd like your points of view on it.

During the review of the School Department's budget, it was mentioned that they have their own version of summer jobs program that is funded in their maintenance budget. When FFF was questioned about how the available jobs were advertised to the kids, his reply was along the lines of that it is generally known around the high school that the jobs are available and the kids just need to go to a particular person (can't remember who) in the guidance office to sign up. One of the members of the BOA or CC (again, can't remember exactly who) then asked my favorite question about these programs: "I have a couple kids who need a job; who do I talk to about getting them one?". Since I was so disgusted at this question, I can't remember the exact answer to it. It was either pointing them to the same person in the guidance office, that all of the jobs are already filled or a combination of the two. The cynic in me knows what I thought the answer was but I honestly can't be 100% sure. The questioning ended up with a classic FFF exchange with Councilor DiFlorio. Councilor DiFlorio was surprised that she didn't know about the program since her kids have attended the high school and haven't mentioned it. FFF responded by saying something along the lines that her kids probably just wanted Mom to take care of them and that she would probably have them laying tile anyways. Everyone seemed to find the response amusing but the more I than about it thought about it, I really found it to be rather condescending.

So, is this worth any discussion?
