Sorry Nick, I disagree about the streets being clean. They were clean when GTA was doing it, and getting paid over $100,000.00 to do it (which the taxpayers already pay for this service) but once city services started doing it (new sweeper and all) it went downhill. So "The Mayor" is not responsible for clean streets, this was an excuse to get his buddies in the money funnel called "The taxpayers" so they have an excuse to come back on the floor to promote GTA to do it.
Did GTA bid for that? I doubt it. He can only get praise if he got off his butt and made his city services do the job they are getting paid to do. He has not done that, he has sat back and wrote checks on the overburdened taxpayers. |

I just got a call at work about Today's Independent. My caller said that there is a big picture on the front page showing how Alderman VanCampen led the BOA to make a last ditch effort to close Wood Waste. The BOA voted 7 to 0 to ask the DeMaria Administration to ask the Board of Health issue a Cease and Desist order to Wood Waste.
Finally, someone in Everett politics has the balls to stand up to our corruptable Mayor and his cute and well spoken Chief of Staff who tried to feed some happy horse manure to the Common Council on Wood Waste two weeks ago. Enough is enough. I don't want to see my home value deteriorate over the next several years as Everett becomes the Dumping Ground of Greater Boston. Everett should be attracting yuppies, middle age and seniors of all backgrounds, who can find condos and affordable housing in Everett and still get into Boston within a half hour. If we continue to become a Dumping Ground for towns nearby we will never attract the kind of folks who will protect our property values.
Just think about. How much will your house be worth when Billy Thiebeault takes over Everett via of Mayor DeMaria who is too greedy to worry about the future of the City? I think that this Mayor is greasing his own pockets at our expense. As much as Ragucci and Hanlon disliked each other, they knew that Thiebeult was bad news for Evertt. This Mayor does not care as long as he is getting his cut.

Item 3- To appoint Mr. Michael Bono to an unexpired term on the Planning Board ending in March 2009.
I don’t understand “unexpired” term for the planning board.
Item 5- The Mayor enters into an agreement with the City of Everett for the purpose of establishing an Everett Chapter of the Middlesex Boys and Girls Club.
Questions need to be asked on this. I caught a glimpse of the school committee meeting and the Chief of Staff spoke about the Boys and Girls Club, and said the administration is going before the council for funding. When this was first introduced, it was said that it was all donations and even the building work was donated.
Item 22-23 Committee Reports- I realize these went to finance but I think an explanation is deserved and if these raises will be retroactive or not.
Item 28- The City Council are opposed of the toll hikes at the Massachusetts Turnpike Authority.
This item needs to be acted upon rather quickly. The toll hike goes into effect on 2/9/09. There is a bill filed to halt this until 12/31/09. The state needs to come up with a better plan. I also feel it should be made public if there is anything else we can do other than write or call. That gets you no where. They listen to you grip and that’s it. If these tolls increase, everyone is going to suffer. The economy, traffic, infrastructure. I just can’t believe this is the only thing the turnpike board can come up with! They certainly did not work too hard on this and the Governor better do something about it or he’ll be a one term Governor.

The Leader Herald says that the Mayor is submitting his consent order about Wood Waste on Monday night….can he do that, since it’s not on the agenda?

I don't believe that any of the papers has stated that the Mayor will be presenting his consent order on Monday night. That is something that we have heard only from Massdee via an unnamed alderman. And although I believe it could be true, it is still up to the Mayor to decide whether or not he actually does it. Check out my post in the Leader-Herald thread for further comments on the issue. |

Oh.....That's the way I read the leader herald but in all honesty, I only read the headline “Mayor, BOA to issue enforcement order”.......... because of my disgust with the Independent’s Editorial “Wood Waste, again” I didn’t have a problem with the Interview with Thibeault (since that was basically Q & A) although the timing of his interview is rather quite convenient, since the administration has to answer to the BOA’s request for a cease & desist. |

