Rumor is that Sachetta is not running next year; so he is a fair choice in that regard IMHO. We'll have to see how he does in the position though. |

If anything is going to get done this year in city council, it'll need to get done before nomination papers are available for the new city council. After that, it'll all be about getting elected. |

2. I don't mind this piece because all it really does is give the city more options in setting the tax rate each year. The actual decisions would still have to be made each year.
But this has been talked about so many times that you'd think that the members of the city council would understand how this would work. There is no guarantee that this would lower the residential tax bill and in fact we know for certain that any home owner exemption increases the taxes on non-homeowner occupied residential properties and more city residents own one or more additional properties in the city than previously thought.
As was stated last night, the idea is to pair the increase in the residential exemption with a lowering of the shift of taxes on to the commercial base; thereby shifting taxes to the residential side of the ledger to lower the commercial rate. I think that if they actually ran those percentages (30%/165%) with the FY13 valuations and taxy levy, they might be surprised with the results.
In a way though, it's all really smoke and mirrors. Somebody still has to pay the tax levy. The only meaningful way to reduce taxes is to make impactful changes to the city budget. And before anyone asks, I don't really know how the city could do that and keep moving forward. I not saying that nothing can be cut from the budget but it is certainly questionable how much of an impact that could have on the tax rate.
4. This piece kinda bothered me in more than one way. Last fall, Councilor McLaughlin wanted to move the meeting before election date and he was "shouted down" because it was not a city election and the rules were the rules. OK, that's fine. But then the president doesn't show up for the meeting because he was working on the campaign of the congressman he work's for. Nice!!
Now, there's another election and it is technically not a city election even though, through redistricting, it only involves the city. And this time, it's OK to change the meeting date because some of the members are candidates. And the one that was doing most of the "shouting" the last time may stand too benefit by it. And no one says a word about it. Nice!! What I really don't get though is that they only did it for meeting before the final election and not before the primary. I guess that we can probably expect a couple of absences that night.
And what was up with the voting on that piece? Two of the councilors that could stand to benefit by it did the right thing and left the floor during the vote. The third stayed and actually voted on the piece. But did anyone expect him to follow any rules?
5. To me, all this piece equals is more face time for incumbents in an election year. Maybe there'd be more than five items on an agenda if they discussed issues at an an actual meeting. |

The agenda for the joint convention is posted on the city web site now; it is for the presentation of this year's version of the capital improvement plan. I thought that I checked it before I posted the above post; but I was probably wrong as I don't know when it would have been posted between then and now.
I was surprised the other night when the BOA rejected the administation's request for an extension of the due date for the capital improvement plan. But since I don't agree with the city solicitor's intrepretation that the entire new charter is "transitional" and I guess the BOA doesn't either, I'm not sure that they had any other choice. |

Mills, III To have the City examine the possibility of granting residents a 10% credit or discount on their residential water bill portion only, and that these residents meet the following criteria: 1. That the payee of the water bill be the owner occupant. 2. That the payee is up to date and current on all water bills with no liens against their property. 3. That the owner occupant only be allowed to claim the percentage of the credit/discount in proportion to their actual living space, if they reside in a multi-family home. 4. That this credit/discount only applies to the residential and not commercial water bills. 5. That an assessment 10% is added to the water bill for late payment, and that these funds that are collected go directly to the Water Enterprises. To be used at the discretion of the Water Superintendent as needed for equipment, tools materials and labor.
11. C0039-13 Resolution/s/Councilor Thomas F. Mills, III That the City examines the possibility of offering a tax credit to small businesses on their waste removal. That each tax quarters the small business present their waste removal bill to the Treasurer's Office and be able to claim up to $600.00 per quarter and a total of $2,400.00 per fiscal year. That this tax credit is applied to the small business's commercial property tax bill, and that they meet the following criteria: 1. That the businesses meet the Small Business Associations definition of a small business. 2. That this credit also applies to small businesses that are under a triple net lease agreement. 3. That the small business is up to date in good standing and has no liens against their commerical property.
12. C0040-13 Resolution/s/Councilor Thomas F. Mills, III That the City consider the restoration, refurbishment and relocation of the Vietnam Memorial markers in front of the Old High School on Broadway. That the Director of Veterans Affairs be invited to appear or send a correspondence and offer recommendations as to the most suitable site to relocate these markers.

That Rule 10A - Public Participation be inserted after Common Council Rule 10 as follows:
Common Council Rule 10A-Public Participation
1). Each formal session of the Common Council shall include, subject to the provisions of Common Council Rule 8, a period of public participation which shall last up to ten (10) minutes. The subject matter of the public participation shall not be limited to the items before the Common Council at the present formal session. For the purpose of this rule, the term "public" shall be construed to mean any member of the public at large and not limited as to restrict any individual from participation.
2). Each member of the public shall place their name, address and brief description of their topic on the sign in sheet prior to the start of the formal session of the Common Council.
3). Each member of the public shall be limited to no more than two (2) minutes of participation without unanimous consent of the members present. Large groups should designate a spokesperson to speak on a particular issue.
4). This rule does not limit or replace the provisions of the Common Council Rule 16, which remains in full effect.
5). All comments are to be addressed to the President. Participants shall not promote or oppose any candidate running for office. Participants shall not use Public Participation to Exploit, or for Political Purposes. Participants shall not advertise. Participants shall not make personal attacks on council members or elected officials. Anyone making out of order comments or acting in an unruly manner shall be subject to removal from the meeting.
