Okay people.............. I need some help. I'm getting a bit concerned about what I'm seeing here and on the Mirror. I've read that Walter Rice was fired because he wouldn't give Carlo names and Mr Thibeault will get what he wants on lower Broadway. Now I'm reading Mr Carlisle didn't do the right thing in Southbridge with an implication he'll so the same thing here.
My questions are:
Is there any proof that the firing of Mr Rice was because he wouldn't provide names?
What proof is there that a deal was made with Mr Thibeault?
Does the Budget Director, have the authority to sign contracts and make deals?
I may be mistaken, but I don't believe any of the posters were involved in these processes. Without being directly involved, why are so many insisting Carlo has made bad decisions? Isn't it as possible his decisions will work out just fine for the city as not?
None of us know what information he had when he made his choices therefore we have insufficient information to question those decisions. I think it's time to stop second guessing every move he makes. |

From what I understand the "official" reason for firing Mr Rice, is the Administration is going in a "new direction" with that department. The request for the list of names and Mr Rice's refusal to give that list, coincidentally happened just hours before Mr Rice's firing.
As far as Mr Thibeault goes, I don't think any in the private sector have any proof of a "deal." Just knowing Mr Thibeault's history of non-compliance here and in at least one other community, makes him an undesirable corporate neighbor. I personally would not like to see his business dealings get any deeper into Everett.
The new Budget Director, since I am the one posting most of the links, I only wanted the people to know the man's background. I have not made any personal comments regarding this gentleman. We can all draw our own conclusions.
None of us has the information that the mayor has. When you begin to compile the information that we do know, it can't help but make one worry. Thibeault and landfills seem to be a common thread too many times.
Just my opinion. |

Are the citizens of Everett entitled to see the budget book during the budget process? I am interested in the salaries of these elected officials that we are paying. Just by doing a little research about salaries of a budget director, seems to me our "new" Budget Director and the Mayor's assistant are receiving quite a high salary for their positions. I would also like to see justification on these high salaries. The reason I ask is for the best interest of the taxpayer, especially people that are on the verge of loosing their homes because of the high taxes and the elderly on a fixed income and this little bit can push a person over the edge and loose everything. |

Are you looking for the salaries of the BOA, CC and the mayor? Or are you looking for the salaries of department heads and the mayor's personal staff?
I believe past practice was that you could go up to city hall and get a budget book and be able to follow along with the hearings. I could be wrong but I am pretty sure that was how it was handled. |

I'm looking for department heads and the Mayor's personal staff. I was shocked to read his assistant's salary in the Globe and I would just like to know why. The previous budget director only made 50K and now we have one over 100K that just started. There hasn't even been a probation period yet. What I'm getting at is why the high salaries and especially to a man that Southbridge practically had to oust because of his unwillingness as town manager to work with the people. |

Not that I doubt you, but when was the mayor's assistant's salary published in the Globe? I try to stay up on that kind of thing and I missed it. And just something to remember. The city council has no say over the budget for the mayor's office as the mayor has no say over the budget for the city council office. |

massdee, I agree we have reason to be concerned however, the reason for my post was because a lot of speculation seems to be stated as fact and I think people need to be reminded that it's not.
I don't want to see Thibeault on lower Broadway and I agree he's not been (and I don't expect will become) a good corporate neighbor.
I agree Walter Rice did a good job and if he was fired because he wouldn't give Carlo information that he (Carlo) wasn't entitled to, it was wrong.
I also agree that since Mr Carlisle had problems in Southbridge, we should be paying attention to his performance as our budget director.
We all should be watchful but expressing opinion as fact does more harm than good.

Did a search of boston.com....couldn't find anything under her name...not to say that was the way it was presented. Of course, I'd always assumed that someone who was a lawyer working for the RMV had to be making some good coin.
I have no idea about the budget books. I would assume that they don't make many extra copies of the fancy sets that the legislators get. Not up to snuff on this but I would also assume that we would be entitled to get a copy under the Freedom of Information act, although you may have to pay for it to be copied. Just conjecture really. |

There is a post over on The Mirror that has salaries in it. Maybe that is where Tails read it.
Lets talk about Doughboys secetary @ $90,000 a year! That's more than the mayor makes! And how about the budget director that we didn't need? Well Doughboy hired one for 116,000 a year! The last budget director got $52,000 a year. Hanlon hired 3 secetarys @ $32,00 a year. Why is the BOA abd CC just standing there? What is going on? The whole damn city is up for sale or on the take. We need to get these clowns out now. A total disgrace, all of them. I hear that Marchese will get a new police cheif if he votes for Carlo and his plans with Teebow. See ya Masey. I did see that on the mirror but that's not where I read it. However, that did remind me about it. I also saw two large postings over there about Mr. Thiebeault is at it again and this time it was only last week. |

