COMMITTEE REPORTS 13. C0011-07 Committee ReportPublic Service Committee Report on Resolution offered by Councilor Stephen Simonelli-To have the Mayor appear to update on the civilian resident parking attendants issue. No quorum present, the meeting adjourned at 7:00 pm. (Sponsor is requesting the matter be referred back to him)
14. C0045-07 Committee ReportPublic Service Committee Report on Resolution offered by Councilors Lou Sierra, Stephen Simonelli and Joseph King-To request a public service meeting be called for the residents of Mt. Washington Street in regards to water flow issue and snow removal. (Sponsor requests matter be referred back to him) No quorum present, the meeting adjourned at 7:00 p.m.
15. C0070-07 Resolution/s/Councilor Leo McKinnonPublic Service Committee Report on Resolution offered by Councilor Leo McKinnon: That the Parking Clerk and the current four (4) traffic enforcement individuals come before the Common Council to explain why they are not eligible to use their own vehicles as the new night enforcement people are entitled to. To also explain the current pay rate for those on the job compared to those that are being offered the night enforcement jobs. We would also like a list of the candidates that have applied for the nighttime enforcement job, as well as, what cities these individuals live-in currently; (Sponsor requests matter be referred back to him). No quorum present the meeting adjourned at 7:00 p.m.
16. C0006-07 Committee ReportFinance Committee Report on Resolution/s/Councilor Leo McKinnonThat the City of Everett consider adding on their next bills, that we have a box to give ($1.00) one dollar to youth sports, as this would help youth programs off-set the traveling cost to the parents, and would not leave any child out of the activities. (Amended by deleting "as this would help youth programs off-set the traveling cost to the parents" and insert "within the City of Everett Youth Organizations")(Amended by deleting word "parents" and inserting "child".
UNFINISHED BUSINESS 17. C0063-07 Resolution/s/Councilor Leo McKinnonCETF Chairman, Mr. Frank Champi, appear this meeting to give the Common Council an update on code enforcement in the City, to explain how the new nine employees are working out under his direction, and to also set up a process of getting the Council a written report on all properties within the City that are being investigated with updates on progress made at said properties.
18. C0068-07 Ordinance/s/Councilor James A. KeaneTo place 20MPH speed limit signs on Woodlawn Ave due to complaints of speeding motorists.
19. C0081-07 Resolution/s/Councilor Catherine Tomassi HicksThat the City consider building an indoor pool for use by the citizens of the City of Everett.
NEW BUSINESS 20. C0095-07 Resolution/s/Councilor Leo McKinnonThat the Traffic Commission make recommendation for placing a "No U Turn" sign at the corner of Carlson Street and Ferry Street, in the interest of public safety.
21. C0096-07 Resolution/s/Councilor Wayne A. MatewskyThat the City Clerk investigate possibility of beauty salon/barber shop being located at the car dealership on Chelsea Street, at the corner of Chelsea Street and Chelsea Place due to neighborhood concerns that there is a new business there.
22. C0097-07 Resolution/s/Councilor James A. KeaneWhereas the Everett Common Council voted unanimously to support a change in the Charter of the City of Everett which would prohibit candidates from seeking more than one municipal office; and Whereas said change will not be considered by the State Legislature in time for this election cycle; Therefore, Be itResolved: that the members of the Everett Common Council pledge to honor the spirit of that order and not seek multiple offices in the 2007 elections, and Be it Further Resolved that the Members of the Common Council urge all candidates for office in the City of Everett to do the same.
23. C0098-07 Resolution/s/Councilor Lou SierraTo request Engineer Mr. Paul Coviello to appear this meeting with update on Mt. Washington Street situation with water drainage and sewer problems.
24. C0099-07 Resolution/s/Councilor Joseph F. HickeyThat the Mayor instruct all City departments, including Everett Housing Authority, to replace all worn and tattered American flags throughout the City.

Not enough members of that committee attended the meeting for official business to be conducted, so they couldn't vote on anything. I believe they have to have a simple majority of members present (50% +1) in order for the meeting to be "official." |

Aren't these paid committee members? They have the option of attending meetings? I don't have the option of going to work. |

They don't get an extra stipend for attending committee meetings; it's part of their duties as members of the City Council. Some of them are very good about attending committee meetings; others are not. Some of the committees barely meet at all. Those on Rules & Ordinances put in the most work, I think. |

If it is part of their duties than why were they not present? Basically your telling me that more than half were not there and that "No quorum present" is okay with the City. Didn't we elect them to do a job? |

Lynda, to be fair to some members of these committees, at times the meetings are scheduled when they can't attend. Things come up like work and family commitments. Some just don't do their jobs and rarely show up. I don't know what the situation was with this meeting. |

No, Lynda, I'm not saying that it's "okay with the City." But this isn't something new to this particular group of councillors. Massdee is right . . . sometimes people just can't make it to the meetings because they have lives outside of the Council chamber. It's the ones who make a habit out of "not showing up" who are the problem . . . but in all honesty, the public at large doesn't pay enough attention to the committee meetings, so . . . when no one's watching the store. . . . |

That is just sad that this goes on. Do they not attend because it isn't televised and they think no one will know? I realize people have lives outside of Council however, they made a commitment to this city and if other than a family member taking ill there should be no reason for them to miss a meeting. |

I'm sure that's part of it for some of them.
I'm not sure that a family member taking ill would be the only reason they couldn't attend. Sometimes people get caught up late at work; sometimes their kids have events that they have to attend; there could be any number of reasons why a council member might miss the occasional committee meeting. It's those that continually fail to show up who should be brought to task or removed from the committee.

When they give the Committee reports at the "Regular Meetings," do they say which members were present or not at the Committee Meeting? If their attendance was made public, that might get more to show up regularly. |

No, they don't give the attendance, but it's public record; if you wanted to know who attended (or not) a particular meeting, you could probably call the Council office, and Caroline McCorry would tell you. If you wanted a report for more than one meeting, you'd probably have to request the info in writing. |

Then, maybe if they were to give the attendance record at the televised meetings, more members might show up. Just a thought. |
