Ethics panel says inspector broke conflict law Boston Business Journal
The Massachusetts State Ethics Commission on Wednesday issued a show-cause order alleging that Boston Inspectional Services Department inspector Hal Abrams violated the state's conflict of interest law, according to an announcment issued by the commission.
The panel claims Abrams acted on behalf of his private employer, Boston developer Global Ventures Ltd., in connection with matters in which the city had an interest.
Laws governing conflicts of interest prohibit a city employee from receiving compensation from anyone other than the city in a matter in which the city has an interest, and bars city workers from acting as agent in those situations.
According to the ethics commission's order, Abrams, while on unpaid medical leave from his inspector job in 1999, served as the GVL project manager for a $1.2 million project at 485-497 Harrison Ave. in the South End, where he sought a permit for the project from the Boston Landmark District Commission.
Abrams also contacted Inspectional Services Department staff in fall 1999 to expedite a construction permit for GVL for work estimated at $2,000 at 24 Cumberland St.
Finally, Abrams served as the GVL project manager for a $14.3 million project at 150-170 Terrace St. in Boston. He attended a hearing and assisted in the presentation before the Zoning Board of Appeals regarding two zoning variance applications for the Terrace Street project.
A public hearing will be scheduled within 90 days. The commission can impose civil penalties of up to $2,000 per violation.

I just read this on Topix. I have no idea if true or not.
"I heard Mr Abrams has been asked not to return to work. A Thibeault connection was leaked out and it wouldn't look good for the reelection. They will consider him again next year.
Wake up people and read the writing on the wall. DeMaria must be voted out in November. This has gone too far."

A Thibeault connection. Why am I not surprised? Does this mean Frank will keep his position? |

Looks like we may have our first female mayor! She's got no qualifications for the job but, neither does Carlo. The only thing in her favor is no one owns her.............. and that may be all it takes!
IMHO, VanCampen made a big mistake not running this year. Carlo sold his soul to Mr T. They say payback is a b*tch............ I hope I'm around when Carlo gets his! |

Looks like Carlo has found himself another funding source for those kickback pockets of his. From what I've read on the links here, seems this guy is tailor made.

Okay, here is another post from Topix. This is the last post from Topix that I will do on this subject. Can anyone confirm any of it?
"Hal Abrams is staying on. They couldn't handle the ramifications of firing Frank Champi. He got the letter that "They are going in a new direction"..........sound s just like what they did to Walter Rice.
Where have they budgeted for an extra position?"

So guys... what do you think.... Will there be ANY of Everett left by the time this guy sells us down the river? I agree with CarloST (love the name, by the way).... if his kickback pockets get any bigger, we'll be rolling him down Broadway all the way to the Rotary Shrine. BTW, ya think it would be too gawdy if we erected a statute? We could attach dollar bills to it, like they do in the North End. My grandmother is probably rolling over in her grave. She use to get her dandilions there. No dandilions anymore, instead you stugats.

I wonder how many employees, since January 2008, have received that "going in a new direction letter"?

My favorite part of the letter is that he's going to be rehired in another capacity.

I know of one other that did not go over well with A LOT of people and was ethically challenged. I cant even go there, because that still burns me. |

You would think that after all the practice he has had deep sixing people that he'd at least have a professional, noncontroversal, well written exit letter. I keep listening to his Inaugural Address on another website and everytime he says he's going to hire "qualified" people I belly laugh. Between them all they can't write one decent letter.
