17. C0160-08 Order/s/Councilor Lorrie Bruno, as President That up to $2,000,000.00 is appropriated for the design, remodeling, reconstruction, construction, furnishing and making of extraordinary repairs to the Parlin School and grounds; that to meet this appropriation the Treasurer, with the approval of the Mayor, is authorized to borrow up to $2,000,000.00 under M.G.L., Chapter 44, Section 7 (3A), M.G.L., Chapter 70B or any other enabling authority; and that the Everett School Committee is authorized to take any other action necessary to carry out this project.
18. C0161-08 Order/s/Councilor Lorrie Bruno, as President To authorize the Mayor to enter into an agreement with the School Committee to make operational by furnishing and equipping the planned Everett High School Cable Studio at the recently completed Everett High School. Further, that $375,000 be authorized for the project be funded as follows: Up to $150,000 be provided from funds available to the City's Cable Television ECTV Account; that a similar amount be provided from the Fiscal Year 2009 annual operating budget of the School Committee; and that the Mayor be authorized to borrow any additional funds to achieve the $375,000 first noted. In addition, the Mayor, may accept additional funds beyond the $375,000 offered by grants, matching programs, and by gifts.
19. C0162-08 Order/s/Councilor Lorrie Bruno, as President To transfer from available funds in the Cemetery Lots and Graves Account 82-3711-00 (Sale of Lots and Graves Fund) the existing available interest amount of $115,000 to the Fiscal Year 2009 City Services Capital Outlay Account for Cemetery Equipment - New Vehicles Account 01-490-50-490-5876.
20. C0163-08 Order/s/Councilor Lorrie Bruno, as President To authorize the City of Everett to adopt the residential property tax exemption of 20% of the assessed value for owner occupied class one residential properties for Fiscal Year 2009.

C0139-08 CC Worksheet Common Council Worksheet Monday, June 16, 2008 Pursuant to Rule 17 of the Common Council, all resolutions requesting the repair, replacement or maintenance of pavement, sidewalks, traffic signals, signage, playground equipment, or other similar requests, shall be placed on a separate worksheet and voted on collectively at the next formal session, and, if passed, referred to the respective departments for their response back to sponsors. 1.Sponsor: Councilor Catherine Tomassi Hicks-That a tree is planted in front of 36 Woodville Street. Item# 1…Isn’t 4th street the street that Attorney Rossi spoke of for Thibeault? It's interesting how fast these issues for Thibeault are going through.
Item 2 & 3 are a little funny because they either tried to cut the summer jobs last year or hold them over.
A lot of City Service transfers too.
Item# 13… I thought the 2 million was done already?
I think Joe Hickey should give up this cease and desist towing, it’s getting as bad as the Best Buy sign it’s on the agenda so much.
Item 33… the public hearing concerning Wood Waste…since they will not be in session for the summer, what kind of a time frame are people looking at and I think it might be too late or can you have a public hearing without being in session? Item 37… are the library stairs still not fixed? That was requested in the winter and that is a public safety hazard if there not fixed yet.
I really hope Stat Smith shows up for item 39. Those are important and need to be resolved. You should not be running for more than one seat and this city screams for charter review.

number 1 is fast? hasn't that case been in litigation for years? They whole case has to do with 4th street....if a couple of years is fast, we have problems |

Monday was the first the I heard of it. Two weeks prior I was under the impression the Mayor didn't know what was going on.
He was big on saying he would take care of illegal housing and I have not seen anything different and furthermore the parking on the lawns is out of control, they drive right up the sidewalk on the lawn with no regard and no one’s ticketing or for residential parking and nothing is being done.

The 4th Street issue has been going on for a while. It's located down by the old city yards. Two weeks ago, I believe the mayor was talking about not knowing who the owner of lower Broadway is. |

I realize 4th street was part of the litigation but I'm thinking about it this way. Lets say Stephen Simonelli never had his outburst and we all know Jason Marcus never would have put that on the calendar if that didn't happen so would 4th street be on the calendar this week? I think that's doubtful. So, what I meant was if none of this happened and Wood Waste was not any agenda, I don't think we would be hearing about this at this time. |

I'm still having trouble sorting out this agenda. I'll comment on it once I think I have a better handle on it. However, I'll share this insight on it now. The agenda was posted on the city website much later than normal. Some of the items on it don't appear as if they belong on it, items 28 to 30 in particular. Items 28 and 30 are identical and I thought that the issue had been disposed of previously. I thought the same about item 29. It also wasn't signed by Caroline McCorry, so I wouldn't be surprised if it were someone else's handiwork. I also wouldn't be surprised if a different version of this agenda was used Monday night. |

