Notice of a Public Hearing
A Design Public Hearing will be held by MassHighway (Project# 602382) to discuss the proposed reconstruction and signal improvements in Everett and Boston, MA.
WHERE:
City of Everett City Hall Keverian Room, 3rd Floor 484 Broadway Everett, MA 02149
WHEN:
Tuesday July 14, 2009 at 7:00 P.M. #65532;
PURPOSE:
The purpose of this hearing is to provide the public with the opportunity to become fully acquainted with the proposed Reconstruction and Signal Improvements on Route 99. All views and comments made at the hearing will be reviewed and considered to the maximum extent possible.
#65532; PROPOSAL: This project consists of reconstruction and signal improvements on route 99 (Broadway), from Sweetser Circle to Aifrod Street Bridge. These improvements include: pavement overlays, minor drainage improvements, sidewalk and ramp accessibility improvements, signal improvements, a 4 foot shoulder in the south-bound direction, and a 15 foot outside travel lane in the north-bound direction to accommodate bicycles.
A secure right-of-way is necessary for this project. Acquisitions in fee and permanent or temporary easements may be required. The Cities of Everett and Boston are responsible for acquiring all needed rights in private or public lands. MassHighway#65533;s policy concerning land acquisitions will be discussed at this hearing.
Written views received by MassHighway subsequent to the date of this notice and up to five (5) days prior to the date of the hearing shall be displayed for public inspection and copying at the time and date listed above. Plans will be on display one-half hour before the hearing begins, with an engineer in attendance to answer questions regarding this project. A project handout will be made available on the MassHighway website listed below.
Written statements and other exhibits in place of, or in addition to, oral statements made at the Public Hearing regarding the proposed undertaking are to be submitted to Frank A. Tramontozzi, P.E., Chief Engineer, Massachusetts Highway Department, 10 Park Plaza, Boston, MA 02116. Such submissions will also be accepted at the hearing. Mailed statements and exhibits intended for inclusion in the public hearing transcript must be postmarked within ten (10) business days of this Public Hearing.
The community has declared that this facility is accessible to all in compliance with the ADA / Title II. However, persons in need of ADA / Title II accommodations should contact Angela Rudikoff by phone VOICE (617) 973-7005, TDDY (617) 973-7306 or email angela.rudikoff@eot.state.ma.us. Requests must be made at least 10 days prior to the date of the public hearing.

Thanks for that. I can't believe that was not on ECTV or the cities website. I think this is more important than all that other nonsense on the cities website. When are these people going to start doing their jobs and STOP campaiging? I even checked the calendar and nothing……ridiculous. |

I also hope someone asks the question on how all this new development is going to work out when Wood Waste moves down there. What else would Bill Thibeault have signed an 11 million dollar deal for?
Think that will be in the papers......think not. |

That being said Tails, we still have to be extremely careful, what they are going to allow down there. IF they allow flammables or other hazardous waste to be carried over that road, it just may be a prelude of things to come...... bad things to come.

I didn't know that Woodwaste was part the notice on having Broadway upgraded so when I asked the question I was talking about the road being upgraded.
Is Woodwaste being located down there a condition of having Broadway upgraded? |

No, Wood Waste did not have anything to do with the hearing. However, I feel it can, in essence, impact the reconstruction project.
Of course for many, many reasons..... that's not an area where Wood Waste should go and we are going to finally have a nice brand new road, with new sidewalks, a bike path...... to an area that is LONG overdue. Lower Broadway is also the gateway to Everett.
That's not fair having Wood Waste there - that spews everything and anything into the air and their trucks .........to an area that's already truck burdened. Wood Waste was not relevant to the hearing, but I think it should be.
The reason it was brought up at all was because the word is the Wood Waste owner signed an 11 Million dollar deal in Everett. What else could it possibly be, if not lower Broadway? |

I'm truly surprised that the old South Everett group wasn't remobilized for the event. This is truly the beginning of alot of changes in the area and I couldn't agree with Tails more, the stage is being set for everything WW wants. Everett is truly going down the hopper. Who knows what two more years of this kind of corrupt, unresponsive government is going to bring us.

From what I've heard, there were a lot of people from South Everett there (seats were full when the meeting started) and they weren't particularly happy. They may not have had the time to mobilize properly because the local papers that the notice appeared in aren't delivered to that part of the city. They only became aware of it because one of the Ward 1 councilors notified them at some point.
A few of the high (low?) lights I heard:
- Not a full depth reconstruction, just repaving, except at spots (intersection of Broadway and Beacham, other areas they may find after removing the pavement) that need it. I think I was told that the repaving would include additional material to bring roadway up an inch.
- Two foot widening of road in Everett, accomplished by reducing the sidewalk width on the north bound side of the road.
- No real dedicated bike "lane"; rather an expansion of the shoulder to better accomodate bikes. Bike people not happy.
- No signal planned at Thorndike Street. A lot of people that spoke found that unacceptable. Project still in design phase; they'll look at it. (Please don't shoot the messenger.)
- Lots of discussion about traffic patterns in the area. Discussions really went nowhere. Mass Highway needs to work with the city on these issues but the city is primarily responsible for these. A couple of times, the people in the room turned towards where the mayor was sitting looking for answers but he had left the meeting by then. |

In a related note, I found the following information today in a recent Notice of Project Change document for the Urban Ring project:
Mystic River Crossing:
Everett – Sullivan Square. Instead of traversing the Revere Beach Parkway – Wellington Station – Route 28 – Assembly Square alignment included in the RDEIR, the revised alignment would continue south along the Newburyport/Rockport commuter rail corridor, pass over or under the commuter rail line in the vicinity of Chemical Way, cross the Mystic River in mixed traffic on Route 99, and connect to Sullivan Square via bus-only roadways segments that are currently under study by the City of Boston.
As far as I know, this wasn't discussed at the public hearing the other night. |

I heard Keith Spencer from the Independent was there so maybe we'll get some additional info in the Independent next week. No ECTV though.
One thing that I forgot though. The project will require a number of temporary rights of way during the construction period. All of these must be acquired before construction can begin. If payment is necessary to acquire them, that's the city's responsibility. |

That proposed redesign et al of Sullivan to Wellington was an agressive plan/project Curtatone and McGlynn have been pushing for quite some time. I think that may be independent of the Broadway 99 project, but who knows.....
South Everett has long had issues with 99 and I agree with Tets and Tails that the repaving aspect may not be the real solution there. Those potholes and water run off scream for redesign, but alas, state projects are notoriously ill conceived and slapped together unless the municipality takes an agressive role.
Tets... were our elected officials animated and on point during the public hearing?

I thought that whole area was being redesigned from the rotary down to Beecham St? Then at Beecham St, they were going to knock out the building and widen the road. Part of this project was to alleviate the traffic mess in that area, especially around the rotary. Just repaving is not going to do that. I realize it’s the state’s project but we were told one thing, and now it sounds like we are getting something else.
I agree the administration needs to take an aggressive role and demand that. Don’t forget, we have been threatened by the Governor to double the fees on the Tobin. If the Governor gets his way, it would be a grid lock nightmare and back up traffic for miles all over Everett. Demand accountability now, and by the way………the administration should make this info more assessable to the public. ALL citizens of Everett will be affected by this project and have the right to proper notification.
