I think John Tumblin should be elected for the at large seat. He was next in line with the most votes. This way he can give Joe G. a hand dealing with the Fredarama, the Fredinator and the LACKEY POSSE. Seriously, why do we need 4 asst.'s, beside a##kissing?

It's a nice thought, but the following alderman will do exactly what Fred wants: Nuzzo-why rock the boat that his kids are sailing in - I like frank but he's not bucking Fred for nothing. Marcus-lives off of the charity of Claire (Shaw) Laidlaw. And no sac-he knows who saves his ass, and won't say a word. DiPerri-has family working for Fred (school Department) Wouldn't dare. VanCamp-wants Johns job, and now knows how to get it. He won't be biting that hand, not when it will probably feed him. McGonagle and DeMaria I can't say. They are both wild cards. I support Tumblin, but I think at the end of the day, it won't matter.

Brilliant analysis of the Board. John Tumblin's assension to the school committee will never happen unless he was elected in...and given the amount of money that was spent trying to save Ela's sorry behind, Fred will make sure that the BOA votes his way. Now...if Ela is moving to NH, this opens up another seat.
My suggestion to people who want clean government? Want accountability?
1. Get a copy of all the school committee campaign finance reports. Make sure you know where the money to pay for those ads and literature drops came from, and that it's on the up and up. Those ads cost hundreds and hundreds of dollars.
2. If the reports haven't been filed or look improper - Call State Ethics and the Office for Campaign and Policial Finance.
3. Ask State Ethics if the wife of a high school teacher can use high school students to drop her literature in a run for school committee. It seems like a conflict of interest, given the appearance of a teacher (or his wife) using his position of authority over students.
4. Remember, Fred is counting on you to not care enough to do the legwork. This is how he maintains power. Run, don't walk, to the Clerk's Office in the morning. You are entitled to this information, so don't let ANYONE talk you out of it. |

The ethics commission has a simple caveat.
"If it seems wrong or inappropriate, then it probably is."
A very simple rule of thumb to remember.

You have to be a citizen to qualify with the election board to run for office and you also have to a registered voter in the community in which you run. Since she was on the ballot she is just as much a citizen as anyone else on the ballot. I think a lot of people identify with their ethnicity even though they are a citizen here. I'm sure Ruiz is reaching to her base, which would be the rather large Braziaian population in Everett when she says that in her literature. Its much like Marie St. Fleur saying she is Haitian but still being a state rep.

| Michael, it doesn't hurt to ask if Roberta is in fact, a citizen. The superintendent has a history of working around the rules...and to be quite honest - who's going to check to see if she's a citizen when she pulled papers? We don't check anyone's citizenship! |

While I don't know for Ms. Ruiz's specific case, I would find it very unlikely that she would risk deportation to break federal and state statutes on running for elected office. Because of her ethnicity, she is asking for that kind of scrutiny. I've heard of non-citizens voting before because people are not always educated on the rules. But she would have to a fool to run for elected office without citizenship because I'm sure she is smart enough to know the law. My wife, who recently became a citizen DID have to prove she was one at the election board just to register to vote the first time. They are really specific about that sort of thing during the immigration process. It is safer for "dead" people to vote than non-citizens. Even if my wife or Ms. Ruiz for that matter were to dupe the election officials, eventually it could come back and cost much more than just a job or right to vote. It isn't worth that risk. Asking her if she is a citizen is like asking if she is a moron, criminal, or both.
That being said, I say go ahead and ask her directly. I'd like to be there to see how she answers. If she is not a citizen than the official who stamped her paperwork will be in big trouble from people a lot bigger than our dear local powers-that-be controlling the school committee.

Although there is an extremely large Brazilian population in Everett, I think very few, if any, are registered to vote.
Almost all are not citizens of the United States. Is this not a prerequisite for voting privileges?

Well, I can't speak for everyone, but I do agree that most are not registered to vote, which is a shame really because they deserve a voice like any of the rest of us. However, it is hard to tell how many are citizens. Although I am a 3rd generation white guy born and raised here in the US, I know a lot of people in the Haitian community (another large minority of the Everett population) and most of the ones I know are citizens and their teenage kids were born here. In spite of this, they continue to identify with their culture, go to Haitian language church services (such as the ones on community TV), and travel to Haiti when conditions are good there. I know one in particular that can't speak English very well and depends on her son for translating things for her. Despite this, she is a citizen. I agree that most of these immigrants are apathetic when it comes to local politics and many put their kids in private schools. Many of them also, despite living in Everett, consider themselves to be residents of the larger Boston metro area rather than Everett.
I think part of this has to do with a feeling of not being represented in the government. So, this is where I come up with idea that Ms. Ruiz might be appealing to her base in the literature she sent out. Just like the Democratic and Republican party trying to reach out to immigrant and minority populations to provide a swing vote, it might be happening here too. Considering the way the demographics of Everett are changing, it is likely that citizens of many ethnic backgrounds, including Brazilians live here. I have to say that if I were Brazialian and a citizen, it would still be convenient to live in Everett to go to St. Michael's for Portuguese mass and eat at the excellent steakhouse where Brigham's used to be. Plus you can hang out at that little bar and watch Brazilian soccer with others like you. I don't know, I don't see why they would necessarily not be citizens who are just apathetic about politics.

My view is that it is more the US government and stories of people being deported that makes immigrants afraid before they become citizens to the point where most don't take chances. In city hall, they did photocopy my wife's naturalization certificate and file it, but its true that she offered it as proof of citizenship and they didn't ask me personally for a birth certificate when I registered a couple of years before. I just think most immigrants don't like to take chances on citizenship issues, whether or not the election officials in Everett call them on it.
In any case, I understood that no harm was intended, but I don't think Ruiz's citizenship is an issue even if someone is looking for a technical way to get her off the school committee since I find it extremely unlikely that she would take the chance of being in the school committeeif she wasn't. I mean, keep in mind that the school committee is under a microscope and her candidacy papers can be reviewed by the state to help prove any case they make take against it.
