Another point about the behavior I did not like was the fact the Mayor was asked a question.......Does Thibeault owe taxes or any fines to the city? Then he starts mumbling....ugh um..."I can check that for you but I'm sure if he did, if this gets passed, I'm sure they will all be paid tomorrow." Sounded like bribery to me and it reminded me of one one those nasty messages Thibeault left John Moak the Newburyport Health Inspector...when Thibeault said...."The more you keep F****** around, The more I go the other way, So you wanna play, I'll show you how to play" This is exactly what we are/will be dealing with when he does not get his way. Nothing that people *do not* want from him is in writing. He's going to do what he wants and say "I can do it" then, it will be too late. |

Massdee, from a comment I heard from the Mayor last light it appears she is not the city solicitor. Someone called for the city solicitor and it was the Mayor that said "That has not been determined yet" It appears that Nicholas was right on with his comments in the FY09 budget thread.I'm very disappointed with the way he uses that podium. Steve Simonelli may have been going off track (but was correct on the 8.9 million dollar proposed budget increase over last year) but that was up to the president to take care of. She did take care of it then you can hear the Mayor saying " I got something to say" and when Lorrie Bruno told him "not now" he said "what, really" What kind of an attitude was that to give to the president. Sounded like intimidation to me.Also, Rosa was asking for a department head to come forward and it was the Mayor that kept standing up saying "talk to Clayton" then Rosa wanted the department head again and the Mayor (yet again spoke out of line) and said "let Clayton explain" What??? So he can tell lies in a round about way that people just believe like when he said 125 people were hired under the Mayor's jurisdiction by the former administration. Mr Clayton was hoping no one questioned that but RVC caught on.
There was no control at that meeting last night and I don't care if he is the Mayor he has no right to keep speaking out of line and over people and speak when he is not asked to speak. 2009 can not come fast enough.

So, I wonder, if Ms Deveney will not be the City Solicitor will her salary be adjusted to reflect this? If I received the message correctly last night, Ms Mejia will become the City Solicitor. Will her salary be lowered to fit it to the guidelines set up in the city's ordinance? What, if anything would be done, if these employees have been collecting these higher salaries almost since January, as has been reported? |

I'm sorry Massdee, I said Nicholas's post in the FY09 budget thread. It was actually Billydee on 06/14/2008. Nicholas had a very good post too but the last one from Billydee on page 11 is worth a read or re-read. |

I've got a lot going on right now and haven't been able to keep up very well with what's happening. Does anyone know why the Parking Clerk's budget was cut and who asked for the cut? That's one of the very few departments that actually generates revenue for the city. Why do they want to shoot them in the foot? |

It wasn't really cut, Justme, even though the way that the order is written would lead you to believe that. This year, the parking clerk's budget was fully funded at budget time. Last year, it was partially funded at budget time and additional funding was added later in the fall by transferring parking meter receipts. What the order on the agenda Monday night did was transfer money from parking receipts to cover the expense of three capital items.The capital items totalled $120,000, the transfer was for $130,000. The transfer was approved; the capital items were sent to the finance committee. Doesn't make sense to me either.
I know that you and I have discussed in the past that meter receipts can only go pay for parking clerk office expenses. Even though this doesn't appear to be happening in this case, I don't have a problem with that aspect of it, conceptually, as long as the amount of the transfer doesn't exceed the budget of the parking clerk's office. To me, money's just money; the source of it once it is all thrown into a big pot doesn't matter. Procedurally, at least, it does go against what we have discussed in the past though.
I'm not sure what this change buys the city. The only benefit that I see is that it makes year to year comparisions of the parking clerk's budget at budget time easier. Other than that, I'm not sure. As I have been harping on a lot lately, it's just another change that the city has done a very good job of explaining to the general public. |

I re-watched part of the CC meeting last night. The mayor plainly said Ms Mejia will be the new City Solicitor. Does anyone know what happened to the Ms Deveney appointment as City Solicitor? Didn't the BOA vote to approve Ms Deveney? |

I'm waiting to hear more from the Mayor on the reason for the change, if Ms. Deveney will get her budgeted salary and, if so, how that will be justified now. The BOA agenda will be out later today so we'll have to see it appears on there. I think that I have some strong feelings on this but I want to hear more about the changes before I am willing to share them. |

I would think they would also have to do something with Ms Mejia's salary, also. Won't they have to bring that into compliance with the city ordinance cap for the salary of City Solicitor? |

One would think. They've pretty much backed themselves into a corner on raising the cap since it is an ordinance, would require four readings to pass and can't be changed for FY09 after June 30th. |

Happened to be home at noon time today and caught the Jason Marcus "Pols and Politics" show on ECTV-3. His guest was Cynthia Sarnie. Nothing of major interest on it but Councilor Sarnie did explain her "no" vote on sending Councillor Simonelli's Wood Waste piece to the Mayor a couple weeks ago. The reasoning that she gave for her vote was that the item was already on the BOA's agenda for the following week with Atty. Rossi to appear so she did not feel that there was a need for duplication of effort. She said that she did receive a few calls on it and welcomed the chance to explain her vote.
Since this was an issue that we had discussed on the board, I thought everyone would appreciate the update. If you want to watch the show for yourself, the Leader-Herald ECTV schedule does not have it running again until next Wednesday night at 7:00 PM and next Thursday at 12 noon, both on ECTV-3. |

In my opinion having Mr Rossi at a BOA meeting is very different than having a public hearing where the public can add their input. I don't see the duplicate effort. |
