#23, can't believe the "God Forbid" part, what ever happened to the separation of church and state LOL
#31, you would think that the sponsor, who has been in office for over 20 years, would know how to work the system so he wouldn't have to make a 4th request
Worksheet - I agree all could have been taking care of by contacting the appropriate department directly but this is an election year.
Finally, the grammar, structure and maturity of some of these pieces as written by the sponsors is embarrassing. Can somebody teach this crew how to write.

Glad to hear the enclosure on Wood Waste is being addressed and I doubt very much that the enclosure will be built in two months.

#2. Who is the Personnel Director now and is that $73,555.00 already in the budget for that Director's position?

#7. Isn't Wood Waste supposed to be building it's enclosed structure on Boston Street?

Our City Solicitor received a raise because she was supposed to assume the responsibilities of the Personnel Department. As I understand it, she hasn't done much, if anything in that department and Michael Buckley has been handling things since he came on board as Erin's replacement.

So I have two questions...............

1. Is Colleen going to have her salary decreased? (Ya, right!)

2. When is Carlo going to figure out that consolidating departments doesn't work?

It's time that he stop using that ploy as a way to get HIS people more money than they deserve and time to start living with his budget.

It's also time the Common Council and Board of Alderman to grow some and start doing their job. They need to keep him in line and stop spending like drunken sailors.

He never should have let Jim Henderson go and we do need a Personnel director, but I think there should be a pay cut before new funds are approved and.........why so much? We'll be 3 months into the fiscal year before a new Personnel Director would be in place. That works out to an annual salary of $98,000.00 ! A bit on the high side don't you think?

Do you know what Mr Henderson's salary was? I agree, the BOA and CC needs to put a stop to all this spending. Colleen's salary should be reduced since her work duties are being reduced.

Is this going to be another nationwide search and we end up with another friend of the mayor's?

2.C0164-09 Order/s/Councilor Millie J. Cardello, as President
To Appropriate the amount of $73,555.00 from the Budgetary Fund Balance to the Personnel Department Salary Account. This will be for a new Personnel Director.

Is this a joke? 1st we were told we did not need a personal director since there were so many qualified people that can handle it. Then we quickly learn Mejia cannot handle it but she gets a 30 thousand dollar raise and the justification was she was to be City Solicitor/ Personnel Director. Obviously she’s not, but I never saw her salary go back down to what it should be.

Then along comes Mike Buckely, conveniently, very close to Somerville’s Curtatone and he just quits his job in Somerville last November with no other lined up. Then HE was justified as the personal director/chief of staff.

This is too much and the common council cannot just sweep this under the rug and approve ANOTHER position that was not budgeted for. It also needs to be discussed and not just sent to committee. We will soon be searching for an ISD director and YES it will be a nationwide search but will be someone under Carlo’s thumb!

7.
C0155-09 /s/Public Service Committee Report
Resolution/s/Councilors Peter Napolitano and Millie Cardello-Request that a representative from New Ventures/Wood Waste of Boston appear to provide an update on the status of starting construction on a permanent structure such as when and where that structure is to be built; with a recommendation to grant further time.

I wonder what, if anything will come out of this report. Past lessons tell us that I doubt Wood Waste was even there and I wonder which council members could be bothered to show up. This is another issue that cannot be swept under the rug and just referred back to sponsor. We have been told so many different things about what’s going on, that this just can’t die. Not only that, Wood Waste is stacking up again and is a MESS. The tent is loaded and the place is an absolute disgrace. Trash is spewed all over the place. Where is code enforcement and the building dept’s. “supposed” $20.00 per day fines? Have we collected on that? I doubt it. So much for following up….

As for item 14, I am so sick of Walgreens on the agenda and NOTHING being done by anyone, not city hall, or the police that I just totally boycott the entire area.

What is the reason for this?

1.
C0173-09 Order/s/Councilor Millie J. Cardello, as President
Subject to confirmation by the Honorable City Council, and in accordance with Chapter 28 of the Acts of 2009, which made changes to Mass. Gen. Laws Chapter 268A and 268B, I hereby appoint Melissa A. Murphy as the City of Everett's liaison to the State Ethics Commission.

Is it because of the violations listed here: You must be logged in to see this link.

To appoint her must mean that the Ethics Commission has an interest in something.

Tails, it sounds to me that MGL changed and they are required to appoint a liaison. That's my interpretation, anyway.

I hope it’s explained in detail what it’s all about because there are a lot of sections in MGL chapter 268 A&B.

From Chapter 28 of the Acts of 2009 (Full text found here: You must be logged in to see this link.), the change in question:

SECTION 84. Said chapter 268A is hereby further amended by adding the following 4 sections:-

Section 29. Each municipality, acting through its city council, board of selectmen, or board of aldermen, shall designate a senior level employee of the municipality as its liaison to the state ethics commission. The municipality shall notify the commission in writing of any change to such designation within 30 days of such change. The commission shall disseminate information to the designated liaisons and conduct educational seminars for designated liaisons on a regular basis on a schedule to be determined by the commission in consultation with the municipalities.

Even though the section opening states there are four new sections added to chapter 268A, I only reproduced the one in question in the current discussion.

I was just skimming through some of the changes and they are pretty hefty. Some fines, specifically section 61 are going from $5000.00 to $100,000.00. Looks like the state is really cracking down with this.

Did the Assistant City Solicitor become "The Solicitor"? I just think the Solicitor should be handling this although I think she's smarter than her anyway.