#1 - Didn't the abutters have a problem with this? Should be interesting. Did this show up on the agenda quickly? Not really, in relationship to when it should have been addressed. Did this show up on the agenda quicker than some other items that are also current priorities? You could look at it that way.
#2 - For FY08, this transfer wasn't made until free cash was certified (at least the second time - the state made the city rescind the original transfer and do it again after certification). The amount requested for transfer is also up 50% from last year. Why aren't we waiting to see what we can afford for FY09? Otherwise, why not just fund it in the budget? (I know, the way I worded it sounds kind of strange; I couldn't come up with anything better.)
#3 - We debated whether this is a good use for city funds to death last June; not really looking to go there again. The only real question I have is since the city has been planning to go forward with this for some time now, why wait to the last possible minute to fund it?
#4, #5, #10, #11 - Now we know what Mr. Zaniboni was talking about during the budget hearings when he wasn't using his microphone. The snow removal line items were also overspent by over $90,000. Where are those transfers? Looks like the city is going to take advantage of the state laws mentioned by Mr. Carlisle during the budget hearings that allow these expenses to extended until later in the year. A good idea or just another shell game?
#12 - Huh? Depending on the order that items are taken in, the budget hasn't even been passed yet; how do you cut it thru a separate order? I think I understand the point that it's trying to get at though. Last year, during the budget process, the parking clerk's budget wasn't fully funded; later in the year, a transfer was made from the parking receipts' revolving account to fund the rest of his budget. This year, the parking clerk's budget appears to have been fully funded during the budget process. I thought that it made some sense to do it the way it was done this year; as long as the amount taken out of the revolving fund later on doesn't exceed the amount of the parking clerk's budget, what's the difference really? Maybe state law requires it to be done the other way though. We'll find out tomorrow, I hope. BTW, don't the line items being cut and how much to cut from each need to be specified?
#13 - I'm assuming that this is an additional transfer of $2,000,000 to the tax levy. Is this really a good idea? Is this what Mr. Carlisle was talking about during the budget hearings when he said that there are ways to protect free cash? I really want to hear the justification for this one.
#14, 15 and 16 - So, does the way that these are worded mean that are going to be added on to the tax levy? Was this just a shell game? To get the original budget under the tax levy? To make the savings in the city side of the budget appear bigger? I hope we get some useful information on this one.
#17 - Obviously, the Parlin School needs some major renovations to bring it up to the standards to the new schools. But, we've been told by this administration that the city can't afford to borrow any more money. A rock and a hard place issue, for sure. And let's be honest about it; if you offer the school department up to $2 million, you'll be borrowing $2 million. When is this money going to be borrowed? Was there enough money included in the budget to pay for this borrowing?
#18 - Still don't understand why this wasn't included in the building of the new high school. Another $75,000 in borrowing? Many of the issue of item #17 apply but you can't rule out that the borrowed amount could be reduced by donations.
#19 - Does the cemetery really need to spent that much for new vehicles? Or is this a "wink-wink" issue? Not usually one for breaking the rules but...
#20 - Glad for some consistency but I know that everyone won't necessarily be happy with this.
#22 - Didn't this already pass? Is it another loan? How do we pay for it? Answers, please!
#26 - I'd still like to see how you get to the budget's bottom line. You can't do it from the information that has been provided to the general public.
#28, #29, #30 - We'll see if I'm right about these.
#33 - I'm all for the public having their say but under what authority do you hold a public hearing? There may be one but I'm not sure what it would be. If there isn't one, wouldn't we be asking for laws to be broken? Would that make us any better than the people involved with the issues we'd like to see addressed? A voluntary public meeting? Possibly, but what would the impetuous be for Wood Waste to show up?
#36 - Sorry, not buying it. While the cat's away....
#37 - Why hasn't this been addressed yet? Is there anything more important than public safety? Since it seems like we're in the borrowing business....
Remember, this is a Common Council meeting. The relative complexity of this agenda says to me that aspirin should be taken before attempting to watch this meeting; I'm getting a headache just putting this post together. I had to break down the agenda to group like items together so that I could get a better overall understanding of it. The possible errors in it don't help either. I hope that someone has a plan on how to attack this agenda tomorrow.
BTW, if all of the transfers from free cash pass, the city will have spent about $10.9 million in free cash this year. (If all of the Medicaid reimbursement payments promised to the city come in by June 30th, a little more than $750,000 of it will be returned to the city, though.) |

750,000.00 compared to 10.9 million is spare change. This borrowing has to stop, we will end up broke and in receivership and our taxes will be close to the mortgage payments. This is one issue that can not be rubber stamped. Dont we have a councilor up there that just graduated college on finance? I'm curious of their vote.
I plan on living in my home 5-10 years from now but the way things are going it may not be worth it. |

I can't believe Mr Zaniboni is talking at the podium chewing gum. That is so unprofessional. Also just noticed Peter Napolitano is chewing gum, too. They are worse than little kids. |

Do you think the gum chewing is a message? I've never seen anything like it unless they got gum from each other. I am so sick of the mayor talking over people and repeating himself and using that podium as a campaign headquarters. |

What a difference in personalties tonight from the Mayor. Tonight when he wants something he's all nicey nice like he's on speed but last week he could even be bothered to be there for the Wood Waste issue. But, he had to run up and yell at Chuck DiPerri for not thanking him for flowers and accused poor Chuck Diperri of something he did not even do and I never heard him apologize to Chuck. That fiasco was all over he thought he was being "disrespected"and "bad mouthed" I got news.......it's time to grow up.
Then this week he has a split personality. Total change because there was something HE wanted. I took my blinders off a long time ago. He wants this deal fast because there must be something in it for him. You will never hear from his mouth " Then don't go through with the sale it your not comfortable" He's trying too hard to sell his story and make all kinds of excuses for Thibeault. Oh yea, he's going to turn him into a saint.....okay. He tried too hard to cover up for Thibeault which makes me very suspicious and that really bothers me. Thibeault will NEVER change. A leopard cannot change its spots. |

The mayor was not being totally truthful about Wood Waste. Even if the BOA and CC deny Thibeault a permit, he can go before the Zoning Board of Appeals and get his permits. Don't forget, the Mayor appoints the members of the ZBA. |
