COMMUNICATIONS FROM HIS HONOR THE MAYOR
1. C0053-07 Order/s/Councilor Sal DiDomenico, as President
Subject to confirmation by the Honorable City Council, and in accordance with the provisions of Massachusetts General Law, Chapter 121B, Section 5, I hereby appoint Kenneth Strong as a Member of the Everett Housing Authority with a term expiring March 2011.

2. C0272-06 Committee Report/s/Councilors McKinnon, M. Cardello, Keane, Matewsky, Sierra, DiFlorio, Hickey and Sarnie
Rules & Ordinances Committee Report on Ordinance to amend Section 13-16 a. No loitering city property; with a recommendation for favorable action on the Loitering Ordinance as amended by Committee. (Copies in mailboxes 2/20/07)(Enrolled as amended, sent down for ordainment)

3. A0080-07 Order/s/Alderman Joseph McGonagle, as President
To appropriate the amount of $11,744.00 from the Budgetary Fund Balance to the School Athletics-Misc. Expense Account for bleacher rental. (Passed sent down for concurrence)

4. A0083-07 Ordinance/s/Aldermen Joseph McGonagle, L. Charles DiPerri and Robert J. Van Campen
Joint Convention Report and Ordinance
To amend the Business Limited District and Industrial District to River Front Overlay District as described.



COMMUNICATIONS
5. C0010-07 Ordinance/s/Councilor Millie J. Cardello
FAVORABLE TRAFFIC COMMISSION REPORT
That Chapter 18, Section 18-93 of the Revised Ordinances of the City of Everett, “Stop signs”, is hereby amended by adding to the list kept on file in the City Clerk’s Office, the following: Oliver Street, at the intersection of High Street, in a northbound direction. The purpose of the amendment is to place stop sign to improve safety and to curtail speeding motorists in that area, at the request of residents, in the interest of public safety. All ordinances or parts of ordinances in conflict with the foregoing are hereby repealed.

6. C0394-06 Resolution/s/Councilor Millie J. Cardello
UNFAVORABLE TRAFFIC COMMISSION REPORT
To send correspondence to Senator Barrios requesting that a study be conducted on Bow Street regarding lowering the maximum speed limit as there has been an increase in the amount of accidents and also there are a lot of children and elderly that inhabit the area and it is very dangerous. Also to send a copy to the Traffic Commission for their input on the matter.

7. C0014-07 Ordinance/s/Councilmen James Keane and Joseph Hickey
UNFAVORABLE TRAFFIC COMMISSION REPORT
In accordance with Chapter 18, Section 18-93 of the Revised Ordinances of the City of Everett, “Obedience to isolated stop signs,” is hereby amended by adding to the list kept on file in the City Clerk’s Office, the following: Three-way stop signs at the intersection of Lynn Street and Grover Street.

8. C0023-07 Resolution/s/Councilor Rosa DiFlorio
UNFAVORABLE TRAFFIC COMMISSION REPORT
That the Police Traffic Division monitor the area of Church Street and Broadway and Mansfield Street and Broadway, specifically on Saturdays and Sundays, as vehicles are not complying to the blinking red light where pedestrians and other vehicles are being impeded, due to numerous complaints from churchgoers at Immaculate Conception Church.

9. C0030-07 Ordinance/s/Councilors William L. Cardello and Joseph F. Hickey
FAVORABLE TRAFFIC COMMISSION REPORT
That Chapter 18, Section 18-138 of the Revised Ordinances of the City of Everett, “Service Zones” is hereby amended by adding to the list kept on file in the City Clerk’s Office, the following: 454 to 456 Ferry Street, Monday through Saturday, 8:00 a.m. to 6:00 p.m. The purpose of the amendment is to place a service zone –15 minute parking, not to exceed longer than 30 minutes sign at the above-described area, intended for safety and convenience of patrons of Mega Hair Salon.

10. C0036-07 Ordinance/s/Councilor James A. Keane
FAVORABLE TRAFFIC COMMISSION REPORT
That Chapter 18, Section 18-133 of the Revised Ordinances of the City of Everett, "Prohibited on certain streets" is hereby amended by adding the following to a list kept on file in the City Clerk's Office:
Birch Street, even side, from Clarence Street to Elsie Street, at all times. The purpose of the Ordinance is to place no parking signs at described location. All ordinances or parts of ordinances in conflict with the foregoing are hereby repealed.