2. + 24. Really the same item. They'll either get taken collectively or #24 will just get referred back to sponsors. This should be an interesting discussion and one that I have been looking forward to.
3. Tails, I believe this appointment is to fill a seat on the Planning Board for someone who chose not to finish their term. In cases like this, the appointment can only be made to fill out the remainder of the term. It would be my guess that it is very likely that Mr. Bono will be reappointed to this seat next year by the process outlined in Section 2-191 of the city's revised ordinances. And it is not a misprint; appointments to the Planning Board are one of the few positions that must be approved by both branches of the City Council. 5. Tails, I too watched last Monday's School Committee meeting and saw the discussion that took place about the Boys and Girls Club using the Old High School. For anyone who is interested in the subject, I would suggest catching a replay of that meeting. It is the first item taken from the agenda and the discussion lasts about 10 minutes or so; you don't have to sit thru the entire meeting to view it. Approval from the School Committee to use the Old High School is needed because the building is still in the control of the School Department. From the discussions held at that meeting, I would have expected a very different item on the BOA agenda. So, I'll be watching to see where this goes. At the School Committee meeting, it was mentioned that the projected start date for the Club is January 12th. So, whatever needs to happen to establish the club needs to be accomplished fairly quickly.
6. What's up with this piece? When was it ever in the Common Council? The last place where I know that the piece was was at the joint convention on December 10th. Should there have been a public hearing at that time? Whatever the procedural problems with the piece are, let's hope that they get addressed correctly. It's a good piece that I would hate to see die because of a screw up.
22. + 23. I wish that committee meetings were regularly televised so that we can see what is actually discussed on certain items. While I have fully supported these particular transfers from the beginning, the last time that Mrs. Mejia spoke on these particular items, I didn't get the greatest feeling of confidence that she was fairly certain that these transfers would be enough money for the line item for the rest of the fiscal year. Hopefully, that issue was fully addressed in committee and they'll let us know about it. 26. Let's hope that we get some type of response on the item this time.
27. The showdown has been brewing for the last couple of weeks and now the time is now here. No matter how you feel about this item, this should be fascinating viewing, whether you watch the meeting on TV or can make it to City Hall Monday night. Let's just hope that it doesn't turn into a side show; we don't need another "glorious" moment in Everett politics.
28. Will the tolls actually be increased or is this just a ploy so that we will be more accepting of an increased gas tax? The article on the front page of today's Globe would tend to support that theory. I guess that we'll find out soon enough. 29. I'm not really sure exactly what Alderman Matewsky is trying to accomplish here. First off, Second Street and Garvey Street don't intersect. The sign for Garvey Street is well before Second Street. Next, why wouldn't you be allowed to turn onto a street that isn't a one way? A one way street would solve the problem but that probably isn't what the people in the area want. But, as we learned last summer from the illegal traffic signs put up in the Village, you can't always get what you want.
30. In layman's terms, this change would expressly prohibit recreational vehicles and campers from being able to receive residential parking stickers. Another hole plugged.
31. Although they may not have been the first ones to think of this, I saw a similar idea in the Advocate a while back. The stones shouldn't be forgotten but I think that it might be a good idea to figure out exactly what is going to be done with the Old High School before figuring out what to do with the stones. If, as some have suggested, the Old High School is reused as an important city building, the stones may already be in the correct place and may have to be moved twice. Or maybe the correct place for them is the new Veterans Remembrance Park. The current City Hall? Not so much, in my opinion anyways.
32. While I'm all for this conceptually, does the city really have the manpower available at the present time to make this happen? |

I too have heard that the "Consent Order" will be brought up tomorrow night. I'm not sure if it will be brought up during the capital improvement plan or with the cease & desist.
This whole thing with "consent orders" vs. cease and desist, does nothing but hide the fact Thibeault made some bad business decisions, and he wants the city of Everett to pay for it. Thibeault is counting on certain things happening to make more of a profit with Wood Waste.
He thought he could keep processing and transporting at cost effective levels and dump at the closed Crow Lane landfill. He gambled and he lost, on both counts, now he wants Everett to pay.
Because *he* took those risks and lost with the Crow Lane landfill issue having its' own legal problems and an economy that has freight costs to new levels, Thibeault now wants to point fingers and say the situation at Boston Street is all on Newburyport and Everett's refusal to grant him more time for his operations before he complies with the numerous DEP violations from the Wood Waste site. This is all nonsense, and has nothing to do with the real problem.
It is time for William Thibeault to take responsibility for his own poor business choices and pay the fiddler his due. He is sitting on a good fortune and will simply have to absorb the losses generated by his own greed and arrogance, but he will still profit handsomely.
Until such time comes when he can act like a good corporate neighbor and clean up his act on Boston Street, then the City of Everett has no business negotiating with him on any level. He needs to clean up his act down there on Boston Street, pay the loss for *his* gamble not paying off, and stop blaming Everett, Newburyport and now Van Campen for his problems.
He is holding our health hostage while he blames everyone else for his problems. Enough is enough.
If he can't clean his act up there FIRST, then nothing else matters. The only thing left would be for the state to shut him down and sue him for the cleanup costs.
Now is the time for Thibeault and DeMaria to show us what they are made of, by doing the right thing and forcing compliance, right on site, right now, or all bets are off. The answer is not letting him work out of two sites *while* he is breaking the law and non-compliant. He has not kept one promise through his attorney, Anthony Rossi so now we have to jump through hoops to help him, and give him two sites?? DeMaria says "No, *he* would never allow it" but once you give in, you wont be able to stop him. I never heard of bringing a known burglar to mind the store, and that's exactly what DeMaria is asking for.
I wouldn't even consider lower Broadway or one single request from Thibeault until he deals with the mess he has created at Boston Street.
We have a Mayor who is willing to do this guy's bidding, so it is plain to see that none of them want to take responsibility for the situation they have created.
These people are willing to risk the well being of Everett's fiscal responsibility and the resident’s personal health all for the almighty buck.
We have seen this corporate irresponsibility before with companies like Monsanto and WR Grace when they walked away from their responsibility for contaminating those poor people in Woburn.
I don't know if the contaminants from Wood Waste are any more harmful than claimed, but that is not the point. It is Thibeault’s responsibility to bail himself out of the fact it’s going cost him a little more money than planned to clean things up down there.

