Item 26 concerns me but it's not clearly written so I guess I'll wait and see what information Jason has. Is the state not paying bills and what millions and millions are owed to hospitals?
Item 31 should also contain the disaster of side streets and lack of towing. I know of a car that has been sitting on a street and has not moved since the last storm, on the wrong side of the street. It's more vital for the safety of the residents to implement towing during a snow emergency than street sweeping.

1. + 2.
I'm assuming that both of these items are the result of contract settlements and need to be approved. Why does the library appear in both items though? I believe in the recent past, the Mayor's Reserve Fund has been the place where these raises were usually funded from. I would be interested in hearing more about these new contracts, however.
4.
So, we're getting $3,000.00 from Exxon Mobil Corporation to the Everett Police Department for K-9 expenses and $60,000 for the summer jobs program. Does anyone one know if getting a new piece of fire equipment from them, as the mayor previously stated, is still a possibility as well?
5.
As we have learned before, parking meter receipts can only be used for expenses in the parking clerk's office. So. I believe that it is a smart choice to fund the contract settlement in that office from that money; parts for meter repairs as well. However, in these uncertain economics times, I'm not so sure that it is a wise move to replace all of the meters and buy smart cars with this money. The almost $276,000 (yes, I realize part of that money is for meter parts but I don't know how much and which meters) being proposed to spend on these two items would go a long way to funding the department's operation in the next fiscal year, thereby removing it from money that needs to be raised in the budget. In order to consider supporting these two items, I would need to know how much additional revenue could be raised from these expenses and/or how much money is expected to be saved from this move. In theory, I'm not against these changes if they have some definable upside. I'm just not sure that now is the right time to be considering them.

Aren't these the same item? I thought that the item got tabled in December because there was possibility of a problem with their police report.

I haven't had a chance to comment on the public hearing last Tuesday night. I''d still like try to get to that. My best guess is that the BOA vote on this will either be close (up or down by one vote) or unanimously in favor of. I know, "risky" prediction. But, you just have no idea about these guys some of the time. If it gets to the Common Council, I have no clue what will happen; it's harder to predict 18 votes.

Had to guess that this one was coming. Let's see if any of the Advocate spin gets put on it. To its credit, I haven't seen much of that directly from the administration so far. Probably a wise thing to avoid.
25.
I haven't been paying enough attention to why the state is recommending this after the change to state law went into effect. Guess that it's time to get caught up.
26.
The first I caught wind of this was in the Mayor's mid-term address. Not sure why the state is not meeting its obligations. However, the solution to the state budget issues has to include taking care of all of its obligations. And, Tails I agree with you; it is a horribly written item.
27.
Although, I usually don't feel all that bad for people who are renting illegal apartments, especially when its obvious that the apartments are illegal, there are instances where good people seem to get caught in bad situations that aren't as obvious. It seems fair to do something that would help not to make their situations any worse. I'll be interested to see what is proposed.
28.
I'm guessing that there is no standard procedure for permitting block parties. Probably should be.
29. + 30.
Anybody have any idea what this is all about?

I'm not sure exactly what Alderman Matewsky is looking for here. Think that I'll hold any further comment until I understand it better. |

Through a friend, with a friend, I can answer some of your concerns regarding item #5. The company who made the meters we have now is no longer in business. They're 15 years old, breaking down regularly, and it's near impossible to get parts. (and those available are used)
The cars will enable parking enforcement to cover more of the city and address more violations. Right now parking enforcement patrol a very small area of the city because they're on foot. With the cars, they can patrol and address parking issues throughout the city.
Based on the lack of enforcement by the police, providing parking enforcement with vehicles to get around the city will do a couple of things. First, they will be able to ticket those vehicles we all see and complain about that the police drive by because they're [always] "too busy" to stop and tag. Those tickets will generate more revenue while at the same time [potentially] clearing the streets of illegally parked cars.
It's a win win as far as I'm concerned.............. |

I agree it's a win win, and think the smart cars is a good idea, but we still have fire trucks in deplorable condition and I think that should have been first priority.
I know this is coming from the meter account.... but FY/10, state wide, will be hit the biggest.
I'm disappointed that none of the money from the sale of the city yards went to at least one new fire truck and helping elderly heat their homes, like it was mentioned.
The unfortunate events in Boston on Friday and a fireman getting killed, should be an eye opener.

