This soon-to-be candidate for school committee is a long time nemesis of the corrupt midget of Vine Street.

The "giant killer" moniker is just a little humor on what F-cubed thinks of himself (a giant among men).

It's not Phil or George. It may even be public soon.

F-cubed will have to change undergarments when the announcement is made.

I just heard it is going to be Ragucci running for school committee. As much as I think we need new members, his name is not one that would EVER come to mind.

We can't play our hand too soon.

It is being talked about in a lot of places that Dave Ragucci is going to run for School Committee. I heard it in 3 different places late today. If he's running, I wish it was for Alderman Ward 6. I can't stand the thought that Faia, as of yet, hasn't anyone running against him. I know there is still plenty of time for people to pull papers but just the thought of a Forestiere family member on the BOA is enough to make me sick.

I never would have guessed that one. Tell me, when he was Mayor and all the crap was going down with Forestiere was Ragucci for or against him? I honestly don't know.

Mayor may get vote on schools
After audit, council seeks more oversight

In the latest response to a scathing state audit of the School Department's finances, the City Council has taken initial steps to make the mayor a voting member of the Everett School Committee as a way to ensure it is informed of the department's activities.



City and school officials said the proposal, which would have to be approved by voters, will help improve their long-strained relationship. Both the Common Council and the Board of Aldermen, which jointly make up the City Council, recently voted for the request.

The city charter states that the mayor is an ex officio, or nonvoting, member of the committee. Mayor David Ragucci, a longtime critic of the School Department and Superintendent Frederick Foresteire, said that having a vote on the committee will help him oversee the department.

''I would think that the guy that's responsible for the entire tax dollars in the city, having a vote in the largest department of the city, will bring more accountability," Ragucci said.

Ragucci acknowledged that it was not until recently that he began attending School Committee meetings, which he said are difficult for him to get to because they often occur on the same nights as council or aldermen meetings. He said he would like to see the committee meetings moved to a different night.

If the mayor is allowed to vote, the City Council will be more aware of School Department decisions, said Jason Marcus, aldermen president, who said he sponsored the proposal at Ragucci's request.

''The audit made us aware that we probably should do this," Marcus said. If voters approve the request, ''The mayor will be able to answer to us. I have no idea what they do down there."

Last month state Auditor Joseph DeNucci released a report in which poor city oversight was cited as partially to blame for the School Department's mismanagement of $1.2 million of its budget, as well as the use of unlicensed teachers.

Last Monday the Common Council asked City Solicitor Robert E. Jordan Jr. to review its request. Jordan said last Wednesday that he would send the one-sentence request back to the aldermen, who first introduced the proposal, for clarification. Among other things, Jordan said he needs to determine whether the City Council would like to petition the change through the state Legislature or by gathering voter signatures.

A voter petition drive would require city officials to collect signatures from at least 15 percent of registered voters, asking whether they want to place the question on the ballot.

The City Council could instead petition state legislators to allow them to place the question on the ballot, Jordan said. Ragucci said he would like to see it on the November ballot. The secretary of state requires that ballot questions be certified 60 days before the election. Jordan said that because the request must be amended for clarity, it must be voted on again by both the Common Council and the Board of Aldermen before it is sent out as a petition.

In several Massachusetts communities, the mayor is not only a voting member of the School Committee, but also the chairperson. City officials are not seeking to make the mayor the committee's chairperson, Marcus said.

Ragucci, who is up for reelection in November, has sought Foresteire's resignation since the superintendent was indicted last year on a charge of receiving stolen property. Foresteire has pleaded not guilty to the charge, which alleged he had two $1,200 air conditioners installed at his home at the school district's expense. He was one of 11 people named in a 41-count indictment by the attorney general's office that alleged bid-rigging and illegal kickbacks of school construction and maintenance contracts.

Foresteire said he supports the addition of the mayor, adding that the School Committee voted in favor of it in a meeting last month, just days after the release of the state's audit. The committee also voted to turn over maintenance of school buildings to the mayor's office as of July 1.

''It would be nice to have the mayor involved with the day-to-day operations, instead of having him sitting down to the side," Foresteire said. ''He would be part of the discussion. . . . I think it will help the relationship between the city and the School Department. It's a way to see if we can stop this bickering."

Everett schools chief placed on probation

The superintendent of Everett's public schools, Frederick Foresteire, was placed on one year of probation and ordered to pay $2,090 in court fees after a Middlesex Superior Court judge agreed yesterday to dismiss a criminal indictment that accused him of using two school air conditioners in his home.

On what was to have been Foresteire's first day on trial, Judge A. Paul Chernoff continued the case without a finding, meaning that the two counts of receiving stolen property valued over $250 will be dismissed if Foresteire does not get into trouble for the next year.

Foresteire's lawyer, Frank Mondano, said the superintendent maintains his innocence.

Foresteire was among 11 people from eight different communities indicted in 2004 by Attorney General Thomas F. Reilly after an investigation revealed evidence of bid-rigging and illegal kickbacks on school construction and maintenance contracts. Although Foresteire was not suspected in the bid-rigging scheme, prosecutors charged him with receiving two air conditioners for his home that were purchased with city money and meant to be installed in two schools.

Chernoff rejected a request by the attorney general's office to have Foresteire pay a $500 fine plus restitution for the two air conditioners, according to Reilly's spokeswoman, Beth Stone.

"Mr. Foresteire abused his position of power and the public trust. We are pleased he acknowledged the evidence against him was sufficient for a guilty finding in this case," Stone said in a statement. "We disagree with the judge's decision to not follow our recommendation for a guilty finding and repayment to the City of Everett for the air conditioners that investigators found in Mr. Foresteire's home."

Foresteire, who attended yesterday's court proceeding with his wife, did not return a later phone call seeking comment.

Shortly after Foresteire's indictment two years ago, the Everett School Committee voted unanimously to allow him to continue working despite a request by David Ragucci, then mayor, to place him on leave.

According to a statement read in court by Assistant Attorney General Beth Merachnik, the Commonwealth had evidence that Foresteire had installed in his home a $1,229.58 Friedrich air conditioner originally meant for the Parlin School, and a $629.95 Panasonic unit meant for Everett High School.

One of the main figures at the center of the bid-rigging scheme, school department maintenance manager Lona T. DeFeo, pleaded guilty last year to multiple charges and was sentenced to five years probation and 100 hours of community service. Louis Grande, an independent contractor from Reading, who state officials alleged received the majority of the contracts, died last year, according to the Office of the Inspector General.
