I was just reading the Charter in Southbridge, I can't seem to find any particular certifications their Town Manager needs. I could be wrong since I did not read the entire document.

TOWN MANAGER

SECTION 1 - APPOINTMENT AND QUALIFICATIONS

4-1-1: The town council, by a majority vote of its full membership (i.e., a minimum of 5 votes) shall appoint a town manager who shall administer and implement the directives and policies adopted by the town council.

4-1-2: In seeking candidates the council chair shall appoint a search committee of five members, two of whom shall be members of the council and three of whom shall be citizens of the town who are not holding elective office and are not compensated employees of the town. The appointment of the non-councilor members of such committee shall be subject to confirmation by the council.

The committee may, in its discretion, engage a professional search firm and the council shall appropriate sufficient funds to allow the committee to engage such a firm, to place appropriate advertisements and to meet such other expenses as the council and the committee deem appropriate.

4-1-3: The manager shall be appointed solely on the basis of educational, executive and administrative qualifications and experience, which shall include at least a bachelor’s degree from an accredited four-year degree granting institution and shall include professional experience of at least three years full time, compensated, supervisory service in municipal administration or related administrative activity, and shall serve at the pleasure of the council. To be considered for appointment such experience shall be certified to the council by an appropriate official of the entity where such experience was obtained.

If a resident of the town, the successful candidate shall have held no elective municipal office for a period of one year prior to appointment

Might we be getting ahead of ourselves on the certification issue? According to the IG's web site (see link below), not only are purchasing agents to be certified, they need to be re-certified every three years and need to take additional courses to keep up their certifications as well.

Thanks, I think I will back off of this for a while. As of right now, Mr Carlisle is the Budget Director not the Purchasing Agent. If he is to become the Budget Director/Purchasing Agent, he could very well be attending courses to keep up his certifications.

I guess we will have to wait and see. LOL

Hard to make sense of the city's proposed FY2009 budget from the limited information in today's Independent. Let's hope that, somewhere along the line, we get an actual presentation of the budget numbers so that we can all make sense of them. Perhaps, it would be wise to put a copy of the budget on the city website too. One thing that I would have expected to have been stressed before now is that roughly $5.9 million of the reported $9 million budget increase will be funded by the state as increased Chapter 70 aid for the school department. I'm sure that the school department will make this quite clear to everyone next Thursday night at their session before the budget committee.

Todays Independent states, The FY09 budget is just shy of $134 Million. That is an increase of $9 Million or 7% over Hanlon's budget For FY08.

The paper breaks it down as follows:

$46.5 Million, fixed costs
$34.6 Million, City's operating budget
$52 Million, School Department

Hanlon's FY07 and FY08 budget increases were 10% for each of those years.

What's the limit for Prop. 2 1/2?
I thought Hanlon's budget last year was 125 Million....I'm sorry if I am not understanding correctly.

The total budget amount printed in today's Independent is incorrect. If you add up the three components of the budget (City Operating Budget, Fixed Costs and School Department), you will get $133.1 million.

This has been confirmed by a copy of the city budget that has been posted on the city website. I assume that we have the City Clerk to thank for this. Thank you Mr. Clerk and anyone else who made this possible.

The city's website then EGOV then City Council. It's under that but I haven't read it yet.
