I turned it on to see if I could catch the tape and quickly figured out they were cutting line by line. They should have done this two weeks ago. Have they been able to cut much? |

I think it's time we consider changing more than the occupant of the corner office. We've definitely got the inmates running the asylum! |

Loie, you really are an ass. Everyone here seems to be saying that the city council dropped the ball on this, and still you're not happy and won't be until we all say "oh,look, Hanlon was right all along." Well, Lou, that's never going to happen. The mayor submitted a bagus badget and refused to work to help cut it down; he's lied since the day he took office; he began his tenure in office by alienating the very people he needs to work with.
It's all very sad. Even the darkest days of the end of the McCarthy administration or the Ragucci administration, when just about every member of city government had lined up against them. Very very sad . . . |

Friends,
I think you have to give credit where credit is due. $4.3 million dollars in cuts were made last night, while the mayor tried to tapdance about his own cuts....which he alleged were $2.5 million but were in fact only $1.5 million with a 1 million dollar transfer from free cash...which won't be certified until the fall. Sal DiDomenico, Rosa Di Florio, Cynthia Sarni, Jim Keane, and others - should be commended. I am not sure what was up with Simmie last night, but he's lost some significant credibility with me....and Wayne didn't exactly distinguish himself in the beginning, with his willingness to just go along with the mayor.
You know folks - it may not have been pretty - but it was a great big step for the taxpayers. Now the Aldermen have to step up. |

Thank you Court4Fred - I agree when you say - "you have to give credit where credit is due". Most members of the CC worked very hard on both the budget and the respective cuts. I personally think they did a good job. I would have prefered additional cuts but I believe our new Mayor will make those cuts when he takes office in January. I would also have liked to see a few of the members remain at home instead of showing what dopes they really are. The Budget is the largest responsiblity that City Government has. To not attend the meetings and/or to show up at the meetings unprepared is a disgrace. How can you attend a budget meeting without having your budget book with you? I hope the Aldermen accept the budget as is - don't mess things up by trying to cut more and prolong this even further. When Free Cash is certified, a portion of it can be applied to the tax rate which will help us even further. Thank heaven that September is right around the corner! |

I stopped watching about 1:00 PM. Who voted against the cuts the CC made. The last total I remember hearing sometime during the meeting was 2.6 million. I am so glad they were able to cut 4.3 million. Fedup, you are right, I am sure the budget will be cut even more come January. |

That's assuming hanlon hasn't spent it all his last few months in office. Is there anyway to prevent him from going hog wild after he loses the primary? |

Maybe some members of the BOA have some other cuts they would like to make. Could they do that and vote on it and then have the CC meet tomorrow to vote on even more cuts? |

If the BOA makes any changes....the CC will have to come back - but not tomorrow. They have to scheduled 48 hours in advance for a public meeting. This means....a 1/12 budget. |

If they have to be scheduled 48 hours in advance, when did the BOA get scheduled? I missed Mondays meeting, did they schedule it then?
Once the BOA and the CC approve the (same) budget, what's the next step? Who sends what to DOR? Does DOR have to do anything with it? Are we done for now?
I'm sorry, I seem to have so many questions. I've gotten caught up in this and everyone here seems to have the answers so i don't have to chase them down!
Thanks............... |

Just me,
The BOA scheduled an emergency meeting on Wednesday; it was done by collecting the signatures of the members requesting the meeting.
Once the same budget is approved, it is sent to the mayor's office. It will also be sent to the DOR, along with the city's revenue projections. Usually by the fall, the DOR will certify the city accounts and free cash. If the revenue projections are consideredly overly optimistic, the DOR will refuse to certification, and will take steps to influence further cutting in advance of setting the tax rate.
This is why the city council had every reason to be concerned about the mayor's budget. It was over the tax levy, and relied on a cash infusion from the free cash account, which won't be certified until the fall. This is no way to way to run a city. |

From Mass General Law
Chapter 39 Municipal Government
Section 23A. Definitions
“Emergency”, a sudden, generally unexpected occurrence or set of circumstances demanding immediate action.
Section 23B. Open meetings of governmental bodies
Except in an emergency, a notice of every meeting of any governmental body shall be filed with the clerk of the city or town in which the body acts, and the notice or a copy thereof shall, at least forty-eight hours, including Saturdays but not Sundays and legal holidays, prior to such meeting, be publicly posted in the office of such clerk or on the principal official bulletin board of such city or town.
Since the Mayor doesn't believe this situation is an "emergency", I believe that they should follow the 48 hour rule or this issue will end up in court too! |
