I think since they are department heads and are non-union he can probably freeze the step raises. He will not be able to do that to union employees that have a contract. Since these step raises were included in the budget, what happens to that added money? Does it go back into the general fund to be used elsewhere? If he was going to be doing this, I would have liked to see it done before the budget was passed so the tax levy would have been that much less. |

I hope where that money goes gets explained. I cant think of why he would prepare a budget in FY08 for FY09 and the very first day of FY09....change it. Is it possible he is changing other things and no one outside the administration is aware of it? |

The City's Budget/Purchasing Director is in the midwest for at least a month with FEMA working with the agency for flood victims. How this situation will be addressed is anyone's guess. |

From my perspective, even if it's legal, it seems unethical.
The budget was passed with these increases and this morning he tells them they're getting nothing? The increases were scheduled to go into effect today................ I sure hope he's not expecting a whole lot of loyalty from these people when election time rolls around. |

I can't figure out why this was done on the first day of a new fiscal year. If this was done before today would the amount of these step raises been removed from the bottom line of the FY09 budget? |

If the raises had been removed sooner, the budget should have been lower and our tax rate would look better. However, I think the real question is what’s he going to do with the money? Rumor has it, this move is retaliation for not getting the 130k he wanted for capital expenditures. Since it‘s common practice to move money around from one line item to another, my guess is he’s going to manipulate the department head raises and use that money to get what he wants. Now, if his budget director knew what the hell he was doing, this problem wouldn’t have come up and everyone would be happy. Instead, he’s pissed off a lot of people..........
There was a time when Ragucci was in office that he “asked” all department heads to take a week off, unpaid. I believe all but one agreed to his request. I don’t know what the savings were, but I do think it was a better way to handle things than what’s being done. It will be interesting to see if any of the council or alderman takes issue with this change in the budget. It’s also interesting that he waited until they were officially on vacation to announce this change.

For anyone interested in the step raise issue ............. It appears the non-union clerical staff are also affected by Carlo's recent decision. I understand several people made calls to members of the BOA & CC. And, to add insult to injury, rumor has it an assistant in the Legal Department is getting a 2 grade increase and the higher salary that goes with it which is over 3k. Needless to say, the employees at City Hall are not happy. |

Well incase no one has noticed GTA is no longer sweeping our CLEAN streets. I saw two city sweepers out on Monday. Also as an Average citizen of Everett while walking this morning at 8:30am, I saw our Mayor walking and knocking on doors this morning on High Street. It seems that our Mayor can not be in two places at on time he may not have been in City Hall early but he was walking with some other gentlemen and a few police officers. I stopped and asked what was going on and was informed by Carlo that the street was being paved. |

Is this the same assistant that came from Attorney Rossi's office? Or is it the assistant whose mother is on Carlo's campaign video? |

I heard the same thing MassDee. It's the lawyer in process and the justification will be Erin is not the Solicitor. That can be fine, but it’s helping your “friends” that help get you elected and screw everybody else. He’s going to blame the City Council and I hope the people that will not be receiving these raises will realize, it is not the City Council….it’s him. He’s the final decision maker and he’s helping his friends and those employees have families to support and are suffering the same increases that we all are…..and I feel awful how much he’s dividing the city and its employees.

How do you justify freezing raises on some employees and giving raises to others? If the freeze was across the board and truly a cost savings maybe there would be a few less eyebrows being raised. I still feel the timing in all this is very suspect. |