COMMITTEE REPORTS
11. C0005-07 Order/s/Councilor Michael Mangan
Finance Committee Report on Resolution offered by Councilor Michael Mangan-That the Joint Committee on Finance conduct research into compensation that is provided in other Cities for the office of Mayor, City Council and School Committee and that the Committee reports back their findings and recommendations to the City Council; with a recommendation for favorable action per Order attached to Report to provide the School Committee with an annual salary of $6,350.00 retroactive to January 1, 2007.



UNFINISHED BUSINESS
12. C0019-07 Resolution/s/Councilor Cynthia Sarnie
City Services report in person or written response this meeting (February 5th) on the progress of cleaning sewer drains in ward six, especially Village Area and all of Main Street down to lower end of Broadway, as well as, providing what other parts of the City have been completed, due to high volume of flooding and to prevent any further flooding.



NEW BUSINESS
13. C0046-07 Order/s/Alderman Joseph McGonagle, as President and Councilor Sal DiDomenico, as President
That the City Council hereby establishes an annual salary of $6,000.00 to be paid to the Clerk of the Common Council effective July 1, 2007.

14. C0047-07 Order/s/Alderman Joseph McGonagle, as President and Councilor Sal DiDomenico, as President
That the City Council hereby establishes an annual salary of $6,000.00 to be paid to the Clerk of the Board of Aldermen effective July 1, 2007.

15. C0048-07 Order/s/Alderman Joseph McGonagle, as President and Councilor Sal DiDomenico, as President
That the City Council hereby establishes an annual salary of $48,000.00 to be paid to the City Council Administrative Assistant effective July 1, 2007.

16. C0049-07 Ordinance/s/Alderman Joseph McGonagle, as President and Councilor Sal DiDomenico, as President
That in accordance with the provisions of Chapter 2, Section 2-102, "Compensation" of the Revised Ordinances of the City of Everett, the salary of the Clerk of Committees shall be $27,000.00 annually, effective July 1, 2007.

17. C0050-07 Resolution/s/Councilor Catherine Tomassi Hicks
That the Police monitor the no parking here to corner state law at the corners of Parlin Street and Main Street due to numerous complaints from the neighborhood, and citizens using the MBTA bus stops, as it is a safety issue for them having to get on the buses, all along Main Street.

18. C0051-07 Order/s/Councilor Millie J. Cardello
In accordance with the provisions of Chapter 17, Section 17.1 (b) of the Revised Ordinances of the City of Everett, "Names & destinations; erection of signposts" that the intersection of the Revere Beach Parkway (East Bound) and Gladstone Street be dedicated and named the "Sgt. Rudolph "Rudy" Delcore Square". Rudy Delcore as a decorated Army Veteran of WWII. Paperwork substantiating this request has been submitted to the Everett Veterans Services.

19. C0052-07 Resolution/s/Councilor Michael Mangan
That Representative Stephen Smith appear this meeting to discuss the way the lottery aid is distributed throughout the Commonwealth.

20. C0054-07 Resolution/s/Councilor Lorrie Bruno
That the Personnel Director appear this meeting with an update on the parking enforcement people.

21. C0055-07 Resolution/s/Councilor Lorrie Bruno
That the Mayor appear this meeting with an update on status of the forensic audit.

Smells like Fred did it for someone? Absolutely. He always tries the "best defense is a good offense" thing. He wants the CC on the defensive so they'll pass the salary piece for his belovedly co-opted school committee.

BTW - does Alconada still live in Everett? I know he was trying to sell his house last year.

If the SC begins to get paid, any of them with 10 years service or about to get 10 years will be eligible for a pension from the city. I was told they already receive the Health Insurance, but I haven't verified that.

Did anyone notice item 21? Lorrie Bruno wants the Mayor there to speak about the forensic audit. We will probably get more of the same...........nothing.

I will tell you this much, it is not from the School Committee. I'm sorry if it looks like I'm playing games, I gave my word to let it come out at the meeting tonight.

Massdee, I don't think they can be getting health benefits. You have to be a paid employee of the city in order to take part in the health benefits.

Also . . . are you saying their current services is going to be "grandfathered" in in order to put them into the pension system? Because it's my understanding, again, that you have to be a paid employee to be eligible to receive a pension.

This just gets more and more bizarre.

What I was told and have not yet verified, that they already get the health Insurance and the exact words to me were, "if they have 8 years in already in another two they will be eligible for the pension," The person who told me should know, but like I said I haven't verified it, so I won't say it's absolute.

Citizen, what you are saying makes more sense to me. We will have to listen carefully tonight.
