Committee on Rules & Ordinances Report on Ordinance offered by Alderman Robert J. Van Campen-That Chapter 18-148(b) of the Revised Ordinances of the City of Everett be amended by changing the hours of the Resident Parking Sticker Program in designated residential areas from 12:00 a.m. to 6:00 a.m. to 12:00 a.m. to 9:00 a.m.; with a recommendation for favorable action to amend Chapter 18-148 paragraph (h) of the Residential Parking Sticker Program with new timeframes for enforcement in dwelling districts "12am to 9am" and business districts from "1am to 7am".

Committee on Celebrations and Military Affairs Report on organizing celebration plans for the 2008 July 4th Festivities; with a recommendation for further time and to invite Mayor DeMaria, the Mayor's Chief of Staff Erin Deveney, Council on Aging Director Dale Palma, Park Superintendent Peter Pietrantonio, Executive Director of the Chamber of Commerce William Jones, Recreation Commission Chairperson John Ragucci and all non-profit vendors to attend the next meeting. Everybody from the neighborhood is welcome to help out.

Item# 15 is a good piece from Stephen Simonelli. That area is in need of redevelopment and forget the pool. The pool is disgusting and it would be great to have a large, year round teen center.

Item#18 Someone has to get on the stick with this. This has been going on for years about fixing the streets and falling through the cracks. The streets, especially lower Broadway are in deplorable condition.

Item #19 at first I was against this but it would be nice to know who shows up for these committee meetings. As long as they abide by the time, it should be televised.

Item #19 is about running the meeting agenda before the BOA and the CC meetings so that those folks who don't get it from the internet will be able to read it before the meeting starts. It is a practice that was in effect up until recently. I believe it was discontinued when the handing out of citations was pushed back to before the actual meeting start times. The televising of committee meetings item came back from committee at the last common council meeting and was referred back to sponsor without any discussion of why. Perfect example of why committee meetings need to be televised.

The only new item that I have much interest in this week is item #23. I'll be interested in hearing about the reasoning for this.

Oh...I skipped the "agenda" word. I saw "committee meeting" and thought it was the televising of them. Thank you for the clarification. I guess when it goes back to sponsor it just fades away? I wonder why that happened..

Regarding 18.....why is it important to be fair to all wards? Shouldnt priority be given to the streets most in need? I think having cc and boa input into the decision making process makes it more unfair. I would rather see the boa and cc work to come up with some sort of formula that takes into consideration the numerous variables that go in to determining a streets condition. They could then apply this formula to all streets and let the results speak for themselves.

Actual total agreement on something...I've been advocating similiar approaches since this whole stupid soap opera started back in January. I'm just afraid that it will continue on Tuesday night. As I've said before, somebody needs to step up, take control of this situation and start down the path to a non-political solution.

to be honest I could not figure this one out but the vote was to do nothing and bring it back in July cause there is an old ordinance allowing 4 instead of seven

Item #16 passed on a vote of 9-6 and reconsideration failed. Even though the agenda didn't say so, I believe that the item was only up for enrollment (Enrolled at 3/24 BOA, tabled at 04/07 CC meeting until this meeting). Not sure why it was reconsidered since it still needs to be ordained by both branches. This item was a textbook example of what's wrong the legislative branch of Everett's city government.

Tails, I guess I owe you an apology about item #19 as I missed the word "Committee". This indeed is Rosa's compromise measure since the committee meetings won't be televised. I'm not sure what the purpose of posting these agendas would be though. I always thought the only items that are discussed at these meetings were items that were referred into them by the BOA or the CC. Won't hurt but won't help that much either. Order vs. resolution? Does anyone review items before they make it to the calendar any more?

Item #23 - Don't get why R&O can't handle this and invite whoever they need to.

This meeting should have been over in 20 minutes. Do asprin sales go up in Everett the day after Common Council meetings?

On item #16, the first motion voted on was to lay it on the table until July. That motion failed 6-9. The intent of that motion was two-fold. The first was to prove that this wasn't an attempt to place restrictions on the new mayor. The second intent was to re-examine the composition of the conference committee. As written, the new ordinance would allow for a conference committee made up of four members of the BOA and three from the CC. The joint committee rule that is presently in place for the city council allows for joint committees to be made up of a minimum of two members of the BOA and two members of City Council. So what is in the new ordinance falls in line with the existing joint council rule. However, some of the councillors disagreed with the proposed composition of it.

The second motion that was voted on for item #16 was for favorable action. That passed as I outlined in my previous post.
