With the discovery of this joint committee rule, the ordinance actually isn't really necessary. They could have actually done this last year if they had't run out of time.
With that said, I still think that the ordinance is badly needed and long overdue. Most of us saw what happened last year. They need a set of rules defined to follow for the budget process with none of the deviations that they tried last year. When something like last year happens again in the far off future, those people should not have to live thru the type of hell that all the players involved put the city through last summer. |

As for the rest of the agenda.
Does anybody understand why items 2 and 4 got referred to the City Solicitor office? She was sitting right in the audience. The rest of the modified ordinances on the agenda eliminating the Board of Fire Commissioners got passed by a wide margin. What's up?
Item #8 - Another dope slap for Jason. Surprise, surprise!
Item #18 - Only a token appearance this week for street repair. But, we'll have the never ending saga to look forward to again in two weeks for sure, if not next week.
Again, can't believe that this went on for almost two hours and so little came out of it. |

As to items 2 and 4, My guess would be that the ordinance was flawed in some way and the CC is seeking a legal opinion. It was done so quickly and without any discussion, it makes one think they all knew this was going to be referred to the City Solicitor's office.
My question is, why wasn't the City Solicitor asked to come to the podium so they could get an opinion and then modify the ordinance last night at the meeting? Many of us are very interested in what is happening with the Fire Commission.

Item #16 did pass and was sent up to be ordained. My understanding of voting on reconsideration is that it prevents it from being taken up and killed at a later date. It took me a while before I understood reconsideration, but I am catching on.

If... item 2 and 4 were flawed or there was some legal concern, then what about all the other Board of Fire Commissioner's items? Wouldn't they be flawed too. I couldn't watch the entire meeting, they go on and on over the same thing. I wish I saw Chuck DiPerri and what he had to say. On another note, I did see the beginning when Simonelli had on the calendar about the pool. This is no one's fault...it's happened for years....but I think common courtesy would be to inform the city council when someone's on vacation. Simonelli wanted the Mayor and did not know the Mayor was on vacation. So time wasted getting his piece ready, requesting the mayor, just to be told he's on vacation. Now, it gets laid on the table. That should go for anyone that is requested, not just the Mayor. It saves time and instead of on the calendar this week, it would automatically go the next two weeks. |

Your understanding of reconsideration is the same as mine. Additionally, a vote for reconsideration is sometimes taken when something needs to be worked on the next day. This was one was a little baffling however. Two more votes (one BOA and one CC) need to be taken before this can go into effect and the piece could die in either of those votes. Strange, but probably just some point of parlimentary procedure that I don't fully grasp. And I was wrong about the vote. It was actually 10-5; Rosa asked to change her vote after she had voted against it. Didn't understand that one either since her motion to lay it on the table had already failed.

You probably did the right thing by shuting off the meeting. The whole discussion around item 16 was an absolute circus. If you have a concern about a piece, then think about attending a committee meeting. It was said that the item was discussed at four different R&O meetings. If you don't know that you have an issue with a piece until it comes out of committee, then pick up a phone and talk to someone about it rather than using a city government meeting as a forum to educate yourself on the subject matter. I have no problem with Ranieri's concerns about the make up of the conference committee; it is a valid point. But come prepared and have alternatives to put on the table at least. And it is a shame that the members of the legislative branch are so uninformed about their own rules, i.e., the rule that allows for a conference committee. I know that the legislators are only "part-time employees" but they wanted the job. |

Item #1 - I thought that a lot more meetings were going to be held on this subject before the sale went thru? What's the need for this now if that statement is true? Maybe I'll need to re-think the praise that I have already given out on the handling of this subject.
Item #2 - I'd hope to see a lot more detail provided on how this loan is going to be paid off and when the city may expect to see any meaningful revenue from the project.
Item #3 - I'd hope to see at least some questions asked like, if this is the way the city is going to deal with this issue going forward, how will it be handled in future years when the free cash needed to do it is not available? Are there any other possible solutions?
Item #15 - Let's hope that they can finally move this issue forward in one way or another. I know that I'm sick of seeing it in this or similar forms on the agenda almost every week.
Items #18, 19 and 20 - Glad to see the ball being picked up on these issues.
I would have expected to see the two items concerning the elimination of the board of fire commissioners that were referred out to the city's solicitor's office at the last Common Council meeting come back at this meeting. They must have been more problematic than I thought. Oh well, maybe in two more weeks. |

On item #1 Did I hear the mayor insult the neighbors opinions? Did he also say he is tired of the red tape? The laws are the laws. |

no, just in general. Not every comment is a negative comment. The Mayor said he's tired of getting tied up in red tape. All I was saying is our laws cause the red tape. |
