I've only seen about 2 in the past year myself. And on of them was at Glendale park over last summer. A bunch of little kids (like 4, 5, 6 yrs old) were playing in and on it. A little while later my friends daughter and my other friends son were in it. the girl was in the front and the boy in the basket part. Another little kid tried to push them forward and the carriage was on a slight hill and tipped over to the side. I ran over to them and picked the girl out and her elbow bone was protruding (not through the skin) and i could tell it was broken. This is why they are called accidents. If we could have foreseen a broken arm then all the parents would have yelled at their kids to stop playing on the carrigge. I do agree that Joe Manganaro does a lot for the kids of Everett and I'm sure he would have been very willing to do whatever the city was asking, but having him at the meeting was really not necessary. |

Well, I guess that Alderman Nuzzo isn't the only one that has a problem with shopping carts.
Ordinance Committee moves shopping carriage law forward

MALDEN - The Malden City Council ordinance committee voted unanimously Tuesday evening to forward a paper to the full board requiring local retail merchants to devise a retention plan for their shopping carts. The vote will be taken at the end of the month.
Citing shopping carts abandoned throughout the city as a public nuisance and a safety hazard, Ordinance Committee Chairman Michael Sheehan stated that the new law, when passed, would require Malden retailers to keep shopping carts on their property.
The city council in recent years has passed laws to curtail abandoned property throughout the city. Abandoned shopping carts have been a hot-button issue in the city for many years.
Just this past year, the council passed an ordinance that allowed the city to treat abandoned vehicles as trash.
The new ordinance would fine establishments $20 per shopping cart for the first three carts found off the businesses property and $50 per cart for each subsequent offense.
Major local retailers in the city such as Walgreen’s and Super 88 market have already implemented a shopping cart retainer system, with Super Stop & Shop’s system going into place by the end of the month.
Once the paper is forwarded to the board and passed, all retailers in the city would be covered.

Seriously, if a kid is playing in a shopping cart that is the parents problem. I never see carts around the city. Am I the only one?

The only carts I see around the city are the ones that are taken the night before trash day (in my neighborhood) and then they use them to go through our trash. It is very sad and gross! |

Sad but true. Than they just leave the carts wherever they finish for kids to play and get hurt with. |

In my neighborhood, they have been going into the yards to go through recycling bins, not just on trash night, any night they happen to be in the area. We have now had to move our bins indoors. |

If there were tougher recycling ordinances in the city, the people who are looking through your trash will only have to look through the bins. No need to tear open bags looking for that nickel. |

And if the kids get hurt playing on my parked car should we stop parking our cars? Parents are responsible for the kids not the city.

Sally - there is such a thing as an "attractive nuisance," and the stores do have an obligation to either prevent the carts from leaving their property or pick them up expeditiously. I agree that the city can't be expected to parent children, but I do see a responsibility on the part of the stores to take proper caution. |
