Devil, I can't tell you why he needed the job because I don't know him or his personal financial situation. I can tell you that he was hired as one of the civilian parking enforcement people for the resident sticker ordinance. This is one of the few hirings made by the administration that actually makes money for the city in addition to providing added coverage since the police clearly could'nt handle it alone. I can't fault the mayor on this one even though I am certainly no fan of his overall performance. |

I just feel like the new hires should have never went through, we as a city are in much trouble right now and the financial situation is terrible. I worry sometimes because I feel like the city might wind up in someone elses hands. I learned today it could go to state control if it bankrupts. |

Court my friend, thanks for the welcome. I got very fed up with all of the nonsense that was happening here. I am glad to be back. I feel that the new hires should have been from Everett and nowhere else. We could end up like Chelsea by the bay, in recievership. |

I agree whole heartedly with you on almost all of the hirings. Simonelli and the 3 others doing his job are productive and actually bring in more money than they cost the city. That's why I can't bash those hirings. |

I'm sorry but I still kinda do. They are getting paid close to $40,000 a year from what I have heard from one of them. I walked around tonight and saw close to 10 car violations...on residential streets... |

Maybe so, but according to the parking clerk they are writing roughly $20,000 a week in parking tickets. A little simple math will show they are bringing in far, far more than they make in salary and benefits. Theres only 8 hours a night to walk the whole city. They ai'nt gonna get'em all devil. I think most people feel they have done a pretty good job since they started and would not like to go back to the inconsistent enforcement the police department provided when they did it alone. |

There also needs to be a comparison of tickets written vs. fees collected. It's one thing to write the tickets; it's another thing to get the money. The parking clerk recently had to request a transfer of money into his department to cover the cost of follow up mailings for overdue tickets. It would be interesting to see an analysis of how many tickets have been written against how much money has been collected since the overnight people started.
I think the program is a good idea, but it has to show a return on investment to be successful. |

I am in agreement with you on that Citizen Kane. What we get for a bottom line is all that counts, really. But with the ammount written extrapolated out over a year approaching 1 million dollars I can't see how the program is'nt a windfall for the city. Also, Mr. Kelly says the police have started a towing program recently to crack down on the worst offenders who are not paying up. That has to help with the collection efforts. |

Exactly Kane...I kind of doubt the city has done that however. This is another aspect that would cost the city even more money. Statistically they can claim they write $20,000 a week in tickets...although if they don't collect that then there can be some problems. If they were able to collect the $20k a week...it totals to $1,040,000 a year...I think we all know that even that can seem far fetched as an amount for the ticket writers to get. I usually see them primarily working on broadway, ferry st, or main st (residential areas need more attention). So in all this I seriously doubt they are writing $20,000 worth in tickets... |

I hadn't heard about the towing program, MiddleMan1, but I'm glad they're starting to implement that.
Devil, Mr. Kelly is a man of integrity. If he says they're writing $20K in tickets a week, then I believe him.
So either of you, or anyone other members, know where the ticket money goes? Does it go into the general fund or back into the parking clerk's operating budget? |

The general fund. I believe that's by state law but i'm not positive on that. |

I believe ticket revenue goes to the general fund (free cash) and we certainly need it right now. I think Mr Kelly acknowledged not all the tickets written will be paid however, even if only half of them are, we still come out on the right side of things.
Don't forget, these people are only writing tickets for the Resident Parking Program. They are not writing any other violations because of a dispute by the police union. If you see other violations not properly tagged, feel free to blame the police. Those violations are in their hands exclusively. |

I heard there was around $7,000,000 in free cash (Everett Advocate I think...), they should use it now rather than later...although that may not happen. |
