Thank you Tetris for that information. I was disturbed by her vote and I wished she explained it that night. I still feel that if a colleague wanted to send an item to the Mayor, you back your colleague but it was not as bad as I thought however, I too, do not see the duplicity with the request. I was happy the way some on the common council handled Wood Waste and many did their homework. I know exactly the issues that Millie Cardello is worried about (very rightfully so) and we all know the entire 4th street issue is just to stick the knife in Woody's, White's Auto. Thibeault is a foul mouth jerk that does not deserve to have a business in Everett. |

C0160-08 Order/s/Councilor Lorrie Bruno, as President Finance Committee Report-That up to $2,000,000.00 is appropriated for the design, remodeling, reconstruction, construction, furnishing and making of extraordinary repairs to the Parlin School and grounds; that to meet this appropriation the Treasurer, with the approval of the Mayor, is authorized to borrow up to $2,000,000.00 under M.G.L., Chapter 44, Section 7 (3A), M.G.L., Chapter 70B or any other enabling authority; and that the Everett School Committee is authorized to take any other action necessary to carry out this project; with a favorable recommendation.
11. C0161-08 Order/s/Councilor Lorrie Bruno, as President Finance Committee Report-To authorize the Mayor to enter into an agreement with the School Committee to make operational by furnishing and equipping the planned Everett High School Cable Studio at the recently completed Everett High School. Further, that $375,000 be authorized for the project be funded as follows: Up to $150,000 be provided from funds available to the City's Cable Television ECTV Account; that a similar amount be provided from the Fiscal Year 2009 annual operating budget of the School Committee; and that the Mayor be authorized to borrow any additional funds to achieve the $375,000 first noted. In addition, the Mayor, may accept additional funds beyond the $375,000 offered by grants, matching programs, and by gifts; with no recommendation pending Mayor's finding on the overall funding for this project.
UNFINISHED BUSINESS
12. C0155-08 Order/s/Councilor Lorrie Bruno, as President That the Common Council hereby suspend their meetings for the months of July and August except for Monday, August 18, 2008. [Referred to this meeting under guidelines for final reading (Rule 50)]
NEW BUSINESS
13. C0167-08 Order/s/Councilor Lorrie Bruno, as President That the Mayor is authorized to execute an Addendum to the Scope of Services between the City of Everett and The Louis Berger Group, Inc. for the Reconstruction of Broadway from Sweetser Circle to the Boston City Line and expend up to an additional $62,469 for increased planning and design services based upon reviews of the Massachusetts Highway Department of plans for reconstruction of Lower Broadway.
14. C0168-08 Order/s/Councilor Lorrie Bruno, as President That pursuant to a March 17, 2008 vote of the Everett School Committee, and in accordance with an agreement entered into on June 2, 2004 by former Mayor David Ragucci, that the sum of $85,375.80 be appropriated from the Budgetary Fund Balance ("Free Cash") to be applied to the Everett Public Schools-Special Education Tuition Account. Be it further ordered that upon such appropriation from the Budgetary Fund Balance, the City of Everett shall retain all Medicaid reimbursement funds received by the City for Fiscal Year 2008.
15. C0169-08 Order/s/Councilor Lorrie Bruno, as President That the sum of $15,000.00 be appropriated from the FY 2008 Budgetary Fund Balance to be applied to the School Department Bleacher Rental Account.

#13 - OK, not thrilled by this but it has to be done. Where is the money going to come from?
#14 - OK, I'm assuming that more money came back in Medicaid reimbursements that the School Department had previously estimated. But, why are we bothering to do this? By the time the BOA gets to vote on this, it will be after close of business on June 30th, the School Department won't have a chance to spend the money and the School Department will just have to turn the money back over to the city as free cash. The money will get returned to School Department anyways next fiscal year after free cash gets certified, assuming there is free cash available. A better method of handling this needs to be devised. Can we leave something in free cash?
#15 - Can we do this one either? Isn't it the same free cash issue as the previous transfer? Obvious question, what is the permanent solution to this issue? However, as long as there is a need to rent bleachers, this item should be included as a separate line item in the city budget. I believe that there is a line item in the school department budget for this and they should be budgeting for it as well, if they aren't already.
There is also a joint convention and a special Board of Alderman meeting scheduled for Monday, beginning at 7:00 PM. The subject of the joint convention, I believe, would be an update from Representative Smith on the two Everett home rule petitions before the Massachusetts State Legislature. I don't know; checking their status using the two links in the "Stat on the School Committee" seems more timely and easier to me. The special BOA meeting will deal with the items referred to it by the special Common Council meeting. |

In this instance, at least, the mayor has to call special meetings of the City Council and everything get submitted under his name. Not sure about the last two, however. Vacation? |

Just to comment on item #13 that I remember distinctly that during a common council meeting, when Councilor Napolitano and Raneiri were going back and forth about the Alford Street Bridge becoming dangerous and the overweight trucks, that it was mentioned that former Mayor Hanlon appropriated monies for this work and would start in 2009. That was mentioned to Anthony Raneiri from Lorrie Bruno so I would assume the money is somewhere. |

There was money allocated for design work for RT. 99 that the city had to pay for. The way that this item is written, it appears that additional funds are going to be needed for additional design work to satisfy Mass. Highways. |

I have heard two names, Adam Ragucci, former Alderman John Ragucci's son, and another young man D.J. Napolitano. Has anyone heard any other names? |

Any idea how old these two contenders are? I’m only asking because we need someone who can vote/research and ask questions pertaining to the FY/10 budget, and many other upcoming important issues. Most important, how taxpayer money will be spent. I’m a firm believer that age should come to play being on a city council. We have one youthful councilor that I’m not impressed with. I don’t know if it’s his youth or he just follows the Mayor’s lead.
I spoke with a councilor about it and they have the attitude that ….. “Well, they won’t get re-elected next time”
My opinion is the damage will already be done. There needs to be a different process. Something like an interview process with some credentials. It’s not fair to the rest of the Common Council that has to continually pick up the slack for the ones that do not contribute but somehow always find a way to be a thorn in the side and hold things up.

I don't know the gentlemen personally, but my best guess is that they are in their early twenties. Does anyone know them? Are there any other names that are thinking about Hickey's seat? |

Both of these young men are in their early 20s. I don't have a problem with that. Good for them for wanting to get involved. We're always lamenting that the same people run all the time, that the same people keep getting elected and no one takes an interest. Here you have two young men who are willing to put their names forward and take a shot. One of them gets appointed to the seat and will have to run for election next year.
Are we saying that their youth prohibits them from doing the research that needs to be done or prohibits them from examining that research and making an informed decision? We have long standing members of the City Council who still don't know how to read a budget, still don't do the research they need to do to make an informed decision, don't bother to show up at important meetings, and generally make jackasses out of themselves year after. The last time around, in the Ward 4 race, there were only three contenders who essentially walked into the seat unchallenged.
I would imagine that each of these young men will be making a statement the evening of the 18th. Listen to what they have to say. This will essentially be their campaign kick off speech for next year. |

Only these two from Ward 4 are running? I can’t believe that no one else would be interested. Your absolutely right….good for them for wanting to get involved. My only hope is it is for the right reasons and they are there in the best interest of the city and the taxpayers….and no other reason.
I’m a little weary about being so young and making these decisions. I might be wrong and whoever gets voted in could surprise me. Believe me, I hope that happens.
