I just turned Channel 16 on and there is a Common Council meeting at 6:00PM. Does anyone know what's on the agenda?

The meeting was for the city to except the new High School, which they did. |

The city to accept the new high school? Doesn't the school committee need to accept it? I thought once everything was completed, it then came under the jurisdiction of the school department.

Both the CC and the BOA met tonight to accept the new high school. Two votes were taken at each meeting, one to accept the school from the contractor, another to turn the school over to the school department. The school committee will have to vote to accept the school at their next meeting.
There was also a second special meeting of the BOA at 7:00 PM. The purpose of that meeting was to discuss the mayor's budget letter. No one from the administration appeared because the letter that the BOA members sent requesting the meeting did not request it. Will these bozos ever learn? The result of the meeting is that a letter is being sent to the AG's office to request a ruling on the legality of the mayor's action. The vote was 6 to 1 with RVC voting against. |

Can both bodies meet on the same night and take votes? Or is it just on the budget they can't do that? |

I wonder if they will get a ruling from the AG's office. They want an answer by the second meeting in September. That will end up being the day after the primary. |

The High School came out awesome and looks so grandeur sitting majestly on the hillside. I can't wait until my oldest goes there. Of course that won't be for 6 more years after this school year ends. LOL |

Citizen, my impression was that RVC didn't think the AG's office would make a ruling. McGonagle made the motion and it was second by DiPerri. McGonagle said he spoke to the DOR and they suggested sending it to the AG's office. |

RVC's had a few arguements for voting against it. He felt that the AG's office would return the same opinion as the DOR, i.e., it is a local matter and should be settled locally. He felt that they had to accept the city solictor's opinion on the matter citing a past incident when the council wanted to hire an outside attorney and then Solictor Salvado (?) ruled that the city solictor was the legal representative for the city. He also cited the incident when the budget was cut in 2003 and Mayor Ragucci cut the city budget after the state cut local aid even though the City Council had rejected the cuts. He thought that since the City Council hadn't challengers the mayor's authority in that case, they shouldn't now. Just remember, I'm only the messenger.
I think that most of the members of the BOA don't believe that they will be able to do much about the present situation. I think what they really want to do is to challenge the notion that mayor can have the law intrepreted to suit his own agenda. |

Well . . . we'll never know until we ask, right, massdee? Maybe the greater fear is that the AG's office will make a ruling and it won't be in Hanlon's favor. At least that's what I'd like to think they'll do, but who knows.
Tetris, I would think that the adminstration not being asked to appear was by design. Really . . . what else is there for Hanlon to say?

Carlo wanted to ask the mayor to explain the letter, and give his side of it. I think everything was said at the CC meeting about the letter. |

I agree. The Mayor has given his side of it. His side of it is, basically, "I don't care what you say, I'm going to do what I want anyway."

When Carlo first started talking it appeared he was going to vote the same as RVC, then something that was said changed his mind, any way that was my take. |
