I have a lot more questions about the budget. Too many of them are about how the budget document was put together. The issue that Rosa brought up last night about being able to tie this year's budget document to last year's document is a problem in a number of places. Too many of the personal services breakdowns that follow each department don't tie back to the salary line items for that department. Line items that don't belong in departments appear there; see the end of the police department. Detail may be missing. Where is the $30,000 that was transfered to the police capital outlay account for building improvements. Yes, the funding came from free cash but so did the funding for the stabilization fund and that's there. If I was on the city council, I'm not sure how much faith I could put in this budget document. I found myself getting tied up with these issues and having a hard time concentrating on the items that I would have liked to have spent time on.

We'll see what tomorrow brings.

Tetris,

Do you know if that $97K in longevity in the Police Department is added in twice to the bottom figure?

I only asked because the budget director is new and there has been some errors to where he put different items. I am not saying it's intentional, he is still in the learning process on how Everett's budget is done. I asked Tetris because he has gone over the figures much better than I have.

If my figures are correct, the city council has cut $50.3K so far and we have had four department heads appear with the cuts being in 911 and the Treasurers office. Do I have that correct so far?

Tetris, what is your total for the cuts. I have $140,275. but I missed some of the hearing, so I could be wrong.

I had company just as the Mayor's Office was to start being questioned. Can someone fill me in?

The microphone issue was very annoying. Will there be a re-run? I missed a good part of it but it seems like the parts I saw, I could not hear.

I have $140,375 with the addition that I mentioned before for a net total of $133,919. No further cuts were made from the mayor's office on; $8,000 from the mayor's office back to city council for celebrations was discussed but this will be submitted with other revisions that the administration has. (Don't ask cuz I don't know.)

It was my impression that Mr Carlisle made many errors in putting this budget together, but seemed to be very willing to work with the city council.

I also think RVC ran a good hearing and kept the city council on subject for the most part.

I have lots of thoughts on this morning and the budget process as a whole. Need to a good long break though before I can get to them.