Due to a prior commitment and a problem with my VCR, I had to wait to catch the replay in order to see the entire meeting. Better late that never.
1. I used to wonder why the double poll issue came up all the time at the public hearings for National Grid. Then, a little over a year ago, I had a new pole installed in front of my house and currently still have two polls. National Grid and Verizon did their thing a long time ago; the problem appears to be Comcast and the city's fire alarm system. So how much of the problem can be attributed to the city itself?
2. & 24. I'm glad that the administration submitted a five year capital improvement plan that the aldermen were happy with. If anybody from the city is reading this, would it be possible to post a copy of this on the city web site? I think that at least some of the tax payers in the city would be interested in it too.
4. Only makes sense. If you don't use a sticker and return it you should be able to get at the least most, if not all, of your money back. If the city found that people were abusing this, I think that it would be reasonable to charge a small administration fee. Doubt that it would really ever come to that though.
5. I got a whole different vibe on this item when I watched the school committee meeting. Something tells me that there will be more to come on this.
16. So why are there rules for awnings if everyone doesn't need to follow them?
22. & 23. Does anybody know what happened when these items went to committee? Couldn't have been much. I supported these and didn't see why they needed to go to committee. I guess I could have been right.

26. Well, at least an effort was made to move this issue forward. But, due to likely cuts to grant funding, I don't think that it is likely that a wind turbine is in the city's immediate future.
27. & 33. What I thought could have been one of the greatest train wrecks of all time in Everett politics actually turned out pretty well, for the most part. I thought that the discussion was productive with some good give and take. I thought that some cards finally got put on the table for all to see, i.e., the city doesn't feel that they have the supporting evidence to take any type of case to court successfully at the present time and no approval of the City Council is required for the consent order. And it seemed like everybody was able to come away from it saving face.
I still haven't been able to digest all of the news that came out of it though. Mr. Thibeault giving up on lower Broadway as a new site for his transfer facility? No use of the rails? He's probably not going to sign an consent order that says that he can't appeal a cease and desist though. And I know that most of us are certain that it is likely that he'll be in violation of whatever the final enforcement order is at some point. But the only thing that the city can do is to go after him in the right way under the law.
I thought things started to go down hill towards the end of the discussion though. I thought that it was wrong for anyone to be willing to vote of an incomplete draft of an enforcement agreement. Luckily, cooler heads stopped that from happening. I wish somebody would have noticed that item 33 actually never got read though. 28. As I posted in my pre-meeting comments, I think that it is more likely that we'll see a gas tax increase instead. Good to go on record though. But, did I hear Alderman Marcus right? That turnpike toll hikes would be followed by a toll hike on the bridge? Sounds like we may have gotten a good piece by accident.
29. I think that I have a better understanding of what Alderman Matewsky is trying to do here. I think that he is looking to have a "No Right Turn on Red" sign posted on the Parkway so that you can't turn off the Parkway eastbound to Second Street on a red light. That may help to alleviate some of the problem he described; but, depending on where the stop line and the light are located on the Parkway, it might not be a total solution. I don't think that it is good idea though for the Everett sign division to put up a sign on the Parkway though.
32. I guess I should eat some crow on this one. But, it is hard to understand how the enforcement of this has been partially hung up over a fee structure. I guess I also better understand that the Code Enforcement Task Force had been allowed to fall apart. When did that happen? Good that the administration has re-energized it, but, why did it take so long? Weren't illegal rooming houses part of the main thrust of the mayor's campaign platform?
Meetings have been very short of late and it showed tonight. After the cease and desist/enforcement order discussion, the board seem to lose some focus. Since I thought most of that discussion was pretty productive, I'll cut them some slack. Maybe it's just the time of the year. But some of it was really bad. Worse than some (but not all) of the common council meetings this year. But there were some funny moments. I'll have to remember to wish Claire Happy Holidays in pre-meeting comments next year so that I'll beat all of them.
Glad to hear that Chuck DiPerri will be the next BOA president. I was really impressed with him when he was the president of the Common Council and my respect for him has grown since then. |
