We usually have our tax bills before the end of the year, so those who want to pay early can claim it on their taxes for 2008. I thought the rate was set in November. I could be wrong.

You are absolutely right. Every year, the city council requests this information around this time, or earlier. It always starts in November. They are not going to ask, because everyone on the council had a brother, cousin, aunt, uncle, stepson all involved.

I also think the Mayor is dodging the issue, and the rate is going up, and I would bet he's going to try and take some money from the sale of the city yards, and apply it to the tax rate. That is not right, and it will never fly. That money is supposed to be for infrastructure, and his people that handle all this (not the assessors office) do not know what they are doing, and they are winging it.

Last year, on October 15, 2007, there was a joint convention, followed by a special meeting of the Board of Alderman, which was followed by the regular city council meeting. The object and results of these meetings included the adoption of the following order:

That the City of Everett adopt the lowest minimum residential factor (MRF) as determined by the Commissioner of Revenue, Commonwealth of Massachusetts.

What this order actually accomplishes is to determine how much of the property tax levy will be paid by residential vs. corporate taxpayers. This is something that needs to be done every year before the tax rates can be submitted to the DOR for certification. As Tails points out, there are also a number of other things that must be settled on before the tax rates can be submitted to the DOR. The later you wait to submit your tax rate to the DOR, the longer you could wait to get it certified because, at least in theory, you go the bottom of the list behind all of the other cities and towns that have previously submitted their information for certification.

The tax rate is obviously needed to send out tax bills. If you don't have certified tax rates, there are choices you can make. You can wait until you have a certified tax rate but then you run into the issue that Massdee points out and also interrupt the city's tax collections, which could cause other problems. You could choose to send out the bill using the FY08 tax rate. This means that people could possibly make their tax payments before the end of the year and the flow of cash into the city coffers remains somewhat as expected. The downside to that approach is the new FY09 tax rate would be in effect for only one tax bill and all of the additional taxes owed to the city over the FY08 amount (let's be real about it; taxes are going up) would be due on that bill. The city could also take a hit in this scenario if it needs the additional tax revenues before it would get paid in the fourth payment.

Do any of these things have to happen? Of course not. But the longer you wait to get this done, the more you risk having to make these choices.

1. The last time this subject matter was discussed by the BOA, before the city got the grant that will cover a portion of the estimated cost of the stadium upgrade, there seemed to be some concern over the plan for the stadium. Now that we understand more about the plan, I wonder where this piece will go this time?

2. This is the existing redemption center; is this a renewal or something else?

3. + 4. Hall Ave, done at last. Well, at least some long term Monday night sagas come to an end.

5. Well. you have to admit that Marcus was at least able to get a response from the governor's office and fairly quickly. That's better than what we get from the state legislature when pieces of business get referred to them for action.

8. Could be the most interesting piece of the night.

9. + 10. Time for streets and sidewalks again? The city really needs to come up with a better way to handle these requests.

Yawn! Just a couple of comments.

7. Anybody know what's up with this license, other than the fact the corporation that holds it is no longer is registered with the secretary of state? Why don't these people realize that the audience doesn't know what happened at the license committee?

8. I don't know why there isn't at least a list of the capital improvement projects that the administration wants/needs to complete even if the other portion of the list couldn't be completed due the lack of having a budget director. Good news on that front though.

I have one other comment, I would rather the Mayor come and speak at the meetings instead of sending Erin Deveney, his Chief of Staff.

Your right, we elected him Mayor, I want to hear what he has to say, but......... the Chief of Staff has to justify that 90+ salary somehow......

As a member of the Bills and Accounts Committee I cannot in all honesty sign the Bills and invoices pertaining to the School Department. I know of no one that can possibly understand the particulars and transactions of all the tens of thousand of dollars in invoices that we sign each month. Therefore, my Revision would be that all Bills and Invoices pertaining to the School Department, be signed by a Committee set up by the School Committee who in fact pass the School Budget and approve all of its expenditures. My reasoning for the revision is that the School Budget of approximately 52 Million dollars should not be the responsibility of the Aldermen and or the Council Members. When in fact by law, the School budget and expenditures cannot be altered or reformed in any way by the Alderman or Council members.

I guessing that it is. There was a legal notice in the Leader-Herald today that the public hearing for adopting the Minimum Residential Factor is scheduled for next Wednesday night. I'm not sure why it is being held Wednesday night instead of Monday; maybe notification lead time for the public hearing. The ECTV schedule in the paper didn't have these Wedbesday meetings listed for broadcast but I suppose that can be easily changed.

Wasn't this item on the agenda two weeks ago? Why is it under new business?

If I am reading it correctly, sounds as if progress *is* being made. I know a fireman, that has not heard of any progress, yet.

Also, I'm up in the air about these wind turbines on item 13. I do think it's a good idea for cost savings, and of course to go green, but I just hope all the liabilities are looked into. The site that is being proposed is a marsh. I am just a little concerned about fire. I have not researched wind turbines but I heard they have killed birds and can be hazardous. Something else to read up on.

The original item was referred to the Mayor on 11/10 with a request for an answer within a month. (See the meeting report on the city web site.) Since the mayor's office "controls" the original piece of business, the only way that Alderman Marcus can ask for an update is to add a piece under new business. As for the wording, I think that you may be trying to read too much into it. To me, the words "any" and "is" somewhat cancel each other out. I think that it is just worded politely; as the old adage goes "You draw more flies with honey than with vinegar". I think that the fact the item even appears on the agenda tells you something.

Was it mentioned at the last common council meeting which people from the lawyers office were going to get the money from the transfer?
