Citizen, I am waiting for a return call from an elected official. If I receive that call before I have to go out I will ask that question for you about the director of city services. If you find the answer in the meantime, please post it and let us all know.

Massdee, I believe this is the section from the city ordinances regarding the appointment of the city services director, which clearly states the appointment has to be approved by the Board of Aldermen:

Section 2-31. Appointment of officers, boards, etc.
(a) Generally. The mayor shall appoint, subject to confirmation by the board of alderman, for the terms hereinafter specified, and unless sooner removed, until their respective successors are appointed and qualified, the following named officers:
(1) For the term of three (3) years, beginning with the first Monday in February, in the year of appointment:
a. A member of the board of health.
b. Two (2) members, or three (3) members when required of the disability commission.
c. The Executive Director of City Services.

I really don't think there's any recourse but I find myself wanting to yell "You're in contempt of court" and threaten them with jail! Foolish, I know, but that's what runs through my head.

Since he held the City Clerk position for so many years, I really doubt he doesn't know the rules. There is the distinct possibility he's forgotten (he's of an age that it wouldn't be unheard of) but my money is on arrogance. If you talk to former supporters, and city hall employees, many will tell you he's a "different" man since he took office. There seems to be a Jeckyl/Hyde thing going on that no one suspected.

If there are positions that the CC & BOA are supposed to approve and haven't, they need to get on the stick and correct the situation. (aka get rid of the incompetent clown)

I will ask if this appointment was ever approved by city government and will give the section in the city ordinances to this elected official. Anything else you might want me to ask about?

That would be Jerry Sheehan. Doyle is the Facilities Maintenance director . . . who I think maybe reports to Sheehan? I'm not sure about that part.

Citizen, the answer to your question about the Executive Director of City Services is, he was appointed by the mayor as a temporary director and that does not have to go before city government. Seems to me this Administration knows all the tricks to get around the rules.

So, then the question becomes, how long is "temporary"? And now that Borgonzi is gone, is Sheehan's status still temporary? If he's only a temporary employee, does that entitle him to benefits? In the private sector, for the most part, "temporary" employees are not part of the regular payroll and are generally brought in through outside employment firms. Not sure how it works in the public sector, but just the term "temporary" would seem to indicate that there's an end date attached to the position.

I will pass your thoughts along. Excellent questions.

Also, the elected official I spoke to believes, but will check to make sure, that the CC and BOA can make a recommendation to the mayor to fire a department head but that the mayor has the final word. Like I told him, this has nothing to do with the budget, it's more on the line of insubordination and would that make a difference. That is the area he is not 100% sure and is going to look into it.

Temporary employees in this city are not treated like temporary employees in the private sector. Here that term is used for convenience when they administration (not just this one) wants to circumvent CC & BOA approval. On the occasion a date is attached to it, they just extend it as they see fit so it's really meaningless. Bottom line, the job is Sheehan's until our next mayor replaces him.

Thanks for the info, justme. So, in the public sector, there's no scope of job to be performed or anything like that as there would be for a temporary employee in the private sector. Seriously . . . we should all go work for the government.

I would agree with that CK except many higher level positions change with the administration so you could find yourself unemployed on a regular basis.

I can't wait till we have a new mayor. Never mind calling it pitty hall it's ass---- hall. These people crack me up. I was in Ferry St. Grill yesterday morning and I overheard a conversation that there is more coming out on this so called audit. The mayor will be calling a meeting before the primary.