We do have a new set of issues that we have to deal with right now. Complaining about the past and name calling does not do anyone any good. We can stop this from going in our backyard and we need to be heard.
Here is the latest on Thibeualt. This is from March 18, 2008
Published: March 18, 2008 06:53 am NEWBURYPORT - Once again, the city shut down the Crow Lane landfill, this time just ahead of a meeting in which the dump's owner plans to appeal a previous order from the Board of Health.
Jack Morris, the city's director of public health, wrote in a "cease and desist" letter to William Thibeault, president of New Ventures, the landfill's owner, that the decision stems from an order issued on Feb. 26 that required the company to develop a corrective action plan and submit it to the Health Department.
New Ventures is appealing that order in a hearing at 7 p.m. on Thursday.
The corrective action plan was supposed to be issued within seven days, and the company was supposed to complete those actions by March 14.
The company did neither, forcing the city to issue the cease and desist order, which stops the company from bringing in material to the dump.
"Corrective actions were required immediately to address adverse nuisance odors, the uncontrolled breakout and runoff of leachate, and properly covering exposed areas of the landfill to prevent the generation of leachate from infiltration of storm water and other precipitation," the letter said.
This cease and desist, issued Friday, is the latest in a half decade-long struggle local residents and city leaders have had with the landfill and New Ventures, which is trying to cap and close the dump, located a few hundred yards off Low Street.
At the heart of the problem is the burnt match and rotten egg smells that waft from the dump and disrupt daily life for neighbors. The smell has, at times, been carried across large areas of the city.
Residents report sore throats, red eyes, restless sleep and many other side effects from the smell.
"I don't know what else the city can do except keep going after these guys," said Ron Klodenski, a member of the ad hoc landfill committee and a leading advocate for neighbors dealing with the site. "The evidence keeps growing that this guy (Thibeault) is just not going to participate. But at least something is happening here."
Morris, who issued the report, could not be reached for comment.
Mayor John Moak said he and other city leaders met with Thibeault and other New Ventures executives in late January. He said the meeting, which lasted hours and was "testy" at times, ended on an upbeat note when the landfill owner accepted a list of three things the city thought could be done to help alleviate problems.
"He just never did it," Moak said. "I really thought we were going to move ahead on this, but it didn't happen, again."
Thibeault refuses to speak to The Daily News.
In Morris' letter to Thibeault, he said there were eight specific actions that New Ventures has failed to comply with, including No. 8, which said there are many other issues that need to be resolved from previous "communications."
Much of the noncompliance comes from New Ventures' inability to stop problems caused by leachate from the landfill. Among those problems is that leachate tanks have not been pumped, the material is leaking into a nearby river and leachate tank No. 3 is covered in black tar and therefore can't be inspected.
Also, the landfill's flare system, which helps burn the gas that causes the noxious smells, often does not work or is shut down.
Therefore, the company is "hereby ordered to cease and desists all deliveries of soils, asphalt grindings, berm materials immediately," the letter said. Anonymous | 03.24.08 - 1:10 pm | #

Attorney General Tom Reilly is seeking a court order to stop the spread of noxious hydrogen sulfide gas emissions from a Newburyport landfill, which is producing nuisance conditions and threatening the health and safety of people living and working near the facility. The lawsuit, filed today in Suffolk Superior Court on behalf of the Massachusetts Department of Environmental Protection (MassDEP), alleges that New Ventures Associates, LLC, operator of the Crow Lane landfill, is violating its Solid Waste permit and MassDEP enforcement orders, resulting in the release of hydrogen sulfide gas from the landfill. The lawsuit also seeks a court order requiring the landfill operator to install pretreatment controls to stop the spread of a potent, rotten egg-like smell. "Our state environmental laws are designed to protect the public health and welfare," AG Reilly said. "We are working to make sure that landfill operators do everything necessary to fully comply with the Commonwealth's solid waste laws."
Residents and individuals working near the landfill have made repeated complaints about the strong rotten egg odors. In December, 45 separate individuals called the MassDEP, the city or New Ventures with complaints about the noxious smell. Last week, staff at Anna Jaques Hospital in Newburyport reported that the smell had reached parts of that facility, including an operating room, briefly impeding preparation of patients for surgery.
Many individuals who reported the strong odor complained of eye and throat irritation, nausea and headaches, according to AG Reilly's complaint. Some reported difficulty sleeping on several occasions.
AG Reilly's complaint alleges that New Ventures did not assure that the facility's current gas treatment system was operating at all times. New Ventures also failed to apply or maintain an adequate temporary cover over open portions of the landfill, which is currently in the process of being closed and capped. As a result, AG Reilly alleges that a foul smelling liquid is leaching to the surface of the landfill and noxious hydrogen sulfide gas is being released in concentrations that are not only creating a public nuisance, but at times reaching levels that threaten the health and safety of area residents. "The continued failure of New Ventures to properly rectify the landfill gas problem at the site is unacceptable and cannot be tolerated," MassDEP Commissioner Robert W. Golledge Jr., said. "Working with city officials and the Attorney General, we will ensure that the public health is protected and the public nuisance abated."
"This action by DEP and the Attorney General's Office addresses two of our major concerns regarding the landfill," Newburyport Mayor John Moak said. "The first being the most obvious, an odor condition creating a nuisance and potential health concern and second, identification of gas emissions from the landfill that may pose a health hazard to our citizens. It is this administration's desire to work with the landfill vendor for an expeditious and proper closing of the landfill."
MassDEP has worked with Mayor Moak, the Newburyport Board of Health and New Ventures to get the landfill operator to comply with all regulations governing the site. Those efforts have included requirements for appropriate cover at the site, the installation of a state-of-the-art landfill gas extraction system, and a cease-and-desist order the city recently issued. AG Reilly is seeking civil penalties against New Ventures, and a preliminary injunction requiring that the landfill cease operations - except those required to prevent or inhibit further releases of liquid leachate or emissions of hydrogen sulfide gas - until a hydrogen sulfide gas pretreatment system is added to the facility's current gas extraction and treatment system.
Today the MassDEP issued New Ventures a notification that it has begun the process to access the $3 million trust established for purposes of ensuring closure and post-closure activities at the Crow Lane landfill. By issuing the notice, the MassDep has taken the initial step necessary to gain access to that trust, in the event that New Ventures fails to fulfill its responsibilities.

Perhaps all the elected officials needs a copy of these or an email, especially if they will be voting on this. Somehow, I don't think they will be voting on the sale of the old city yards. I hope I'm wrong on that. I am happy about the contact info from the attorney general's office. The man already has a file with the AG having to step in and take action, along with Newburyport having to get restraining orders to stop the trucks from Woburn. Absolutely..unbelievable.. |