I agree the fire department needs equipment but it can't be purchased from the meter account. I don't think it's a good idea to try to fund the entire department with money that can't be counted on however, if I remember correctly, fiscal 09 is the first year in recent history that wasn't done. Like most everything else he touched, Clayton Carlisle screwed that up and then the council jumped all over the administration when they tried to rectify the error.
I agree some of the money from the sale of the city yards could have been used for a fire truck but the entire fleet of city vehicles needs to be replaced also and there's only so much money available.
Frankly, I'd like to see the administration and the city council stop using free cash like their personal piggy bank and start saying no to a few things. I wonder if they all handle their personal finances the way they do the city's. If they do, I hope none of them are adversely affected by this recession because their savings account must be close to non existent! |

I just happened to be at city hall today on business and he was crying his eyes out going to the mayors office. The police where there too. Looked like someone's in trouble.

I just got off the phone and was told he has a legal problem that could end up costing him his Alderman's seat. I don't want to go into the particulars because I have not verified it, yet.

As I said in my pre-meeting comments, I would have liked to have known something about the contract settlements; didn't really expect it to get it though at this meeting. I'd consider something like this to be news but I can't remember the last time we've seen contract settlements appear in the local papers. Does anyone know the details of these settlement? Terms? Years?
3. + 4.
First time I can recall anyone signing in on donation pieces. Just weird.

Thanks for the info, justme. While I can't say that we didn't get some information tonight, you certainly supplemented it. I do agree that the parking meters probably need to be replaced at some point, especially if parts are hard to get. Why does that always seems to happen to the city? Since the meter fund balance has enough money it to support this transfer and actually have enough left in it to support running the department in the next fiscal year, I guess I can get behind the transfer. I wouldn't normally be in favor of funding the entire department's budget from that fund but I don't think that any viable alternatives can be overlooked for the FY10 budget. Since the smart cars are going to be used for both day and night enforcement, I don't have a problem with that part of the transfer either. But I do have another question. Are there any issues that need to be worked out with the police over the types of tickets that the parking officers can write and where?

The 2008 and 2009 licenses for the same business on the same agenda? How does that happen?

Called one right for a change; but with the options I gave myself, how hard was that? I'll be curious to see if anyone on the common council is in opposition to this.

I'm hard pressed to believe that Alderman Marchese was only doing this for other C/I/P tax rate payers. There does seem to be some flaws in the methodology used to determine values of property if "over paid for" transactions are skewing things so badly. Mr. Hart mentioned that the mayor had some thoughts about what he could do about the issue. I would have been interested to hear what they might be. I'm glad that this discussion remained totally factual.
25.
It certainly makes sense that if there are laws on the books that prohibit public drinking, there should be a similar law on the books for smoking marijuana in public, especially if they are convinced that it will hold up in light of the new state law.
26.
It's hard to kick a guy when he reported to be down, but when Alderman Matewsky gets up to complain about a typical Marcus "empty gesture" piece, that says something. Didn't seem that the piece would likely get a lot of support from the board but they were nice enough to table it until a later date.
27. thru 30.
I guess that we'll either have to attend the next R & O meeting to find out what these are all about or wait until they come back from committee.
31.
Alderman Matewsky's heart is in the right place on this one, but if you help out a few people, you'll need to be ready to help out everyone that has the same problem. Something tells me that this one will get lost in the shuffle. It's a no win situation.
Wood Waste Consent Order
When I first read this week's agenda, I too wondered what happened to this item. According the meeting report posted on the city web site, it was laid on the table awaiting a final draft of the agreement from the mayor. I suppose that there's no harm in bringing it back for a status check though. And I'm glad that it was. They don't seem to be getting anywhere fast on this. It does seem likely that it will be March before the order could be in place.
Believe it or not Alderman Marcus was actually missed tonight. He's usually the one that gets them to take all of the license renewals with their paperwork in order collectively. They got almost to the end of the list before they figured that out. |

That the Massachusetts State Police put details to enforce the lighting on the Revere Beach Parkway, in particular, Lewis Street at the Revere Beach Parkway, Second Street at the Revere Beach Parkway, and Everett Ave, at the Revere Beach Parkway, for motorists to honor the lighting system so as not to block intersections due to safety issues and concerns of area residents.

Item 1 and 38 should be very interesting.
I've been out of the loop for a bit. I could be wrong, but at a BOA meeting did I hear the mayor say lower Broadway was off the table for Wood Waste and then Monday night at the CC meeting he stated otherwise?
I hope someone asks the mayor about that. |
