I think it's terrible and everyone should contact their alderman.

I too heard that "the boss" no longer wants them in advance on the website. Also, ones that get posted have a restricted PDF file and I was also told he has a problem with them being cut and pasted to other sites. He's out of control, and so paranoid that it's not funny, it's actually scary.

Waterboy, I just got off the phone with someone who received an electronic version of Monday's meeting this afternoon and you are correct, the mayor wants to appropriate money to the tax levy.

That the Mayor and the Director of City Services appear to explain a recent Globe article listing the cost of Public works per resident in 2009. Everett was listed in the top 20 highest communities at $481.61 per Everett resident while the State median was $178.00.

Pursuant to Rule 17 of the Common Council, all resolutions requesting the repair, replacement or maintenance of pavement, sidewalks, traffic signals, signage, playground equipment, or other similar requests, shall be placed on a separate worksheet and voted on collectively at the next formal session, and, if passed, referred to the respective departments for their response back to sponsors, if required.

Seems like enough inquires were made to get the agenda posted prior to the meeting.

That said… raising the tax levy for water meters is absolutely ABSURD. Keep sticking it to the taxpayers! It’s bad enough it was city hall that caused this mess. I’m sorry, but we should have enough money in free cash for that and we only have $3,000.00 left according to the auditor? That is unacceptable and incompetence.

I also hope there is detailed discussion over the Boston Globe article about the cost of public works per resident and not swept under a rug. No need for any committee, this issue is already done, it’s about 2009 and we deserve an explanation.

General Laws as amended, pursuant to Section 11 of Chapter 205 of the Acts of 2006,
and approve the filing of an application with the Interagency Permitting Board for the
designation of land located at 548 Broadway, Everett, MA, known as the old Everett
High School. MAP C5, Parcel 100, as a Priority Development Site, or take any other
action in relation thereto.
2. C0171-10 Order/s/Councilor Rosa DiFlorio, as President
That the sum of $4,000,000.00 be transferred from the Stabilization Fund, Fund #84, to
be applied to the Fiscal Year 2011 Tax Levy.

To accept a donation of $100.00 from Stella Blu, LLC, to the City of Everett's Veteran's
Services Gift Account.

On Ordinance to amend the Zoning Ordinance Section 23 by removing the current
Building Department Fee Schedule and replacing it with new Building Department Fee
Schedule. (Enrolled, in concurrence, sent down for ordainment.)
11. A0235-10 Order/s/Alderman Joseph W. McGonagle
In accordance with the provisions of the Massachusetts General Laws, Chapter 90,
Section 18, We, the Everett City Council, hereby petition the Great and General Court
for special speed regulations by granting the Everett Traffic Commission the local
option/authority for changing the speed limit on all side streets in the City of Everett from
30 mph to 20 mph, in the interest of public safety; with a favorable recommendation by
amending to include language in the Petition that would allow the Traffic Commission a
local option to reduce the speed limit on side streets from 30 to 20 mph using the same
criteria to change speed limits without going through the State for approval.(Referred to
City Solicitor to adjust language and Common Council for approval with adjusted
language then back to the Board of Aldermen for final vote to send to State.)
12. A0254-10 Order/s/Alderman Robert J. Van Campen, as President, and
Alderman Michael K. Marchese
To adopt the Special Seed Regulation Number 7906, from the Massachusetts
Department of Transportation, in accordance with Massachusetts General Laws,
Chapter 90, Section 18, that the following speed limits are established at which motor
vehicles may be operated in the areas described: Whittier Drive - Northbound, beginning
at the junction of McKinley Street, thence easterly on Whittier Drive 0.10 miles at 20
miles per hour ending at the junction of Shute Street; the total distance being 0.10 miles.
Whittier Drive - Southbound, beginning at the junction of Shute Street, thence southerly
on Whittier Drive 0.10 miles at 20 miles per hour ending at the junction of McKinley
Street; the total distance being 0.10 miles. (Passed sent down for concurrence and
signatures).
COMMITTEE REPORTS
13. C0122-10 Committee on Public Safety Report
On Resolution offered by Councilor Peter A. Napolitano-That the owner or a
representative from Wood Waste appear at the next Public Safety Committee meeting to
explain the source of the smells emanating from the site on Boston Street throughout
the summer, as well as, provide a detailed update on the status of building an enclosed
facility; with a recommendation that matter be granted further time for 120 days so that
the Committee could obtain an update on the progress of the agreement with a request
that all attendees be invited to that meeting.
UNFINISHED BUSINESS
14. C0124-10 Resolution/s/Councilor Peter A. Napolitano
That the City of Everett enact a moratorium to freeze all City of Everett employee
salaries and hourly wages, at their existing levels for one year, and that the Mayor enter
into negotiations with the various Unions for voluntary compliance with the moratorium.
(9-20 referred to Mayor with a request for a response for this meeting).
15. C0130-10 Resolution/s/Councilor Peter A. Napolitano
That the Mass Highway restore the Entering Everett signs on Route 99N or S on the
Everett/Boston line, and on Route 16 East on the Everett/Medford line.
16. C0154-10 Resolution/s/Councilor Jason Marcus
That Mayor DeMaria consider appearing this meeting to discuss the infrastructure of all
the new roads/streets to be done in the City.

That the Mayor consider adding an extra twenty thousand dollars to the sixty thousand
dollars donated by businesses for the summer youth work program so that every child
that applies for a job gets one.

That the City of Everett enact a six month moratorium on our tattoo businesses.
19. C0169-10 Resolution/s/Councilor Lou Sierra
To get an update from the Mayor and Community Development this meeting with
regards to the hut being built and the replacement of the rear home plate fence at the
Babe Ruth Park for the upcoming 50th anniversary of the Babe Ruth Season.
20. C0166-10 Resolution/s/Councilor Leo McKinnon
To address noise ordinance issues because of increased complaints becoming public
safety concerns.
21. C0167-10 Resolution/s/Councilor Leo McKinnon
Sgt. Jedrey appear and explain statistics on new grant for children from Cambridge
Health Care Alliance.
22. C0176-10 Worksheet
Pursuant to Rule 17 of the Common Council, all resolutions requesting the repair,
replacement or maintenance of pavement, sidewalks, traffic signals, signage,
playground equipment, or other similar requests, shall be placed on a separate
worksheet and voted on collectively at the next formal session, and, if passed, referred
to the respective departments for their response back to sponsors, if required.

Section 11. If a majority of the total number of votes cast at a regular city election for and against the adoption of one of the plans of government provided for in this chapter shall be in favor of its adoption, this chapter, so far as applicable to the form of government under the plan adopted by the city, shall supersede the provisions of its charter and of the general and special laws relating thereto and inconsistent herewith, but not, however, until officers provided for under such plan shall have been duly elected and their terms of office shall have begun. The officers provided for under the plan so adopted shall be elected in accordance with the provisions of this chapter relating to such plan and in accordance with section fifteen, and their terms of office shall begin at ten o’clock in the forenoon of the first Monday of January following their election.
